    OKTOBER 2019 100 LETNIK 13 Franka, Mateja, Vojko in Janez so gonilna sila Turističnega društva Pudgura pri organizaciji tradicionalne Gobarske nedelje. Tudi letos so v svoje vrste povabili domačina Jožeta Podboja, terminatorja, ki svoje znanje o gobah z veseljem deli z obiskovalci. Prireditev z izobraževalnim in družabnim značajem je že šestnajstič odlično uspela. Pod kozolcem toplarjem v Belskem je bilo na ogled 200 vrst gob. Nekaj je bilo tudi takšnih sort, ki ne smejo nikoli pristati v gobarjevi košari. Iz vsebine: 4 tema meseca: Pripravljeni? Nova znanja, nova spoznanja 11 Končujemo že deseti mesec tega leta. Pred vrati so že prve počitnice za osnovnošolce in dijake. Trgovine nam že ponujajo prve novoletne okra- ske in nam dajejo vedeti, da se december hitro približuje. Pa vendar ne smemo tako hitro naprej in prehitro spustiti oktobra iz rok, saj nam je dal ogromno novega znanja. Začeli smo z rožnatim okto- tu živimo: brom, dobili nove nagrajence akcije Postojna v cvetju, priča smo bili naj- večjemu dogodku v Sloveniji s področja zaščite in reševanja – Bogataje- vim dnevom zaščite in reševanja, ki so za nekaj dni Postojno spremenili v najbolj varno mesto v državi. Ob tem nas je obiskal celoten slovenski KS Slavina politični vrh, Postojna pa se je še enkrat izkazala kot odlična gostiteljica velikega dogodka državnega pomena. Občina Postojna pa v teh dneh ni v najboljši luči le na domačih tleh, temveč tudi v tujini. Na prvem mednarodnem vrhu Otrokom prijaznih Unicefovih mest smo bili mednarodnim delegacijam predstavljeni kot 12 primer dobre prakse. Podobna zgodba se je odvila le nekaj dni za tem v Beirutu, kjer je bila na konferenci Akt now Postojna postavljena za zgled pri delu z mladoletnimi migranti brez spremstva.

    The Executive Survey General Information and Guidelines Dear Country Expert, In this section, we distinguish between the head of state (HOS) and the head of government (HOG). • The Head of State (HOS) is an individual or collective body that serves as the chief public representative of the country; his or her function could be purely ceremonial. • The Head of Government (HOG) is the chief officer(s) of the executive branch of government; the HOG may also be HOS, in which case the executive survey only pertains to the HOS. • The executive survey applies to the person who effectively holds these positions in practice. • The HOS/HOG pair will always include the effective ruler of the country, even if for a period this is the commander of foreign occupying forces. • The HOS and/or HOG must rule over a significant part of the country’s territory. • The HOS and/or HOG must be a resident of the country — governments in exile are not listed. • By implication, if you are considering a semi-sovereign territory, such as a colony or an annexed territory, the HOS and/or HOG will be a person located in the territory in question, not in the capital of the colonizing/annexing country. • Only HOSs and/or HOGs who stay in power for 100 consecutive days or more will be included in the surveys. • A country may go without a HOG but there will be no period listed with only a HOG and no HOS. • If a HOG also becomes HOS (interim or full), s/he is moved to the HOS list and removed from the HOG list for the duration of their tenure.

    Directorate-General for the Presidency Directorate for Relations with National Parliaments Factsheet: The Slovenian National Assembly (Državni zbor) 1. At a glance Slovenia is a republic and a parliamentary democracy. The Parliament of Slovenia has a bicameral structure and consists of the National Assembly (Državni zbor) which has 90 Members and the National Council (Državni svet) which has 40 Members. The Slovenian Parliament is considered as an “incomplete bicameral system”, meaning that the upper chamber (National Council) does not have equal competences with the lower chamber (National Assembly) and therefore has less authority. The National Assembly of the Republic of Slovenia is the supreme representative and legislative institution, exercising legislative and electoral powers as well as control over the Executive. The Members of the National Assembly are directly elected by the citizens. An exception to the principle of universal and equal suffrage is the voting right of the members of the Italian and Hungarian national communities. The right to vote and be elected representative of these communities in the National Assembly is only enjoyed by the members of the communities, and not by all the citizens. Elections to the National Council must take place every four years at the latest, and are based on the principles of proportional representation. The voting age is 18 years. The current Slovenian coalition government under Prime Minister Dr Miro Cerar (SMC/ALDE) is composed of the Party of Modern Center (SMC/ALDE), the Democratic Party of Pensioners in Slovenia (DeSUS/NI) and the Social Democrats (SD/S&D). The incumbent President, who was directly re-elected in 2017 by the citizens for a five-year term, is Mr Borut Pahor.

Zakon o sistemu jamstva za vloge (ZSJV) (1) Pojmi, uporabljeni v tem zakonu, imajo naslednji po- men: Na podlagi druge alinee prvega odstavka 107. člena in 1. »banka« je banka ali hranilnica, kot je opredeljena v prvega odstavka 91. člena Ustave Republike Slovenije izdajam zakonu, ki ureja bančništvo; 2. »EU podružnica« je podružnica, ki jo v skladu z zako- nom, ki ureja bančništvo, v Republiki Sloveniji ustanovi banka U K A Z tretje države; o razglasitvi Zakona o sistemu jamstva 3. »kolektivni naložbeni podjem« je investicijski sklad, kot za vloge (ZSJV) je opredeljen v zakonu, ki ureja investicijske sklade in družbe za upravljanje; Razglašam Zakon o sistemu jamstva za vloge (ZSJV), 4. »organ za jamstvo vlog« je subjekt javnega ali zaseb- ki ga je sprejel Državni zbor Republike Slovenije na seji dne nega prava, ki je v državi članici ali tretji državi pooblaščen in 31. marca 2016. odgovoren za upravljanje sistema jamstva za vloge, ki je vzpo- stavljen v tej državi, ter za nadzor nad tem sistemom v skladu Št. 003-02-2/2016-11 z nacionalno zakonodajo te države; Ljubljana, dne 8. aprila 2016 5. »organ za reševanje« je organ države članice, ki je poo- blaščen in odgovoren za uporabo instrumentov za reševanje in Borut Pahor l.r. izvajanje pooblastil za reševanje tako kot je določeno v Direktivi Predsednik 2014/59/EU Evropskega parlamenta in Sveta z dne 15.

    ANEJ KORSIKA UNITED IN AUSTERITY NEW SLOVENIAN PRESIDENT WINS WITH THE SUPPORT OF BLACK-RED COALITION On Sunday, December 2nd, the fourth Slovenian president since the disintegration of Yugoslavia and its first presidential elections in 1992, was elected. Fourth serving president will be Borut Pahor (1963), presidential candidate that managed to defeat the last president, Danilo Türk (1952) in the second round of presidential elections. In comparison to 2002 presidential elections, with 72,07 percent turnout and the last elections in 2007 with 58,46 percent turnout, these elections had a record low electoral participation with only 41,95 percent. Pahor, although supposedly a left wing candidate of the Social Democratic Party, eventually managed to present himself as an acceptable figure for right wing parties. In the last week of campaigning he secured support from current right wing prime minister, Janez Janša (1958), former president of Slovenian Nationalist Party, as well as support from the organization that represents the Nazi collaborators in the II. World War. This political trend is unprecedented and was unseen in the last 20 years of sovereign Slovenian state. As such it marks a true break and a beginning of a black-red political cohabitation between the Prime Minister and the President of the Republic. Both have stressed time and again that austerity measures are of paramount political importance and have no ideas about alternative strategies for solving the crisis, whatsoever. The last week of the second round of presidential campaign has also seen dramatic and explosive protests that are without comparison in the whole Yugoslavian period as well as the period of independent Slovenia.

I would like to start by thanking you; I see your response to the invitation to celebrate Constitutionality Day at the Constitutional Court as an expression of courtesy towards both the Constitutional Court and − in particular − the Constitution, which is the foundation of our legal order. On Constitutionality Day, we commemorate 23th December 1991, the day when the Constitution of the Republic of Slovenia was adopted and promulgated. Although in almost three decades the Constitution was never a sleeping beauty, the judiciary and the constitutional judiciary − the latter not being the sole but the most exposed guardian of the Constitution − are today all the more in the forefront of the public eye, perhaps more than ever as a result of the delicate nature of certain proceedings and responses of the public thereto. The main speaker at today's ceremony, Dr Ineta Ziemele, President of the Constitutional Court of the Republic of Latvia and also former judge at the European Court of Human Rights, will talk about the role that courts play today and about the protection of the most fundamental rights.
