INTRODUCTION The Cultural Boycott of South Africa is an integral component of a broad international effort to help eradicate apartheid through peaceful means. Its purpose is to isolate the South African rigime from the world of international culture and is achieved by persuading artists and entertainers to sever professional contacts with that country until apartheid is abolished. The present Register of entertainers, actors and others who have performed in South Africa is part of the international campaign for a cultural boycott which the General Assembly of the United Nations has repeatedly recommended over the years in a number of resolutions. The present Register is published within the ambit of General Assembly resolution 42/23 G of 20 November 1987 on concerted international action for the eradication of apartheid. The four previous issues of the Register were published in 1983, 1984, 1986 and 1987. The Register contains the names of those artists and entertainers who have performed in South Africa from January 1981 to March 1988, as well as a list of persons whose names have been deleted since the publication of the last Register in April 1987. Deletions from the Register are made by the United Nations Special Committee against Apartheid upon receipt of letters from persons included in the list informing the Committee that they do not intend to engage in cultural activities in South Africa as long as the apartheid system exists. Resolution 42/23 G and the earlier resolutions of the General Assembly also contain appeals to all Governments and organizations to take appropriate action for the cessation of all cultural, scientific and sports relations that would support the apartheid r6qime of South Africa as well as relations with individuals, institutions and other bodies endorsing apartheid. In this connection, the Register assists Governments, intergovernmental and non-governmental organizations and individuals to implement the cultural boycott of South Africa and to dissuade artists and entertainers from engaging in any cultural or other activities in South Africa. For example, in the light of the mounting repression in South Africa an increasing number of Governments no longer permit persons whose names appear on the Register to perform in their countries or in some cases even receive visas, and many national or private broadcasting corporations also do not broadcast their music or show their films. The Special Committee gratefully acknowledges the contributions of all who have adhered strictly to the cultural boycott by refusing to perform in South Africa, often foregoing lucrative offers, who have dissuaded some of their colleagues from performing there, or who have criticized entertainers who have performed in that country. At the same time, it appeals to all Governments and others to renew their efforts to implement the boycott and to give widest publicity to the Register, and especially calls in this regard on those states whose nationals appear on the list in relatively large numbers. The Special Committee believes that artists and entertainers, representing a most sensitive and freedom loving part of humankind, are capable, by their example, to exert an important influence on public opinion and can contribute positively to world action against apartheid. It therefore appeals to all entertainers, artists and other members of the world of culture to express their opposition to apartheid by refusing to engage in any cultural or related activity in South Africa as long as that abhorrent system is in effect.

While the film was essentially an SABC production, the South African authorities tried to obscure this fact by marketing it abroad under the name of Harmony Gold, a Los-Angeles-based distributor, and presenting it as a joint enterprise of "Harmony Gold and the [so-called] Zulu nation". It also secured the services of a number of prominent foreign film industry personnel to help give the production an international character and appeal. The film has already been shown in several countries, but has met with demonstrations by anti-apartheid activists in the United States and the United Kingdom. It has also been denounced as historically inaccurate and generally designed to further South African government policies regarding the black population. The following are the most prominent foreign personnel known to have taken part: Frank Agrama, Roy Dotrice, Edward Fox, Fiona Fullerton, Kenneth Griffith, Ed Harper, Gordon Jackson, Christopher Lee, Peter MacDonald, Alec Mills, Bunty Philips, and Robert Powell. They are all listed in the Register under the United Kingdom, except for Mr. Agrama, who is listed under "unknown". French-South African television series The French company T61ecip co-produced with the SABC in 1987 a thirteen-part television series entitled Bonne Esp6rance in the French edition and Heritage in the South African edition. The series, filmed in South Africa, depicts the history of a South African family who were descendants of French Huguenots, while recounting events in South African history from 1820-1881, including incidents of racial prejudice purporting to criticize the social environment of the times. The company intended to broadcast the series on French and other television networks. The foreign personnel known to have taken part in the project are Jean- Pierre Bouvier, Xavier Delluc , Jacques Dercourt, Luanshya Greer, Pierre Lary, Philippe Monnier, Agn~s Soral, and Sylvia Zerbib. They are all listed in the Register under France, except for Ms. Greer, who is listed under the United Kingdom.

-17- Foreign filmmaking in South Africa There has been a recent upsurge of foreign filmmaking in South Africa. A number of foreign films have been made there in the last year, particularly by US producers, and several of the films scheduled for production in South Africa will be made with foreign involvement. At present, there are at least half a dozen US companies and dozens of US actors making "B qrade" action films in South Africa, and others who are engaged in film financing and distribution. This is to a large degree due to incentives offered by the r6gime. The focus of activity now also includes the illegally occupied Territory of Namibia. Among the films that have been shot there recently is Red Scorpion, based on the life of Jonas Savimbi, the head of UNITA. Made in late 1987 and 1988, it received the full backing and co-operation of the South African regime, which provided it with a wide range of military personnel and equipment. However, it generated so much controversy because of its links with South Africa that it has not been released to date. ( Red Scorpion is a Moonrose Production written by Arnie Olsen, produced by , directed by Joe Zito, and starring , Emmett Walsh, Al White and Brian James.) 3/

-18- Notes 1/ Mr. Waitzman has been responsible for the scores of all extravaganzas at the Sun City entertainment complex in South Africa, according to the newspaper The Citizen, 3 February 1987. 2/ In 1981, the Welsh Anti-Apartheid Movement campaigned against any co- operation by the International Eisteddfod Committee with headquarters in Llangollen, Wales, with the Roodepoort International Eisteddfod of South Africa and appealed for a boycott of Welsh singers. The Chairman, Mr. Noel Bowen, and the Honorary Secretary, Mr. I. Morris-Jones, of the International Eisteddfod Committee, visited South Africa to advise the organizers of the Roodepoort International Eisteddfod of South Africa. As a result, two established Welsh choirs decided not to go to South Africa and several local education authorities refused leave for their employees to go on the tour. Mr. Stuart Weaving, a wealthy British businessman, then offered to finance the tour and, through public advertisements, organized a group of 69 Welsh choristers to perform in Roodepoort and tour South Africa. All members of the Welsh choir registered "Jones".
