MOTION TO ADJOURN THE DISTRICT ASSEMBLY. 11 | Page REPORTS 12 | Page District Superintendent’s Report Les Phillips This is my first report to the 17 th District Assembly of the Gauteng District. Dr Toler, Dr Chambo, Rev Elliott, delegates, and friends I greet you all in the name of our Lord and Saviour, Jesus Christ. It is a privilege to present this report. This report however is not my report but it is our report. A report of what God is doing in and through the churches that forms part of the Gauteng District. Tribute must be paid to the man and woman that labour unselfishly in the Masters service I need to remind you our labour in the Lord is not in vain. If we look around us to a fallen world we will agree that this world is broken. Fences and walls are indicative of the separation experienced by the world. Separation from God and separation from one another. In a divided world and in a world that have lost its way we witness the resultant brokenness and we are filled with sadness. When however this brokenness is seen within the Church, it is tragic and it is an affront to the grace of God. There are many good things happening across the district. However, I had on more than one occasion work through the pain of brokenness within congregations. “Years ago the great evangelist Dwight L. Moody preached a sermon in which he noted that Christians in his day wanted influence. Instead, Moody said, what they need is power, the power of the Holy Spirit. This is the power that we need to tear down the walls, freeing us to embrace each other once again.” Influence is important for we are indeed the light of the world, but more importantly we need the power of the Holy Spirit to transform us into Christlikeness that makes us sing not I want my way to be God’s way but rather I want God’s way to be my way as I journey here below The call for unity Jesus prays in John 17:11 I will remain in the world no longer, but they are still in the world, and I am coming to you. Holy Father, protect them by the power of your name, the name you gave me, so that they may be one as we are

The series of gum pole totem markers run along De Villiers Street, with the gateway marker at the intersection of De Villiers and Main Street, the surface painting within the park is derived from various community design workshops. It is different from other suburbs in the south in that it was originally built to be a richer, white area. However, due to the dust and noise from the mines, this was not to be the case. The more affluent families moved north, away from the mines, leaving the south open for working class families and immigrants. Over the years there have been waves of different communities who have called Turffontein home, and the area has changed many times since its early inception.

STRATEGIC OVERVIEW OF INFRASTRUCTURE PROGRAMME Strategic Overview There has been a shift in focus from the provision of housing to the establishment of sustainable human settlements due to the fact that previous policies to address housing did not adequately address the housing needs within the context of the brooder socio-economic needs of communities. In an effort to address this inconsistency gap, Cabinet approved the Comprehensive Plan for the Development of Human Settlements in 2004 which provides the framework to address housing needs within the context of broader socio-economic needs resulting in sustainable human settlements. The Comprehensive Plan is supplemented by the following business plans, which in turn informs the department’s infrastructure programme: • Stimulating the Residential Property Market; • Spatial Restructuring and Sustainable Human Settlements; • Social (Medium-Density) Housing Programme; • Informal Settlement Upgrading Programme; • Institutional Reform and Capacity Building; • Housing Subsidy Funding System Reforms; and • Housing and Job Creation. The following functional areas have been identified as the basis for the roll out of the infrastructure programme: • Service Delivery and Development Targets – the department will accelerate its current programmes of Mixed Housing Developments, Eradication of Informal Settlements, Alternative Tenure, Rural Housing, Urban Renewal Programme and the 20 Prioritised Township Programme to address historical backlogs in basic services, housing and infrastructure. • Capacity Building and Hands on Support – the department will strengthen its support to municipalities to ensure that the municipal capacity to deliver basic service is achieved and service delivery is realised.
