    December 8, 2020 The Honorable Gavin Newsom Governor, State of California State Capitol, Suite 1173 Sacramento, CA 95814 Dear Governor Newsom: Bay Area transit systems continue to struggle in the face of dramatically reduced ridership and revenues due to the COVID-19 pandemic. This challenge was already the most significant crisis in the history of public transportation, and now it has persisted far longer than any of us would have predicted. Since the beginning, our workers have been on the front lines, doing their jobs as essential workers, responsible for providing other front line workers with a way to safely travel to and from essential jobs. Now that the availability of a vaccine is on the horizon, we are proud to echo the attached call from the Amalgamated Transit Union (ATU). Specifically, we urge you to work to ensure that transit, paratransit, and school transportation workers are prioritized along with other essential workers to receive the vaccine following the critical need to vaccinate the State’s healthcare workers. Even with reduced ridership, an average of 8 million monthly riders continue to depend on Bay Area transit services. These riders are the healthcare workers, grocery clerks, caregivers, emergency services personnel and others doing the critical work that has kept California functioning during the pandemic. They cannot continue to do so without access to reliable public transportation, and are therefore dependent on the health of the transit workers that serve them every day. Our agencies have worked hard to ensure the public health of riders and transit workers during this crisis. We coordinated to develop the Riding Together: Bay Area Healthy Transit Plan, which includes a baseline set of measures aimed at minimizing virus transmission on our systems.

FISCAL IMPACTS OF RECOMMENDATION Total projected five-year cost of the EasyPass program is $774,453. Funds for calendar year 2021 are available in the Payroll Deduction Trust Fund (Fund 013), and future fiscal years funding is subject to appropriation in those annual budgets.     Metropolitan Transportation Commission Programming and Allocations Committee June 14, 2017 Agenda Item 3a Regional Measure 2 Program Public Hearing Subject: Conduct a public hearing to amend the Regional Measure 2 (RM2) Operating program to add $5 million in annual operating assistance to two new projects: Clipper® and Transbay Transit Center operations. Background: In March 2004, Bay Area voters approved Regional Measure 2 (RM2), a $1 bridge toll increase on the seven state-owned bridges in the Bay Area. Pursuant to Section 30914(d) of the California Streets and Highways Code, up to 38 percent of RM2 toll revenues are to be made available annually for the purpose of providing operating assistance for transit services. The current RM2 Operating program consists of 11 transportation projects intended to reduce congestion or make improvements to travel in the toll bridge corridors. The operating projects in good standing and meeting required RM2 performance standards are being funded at appropriate levels as prescribed by the RM2 legislation. For FY 2017-18, the total funding required by the program falls below the 38 percent limit allowed for operating assistance, leaving operating funding available for programming. MTC is holding a public hearing in advance of consideration of action to program available RM2 operating funding capacity to two new projects that are consistent with the intent of the RM2 legislation. The proposed operating assistance for the two projects totals $5 million, annually. Further discussion of the projects is below. Project 12: Clipper® Operations Staff proposes to program $2 million annually to support ongoing operation of the Clipper® program.

Turn right onto Campus Drive, and follow it around to Panama Street. Turn left onto Panama Street. There will be an open parking lot on your right, and a parking structure on your left. You may park in either location. The Durand Building is to the left at the end of Panama Street as it curves around and becomes Samuel Morris Way. From Highway 280 North & South: Exit 280 at Sand Hill Road, heading east. Make a right turn on Santa Cruz Avenue, then a left turn onto Junipero Serra Boulevard. Turn right at the third stoplight, Campus Drive West. Continue around Campus Drive West and turn right when you reach Panama Street.
