Highways Backgrounder for Aug 25 2011.Pdf WEEKLY PROVINCIAL HIGHWAY CONSTRUCTION UPDATE FOR THURSDAY, Aug. 25, 2011 Slow to 60 km/hr in the Orange Zone when passing workers and equipment NEW WORK PROJECT: Highway 11 (Louis Riel Trail) overpass over Highway 6 just north of Regina (end of Albert Street), bridge repairs ESTIMATED COST: $525,000 START OF THIS YEAR'S CONSTRUCTION: Week of Aug. 22, 2011 DESCRIPTION: Repairs steel girders of the overpass IMPACT ON MOTORISTS: Traffic will be restricted to one lane in each direction of travel on Highway 6 and one lane on Highway 11 northbound, while Highway 11 southbound won’t be affected, over dimension loads should take alternate routes ESTIMATED COMPLETION: Mid October 2011 PROJECT: Highway 13 east of Griffin ESTIMATED COST: $8.6 million START OF THIS YEAR'S CONSTRUCTION: Aug. 20, 2011 DESCRIPTION: About 31 km of surfacing from Highway 13’s junction with Highway 47 to Griffin IMPACT ON MOTORISTS: Traffic will be reduced to one lane, pilot vehicles will escort traffic ESTIMATED COMPLETION: Mid September 2011 PROJECT: Highway 18, about 6.2 km west of the junction of Highway 58, west of Fir Mountain (bridge replacement) ESTIMATED COST: $928,000 START OF THIS YEAR'S CONSTRUCTION: Week of Aug. 29, 2011 DESCRIPTION: Bridge replacement IMPACT ON MOTORISTS: Traffic will be accommodated on a single-lane detour adjacent to the work area, motorists will be directed by traffic control lights, loads wider than 3.7 metres should take alternate routes ESTIMATED COMPLETION: Mid to late September 2011 ONGOING WORK PROJECT: Highway 1 (Trans-Canada) and Lewvan Drive Interchange at Regina ESTIMATED COST: $34 million START OF THIS YEAR'S CONSTRUCTION: Bridge/overpass work resumed early May 2011, related road work resumed June 4, 2011 DESCRIPTION: Construction of bridge structure and related road work IMPACT ON MOTORISTS: Highway 1 eastbound traffic turning north onto Lewvan Drive has been directed to a new temporary intersection west of the existing intersection currently under construction, with the exception of southbound traffic on Lewvan Drive wishing to turn left (east) onto Highway 1 – these motorists are being routed down Gordon Road to Albert Street and can use the Albert Street interchange to access Highway 1 to go east. Heavy truck traffic isn’t being routed down Gordon Road but is instead required to take an alternate route. Traffic on Highway 1 may also be occasionally reduced to one lane due to bridge work in the area ESTIMATED COMPLETION: Late 2011 PROJECT: Highway 1 (Trans-Canada) west of Maple Creek, completion of permanent repairs following 2010 flooding ESTIMATED COST: To be determined START OF THIS YEAR'S CONSTRUCTION: June 13, 2011 DESCRIPTION OF THIS YEAR’S ACTIVITY: Permanent repairs of the eastbound lanes following flooding damage in June 2010, which includes installation of a new arch culvert, grading and paving (westbound permanent repairs, except final paving, were completed in late 2010) IMPACT ON MOTORISTS THIS YEAR: Highway 1 in this area as of June 13, 2011 operates as a two-lane highway for about 3 km. For westbound traffic, the two-lane section starts about 2 km west of the Highway 21 junction. 1 For eastbound traffic, the two-lane section starts about 5 km west of the Highway 21 junction. Motorists are advised to reduce speeds and be cautious and alert in the area (this is similar to the traffic impact in 2010 when other permanent repairs were made) ESTIMATED COMPLETION: Four-lane service expected to be re-established fall 2011, along with completion of all permanent repairs PROJECT: Highway 1 (Trans-Canada) eastbound, bridge replacement over Rush Lake Creek near Rush Lake ESTIMATED COST: $1.6 million START OF CONSTRUCTION: Week of Aug. 8, 2011 DESCRIPTION: Bridge replacement and paving IMPACT ON MOTORISTS: Eastbound traffic reduced to one lane through work area (eastbound loads wider than 3.7 m should seek alternate routes), westbound traffic not affected ESTIMATED COMPLETION: Late October 2011 PROJECT: Highway 2 (Saskatchewan Veterans Memorial Highway), St. Louis bridge project (two areas of work listed below) PROJECT: Highway 2, St. Louis bridge, project north bridge approach subgrade ESTIMATED COST: $2.9 million START OF THIS YEAR’S CONSTRUCTION: Week of May 30, 2011 DESCRIPTION: Construction of a 290-metre-long north bridge approach subgrade to the new bridge over the South Saskatchewan River east of St. Louis (paving expected to take place as part of another project in 2012) IMPACT ON MOTORISTS: Construction adjacent to existing Highway 2, traffic will be required to stop when excess material from the bridge approach excavation is being hauled across Highway 2 to a disposal site west of Highway 2, motorists may also encounter trucks along Highway 2 hauling materials to the project and should be cautious in the area ESTIMATED COMPLETION: Construction to be completed in fall 2011, but won’t open to traffic until bridge work and paving is completed, which is currently targeted for late 2012 PROJECT: Highway 2, St. Louis Bridge, new structure crossing South Saskatchewan River START OF THIS YEAR'S CONSTRUCTION: Week of July 11, 2011 DESCRIPTION: Work on the bridge's three river piers and bridge abutments underway, structural steel for the bridge deck will be erected in the winter of 2011-12, followed by the construction of the concrete bridge deck in the summer of 2012 IMPACT ON MOTORISTS: Construction adjacent to Highway 2, motorists may encounter trucks hauling material to the site and should be cautious in the area ESTIMATED COMPLETION: Targeted for late 2012 PROJECT: Highway 2 (Saskatchewan Veterans Memorial Highway) north of Wakaw ESTIMATED COST: To be determined START OF THIS YEAR'S CONSTRUCTION: April 1, 2011 DESCRIPTION OF CONSTRUCTION: Ongoing maintenance that includes spot sealing and blading frost heaves caused by excessive moisture, patching pot holes, patching larger spots that have hardened using hot mix, deep patching expected to begin later this construction season CONSTRUCTION IMPACT ON MOTORISTS: Be cautious, alert, watch for warning signs and equipment ESTIMATED COMPLETION: Summer 2011 PROJECT: Highway 4 south of Saskatchewan Landing Bridge ESTIMATED COST: $1.9 million (grading portion) START OF THIS YEAR'S CONSTRUCTION: Week of May 2, 2011 DESCRIPTION: Grading for the sub-grade for a truck climbing lane and truck pull-out and for construction of a passing lane into the Saskatchewan Landing Provincial Park entrance (surfacing expected to take place later in 2011 under a different project) 2 IMPACT ON MOTORISTS: Construction adjacent to roadway, traffic may be reduced to one lane ESTIMATED COMPLETION: Late August 2011 for grading portion PROJECT: Highway 4 north of Glaslyn ESTIMATED COST: $13.2 million START OF THIS YEAR'S CONSTRUCTION: Week of May 23, 2011 DESCRIPTION: About 24 km of work from about 20 km north of the north junction of Highway 4 and Highway 3 to the north, which includes widening of the shoulders on about 18 km and paving of the entire 24 km IMPACT ON MOTORISTS: Traffic may be reduced to one lane through the work area and motorists should be aware of potential blowing dust ESTIMATED COMPLETION: Fall 2011 PROJECT: Highway 5 near Invermay ESTIMATED COST: $3.9 million START OF THIS YEAR'S CONSTRUCTION: Week of July 18, 2011 DESCRIPTION: Repaving about 15 km of Highway 5 stretching from about 2 km east of Invermay to Margo IMPACT ON MOTORISTS: Traffic will be reduced to one lane through the construction area ESTIMATED COMPLETION: Fall 2011 PROJECT: Highway 5 near St. Gregor ESTIMATED COST: $532,000 START OF THIS YEAR'S CONSTRUCTION: Week of Aug. 22, 2011 DESCRIPTION: About 17 km of seal coating from about 7 km east of St. Gregor to the junction of Highway 5 and Highway 368 IMPACT ON MOTORISTS: Traffic will be reduced to one lane through the work area ESTIMATED COMPLETION: Early September 2011 PROJECT: Highway 9 near Hudson Bay ESTIMATED COST: $2.5 million START OF THIS YEAR'S CONSTRUCTION: Week of July 18, 2011 DESCRIPTION: About 6 km of repaving from about 2 km south of the south junction of Highway 9 and Highway 3 in Hudson Bay to the south IMPACT ON MOTORISTS: Traffic may be reduced     August 21st, 2020 Tennis ball size hail reported in western Canada Storms produced tennis ball size hail in some parts of western Canada along with heavy rain and high wind that damaged crops across the prairie, according to the Canadian Crop Hail Association. The storms occurred Aug. 7-15. CCHA member companies are investigating more than 800 claims of crop damage during the time period. Beth Shewkenek, of AG Direct Hail Insurance said storms damaged crops in the Saskatchewan communities of Choiceland and Redvers. In Alberta, she said storms damaged crops in Camrose, Drumheller, and Olds. Darryl Tiefenbach, of Additional Municipal Hail said storms damaged crops in the Saskatchewan communities of Bengough, Ogema, Pangman, Rouleau, Oungre, Regina, Pense, Craik, Earl Grey, Southey, Kelvington, Lintlaw, Okla, Kisbey, Arcola, Redvers and Alida. “The system moved up in a northeasterly path and produced hail in those areas with small stones to as large as tennis balls near Lintlaw,” he said. He said wind and rain are factors in adjusting for crop damage. Harvest is underway in the south of the province for peas, lentils and barley. Brendan Blight, of Manitoba Agricultural Services Corporation, said storms damaged crops in the Manitoba communities of Virden, Alexander, Lowe Farm and Morris. “The storm came from Saskatchewan and headed east and met another storm coming north from South Dakota,” he said. Pea size hail resulted in minor to moderate damage. More than 2 inches of rain in some areas along with high wind are factors in adjusting for crop damage. Claims are still coming in, he said.

Collision rates are calculated based on populations, as well as travel, where applicable. 2014 Quick Facts: • The collision rate for all provincial highways is 0.66 collisions per million vehicle kilometres (Mvkm). • The average number of collisions per 100 people for communities with a population: - of 5,000 or more is 2.44 - of 250 to 4,999 is 0.55 - under 250 is 0.87 • Regina and Saskatoon combined account for 46% of the provinceʼs population and 49% of the collisions.

    Project No.12633.01 RELEASE REMEDIATION OUNGRE 8-16-2-14 W2M SWD WELL HEAD RELEASE October 5, 2014 Prepared for Gibson Energy Partnership 617 Railway Avenue Weyburn, Saskatchewan S4H 0A9 December 12, 2014 Buffalo Head Projects: 12633.01 1 INTRODUCTION In response to a well head failure which resulted in the release of a mixture of oilfield waste water and production fluid from the Gibson Energy Partnership (Gibson) Oungre 8-16-2-14 W2M (8-16) salt water disposal (SWD) site, Gibsons contracted Buffalo Head Environmental Ltd. (Buffalo Head) to assess the release and direct remedial work required. This report outlines the initial release response and remediation work completed. 1.1 Background and Scope of Work On October 5, 2014, a leak occurred when a section of the 8-16 SWD well head corroded allowing a mixture of oilfield waste water and production fluid to be released. The fluid, which originated from the Gibson 1-16-2-14 W2M (1-16) waste processing facility (WPF), pooled within the disposal building before running out onto the gravelled access road. Fluid was temporarily retained by clay berms surrounding the well site but eventually was able to migrate north away from the well site and east out into an area of agricultural land. Fluid then ran approximately 95 meters east across the agricultural land before reaching the ditch bordering the west edge of Highway 35 (Figure 1). The leak was discovered by Gibson personnel a few hours after it had occurred and a vacuum truck was retained immediately to recover standing fluid from the surface of the spill area.

The length of each section of highway, along with the average daily traffic (ADT) on that section, is used to calculate travel (kilometres in millions) and a collision rate (collisions per million vehicle kilometres) for each section. Tables 11.2 and 11.3 summarize collisions by community, and Table 11.8 shows a similar summary by rural municipality.     SASKATCHEWAN HIGH SCHOOLS ATHLETIC ASSOCIATION 1948 – 2020 72 YEARS OF SCHOOL SPORT “MERIT AWARD” to honour people who have given outstanding leadership and service to the SHSAA and to the promotion of high school athletics in the Province of Saskatchewan. A person who has made outstanding contributions to the TOTAL PROGRAM of the SHSAA over a period of time. THE SIXTIES Stanley Gutheridge (1960) Hub, as he was called, had been recognized over the years by many accolades, the naming of Gutheridge Field on the Riverview Collegiate school grounds, his National Basketball Builder Award, and being in the first group to receive SHSAA’s Merit Award in 1960. Hub died in Moose Jaw in 1990. E.W. (Wally) Stinson (1960) Executive Director of the Association from 1948 to 1959. Credited with designing the original districts, using a Wheat Pool map and a ruler dividing the province into districts with equal numbers of high school students. Joe Griffiths (1960) Joe took a position in 1919 with the University of Saskatchewan as its first Physical Education Director. He remained there until his retirement in 1951. In 1960, he received the SHSAA Merit Award for his influence in high school athletics. The most obvious honour bestowed upon this legendary man was the dedication to him of Griffiths Stadium on the university campus. Clarence Garvie (1960) Garvie filled several roles during the years he was involved with SHSAA. He was its first Secretary, and later was President and editor of the first SHSAA yearbook. A member of both the Saskatchewan and Saskatoon Sports Hall of Fame, Garvie retired in 1972.
