To date, concerns over censorship in public television have focused, not on overt efforts by Congress to determine the bounds of acceptable programs, but on not-so-subtle pressure at both the national and the local level to self-censor or risk loss of funding. Several recent cases of controversial programs have led to calls for ties between funding of the public television system and program content--programs such as "Tongues Untied," "Portrait of a Marriage," and "Tales of the City." Assessing the constitutionality of possible future efforts by Congress to place content-related conditions on the funding of,public television seems to require that 3 areas of law be analyzed: (1) the current statutory framework in which the public television system operates;(2) the recent case law in the area of the First Amendment and public broadcasting; and (3) relevant overarching judicial principles. -

ISSN 2351-4744 The Power of Sound in Creating Humor: Aner PREMINGER The Film School, Sapir Academic Chaplin – a Pioneer of Audio-Gags and College, Department of * Communication, The Hebrew of Sound Design University, Jerusalem ABSTRact. This article examines Chaplin’s innovations in the concepts of sound that, while overlooked, nonetheless contribute greatly to the cinematic language on sound. The article shows that in spite of the fact that Chaplin’s important contribution to the transition to sound cinema is ignored in most of the literature dealing with his art, not only did he invent new ways of using sound as both a con- KEYWORDS: cept and a new technological tool of his cinematic art, but in many Chaplin, silent cinema, scenes he used sound for audio gags in similar ways to those he talkies, gag, soundtrack, used props and sets in visual gags. This thesis first of all introduces audio-gag, The Circus, three new categories that have been created to clarify the dichotomy City Lights, Modern between silent film and the talking film: audio-silent film, talking- Times, The Great silent film, and filmed theatre. An In-Depth Look at Chaplin’s Mutual Comedies By Jeffrey Vance, film historian The Floorwalker (Released: May 15, 1916) Embezzlement is the subject of The Floorwalker, Chaplin’s first film under his landmark contract with Lone Star-Mutual. Chaplin’s inspiration for the film came while he and his brother Sydney were in New York City negotiating his contract with Mutual. While walking up Sixth Avenue at Thirty-third Street, Chaplin saw a man fall down an escalator serving the adjacent elevated train station and at once realized the comic possibilities of a moving staircase. He asked his technical director, Ed Brewer, to design and construct an escalator in a department store set designed by art director and master of properties George “Scotty” Cleethorpe (who had worked for Chaplin at Essanay). “With a bare notion I would order sets, and during the building of them the art director would come to me for details, and I would bluff and give them particulars about where I wanted doors and archways.” Chaplin wrote in his autobiography, “In this desperate way I started many a comedy.” (18) After seeing The Floorwalker, Mack Sennett commented, “Why the hell didn’t we ever think of a running staircase?” (19) The Floorwalker has none of the pathos, romance, or irony of the best Chaplin Mutuals. The crudeness and cruelty of his earlier films is still evident in The Floorwalker, although the film contains a stronger plot than most of his previous films, and the moving-staircase chase was novel for 1916. A glimpse of Chaplin’s evolution to a more graceful type of screen comedy is evident in Charlie’s dance when he discovers the valise of stolen money and dives into the bag. -

Brooklyn Academy of Music Harvey Theater 651 Fulton Street, Brooklyn, NY FROM THE CO-FOUNDERS Dear Friends, Two months, countless hours, goofiness, insane drama, ten thousand emails from strangers (most of which were kind), volunteers who helped beyond the call, others who offered and then bagged , GALLONS of chai latte, huge dreams, joyfully freezing with 500,000 others, a miracle a day, maxed out credit cards, 11th hour angels, getting flayed on right wing radio and adored on NPR, articles in papers big and small, and the infamous phone interview with Newsweek from our "office"-the Times Square Popeye's Fried Chicken. And here we are, over 820 readings in 52 countries, and in all 50 American States (North Dakota making a fashionably late entrance) . We come to this, our day of action, happy that Lysistrata Project can contribute to the global ruckus being raised against the war and satisfied we've done our best to let the world know that President Bush does not speak for all Americans. Most of all, though, we're honored to be joined by you, this fine cast and crew, and so many new friends around the world - from the jungles of Hawaii to the jungles of Cambodia, from living rooms in Syria and Iowa, and secret readings in China and Jerusa lem to all-out theatrical takeovers of Chicago, Paris, Baltimore, Minneapolis, London and Los Ange les. But most of all, we're thrilled that hundreds of people have become activists for the first time with this project, and will never be silent again.
