Contrary to assertions in the JLP, SHLAA data is not taken into account in calculating the indicative level of housing for Sustainable Villages. The JLP’s treatment of housing completions and commitments in the first two years of the plan period is both inconsistent and confusing and therefore compromises the validity of this consultation. The strategy of allocating indicative levels of housing to the Sustainable Villages is flawed in both concept and application and will fail to deliver the housing targets set by the JLP. 1 1.
