The Stantec team brings together expertise with a strong local focus on water and wastewater treatment plants, master planning, production and injection well design services, rate study services, utility improvements, construction phase services and other support disciplines. Stantec and its legacy consulting firms have served the Town for more than a decade. Stantec is excited to continue to partner with the Town and is eager to share the enhanced services our combined firm can provide for the Town. We have reviewed your proposed RFQ/contract terms and promise that, if selected, we will execute a mutually satisfactory contract with the Town. Stantec has reviewed the Town of Davie’s Request for Qualifications Utilities Comprehensive Master Plan and Rate Study Services in detail and has assembled a proposal that highlights experience that we believe is ideally matched to the services you require. We bring a Team with a unique understanding of the issues, challenges, and solutions that must be addressed over the upcoming years to provide the Town with an environmentally sound and sustainable future. During the past two decades, Stantec and its legacy consulting firms have successfully conducted more than 20 Master Plans in the state of Florida (See Section 3, Page 5). We have carefully reviewed the RFQ Scope of Services and are aware of several key directives that support the UCMP. Specifically, Stantec will provide a status of peripheral issues and their likely effects on the Town’s utilities system planning program. We have identified the following key tasks: Review and Evaluate the Drinking Water Systems….Stantec will thoroughly evaluate and complete each scope item listed in Section 3.3 Drinking Water System. As a key scope item, Stantec’s experienced and renowned hydraulic modeling team will update the Town’s current Drinking Water System Hydraulic Model utilizing the Bentley WaterGEMS software platform. The comprehensive hydraulic model will simulate, analyze, and evaluate the potable water transmission and distribution systems. In accordance with the Town’s listed objectives, Stantec master planners will assess the performance, efficiency and regulatory status of each water treatment plant, raw water supply and potable water quality to provide recommendations to improve overall Utility operations. Review and Evaluate the Wastewater Treatment Systems…. Stantec will thoroughly evaluate and complete each scope item listed in Section 3.4 Wastewater System. As an example, Stantec will develop a new wastewater (gravity and force main) hydraulic model using Bentley SewerGEMS or Innovyze InfoSewer software platforms. The hydraulic model will simulate, analyze, and evaluate the wastewater collections and transmission to each plant. This hydraulic model will be used as the basis for strategic planning, decision making, and regulatory reporting. Stantec engineers will assess the performance, efficiency and regulatory status of each wastewater treatment plant, effluent quality, biosolids quality, disposal options and provide recommendations to improve overall Utility operations. In addition, Stantec possesses the most extensive I&I management experience in the country. Over the past 20 years Stantec has specialized in I&I reduction and management across the Southeast with programs in Houston, Fort Worth, Baton Rouge, New Orleans, Cape Coral, Atlanta and Miami-Dade. Maximize the Benefits of Reclaimed Wastewater…..Stantec will thoroughly evaluate and complete each scope item listed in Section 3.5 Reclaimed Water Distribution System. Stantec has worked with clients across Florida to develop reclaimed water system, tailored to their community’s needs. By employing comprehensive modeling programs, our goal is to maximize the Client’s return on investment, not simply checking a regulatory box. The City of Hallandale Beach is an example where Stantec combined the use of existing infrastructure to achieve required reuse levels, but to preserve Biscayne wells under threat of saltwater intrusion. Stantec’s Rate Study Services are second to none……With 35+ professionals dedicated only to water and wastewater ratemaking and financial consulting services, Stantec’s Financial Services Practice possesses the largest collection of 20+ year financial management consultants in the US water industry. Our experience includes development of rates, impact fees, miscellaneous charges, demand projections, feasibility analyses, acquisition analyses, funding assistance, and fully allocated cost of service studies. Stantec will thoroughly evaluate and complete each scope item listed in Section 3.6 Rate Study Services. Reputable, Experienced and Dedicated Project Management…. The Stantec Team is proud to present Sangeeta Dhulashia, PE, PMP, to serve as Project Manager for this project. Ms. Dhulashia will be personally responsible for the delivery of the Davie Master Plan project. Sangeeta has more than 20 years combined experience as a project manager, process engineer, and master planner. Her experience, pertinent to this RFQ, includes her serving as a successful project manager for 12 SE Florida municipal master plans in the Tri-County area. As a Florida registered Professional Engineer (PE) and Project Manager Professional (PMP), Sangeeta, has successfully served satisfied local clients including City of Sunrise, City of Pompano Beach, MDWASD, City of N. Miami Beach and other SE FL municipalities. Proven History of Project Success…. The Stantec team and our legacy consulting companies have shared a successful project history with the Town of Davie. Recent water projects include: . #3 Anion Exchange Treatment System Evaluation & Development of Plant Treatment Short/Long Term Plans . WA – 4, Well No. 5 Rehabilitation . Oakes Road Planning Level Analysis Study (Oakes Road over Florida Turnpike) . Davie Police Station HVAC Study In addition, Stantec is proud to offer the list of Key Team Member Representative Projects found in Tab 4 of this proposal. These successful projects clearly provide certifiable proof as to our Team’s extensive history of project assignments that are completed, delivered on schedule, within budget, and of the highest quality. Prodigious Depth of Resources…..The combined Stantec team, with our 18 Florida offices, offers the Town of Davie a greater depth of resources, as well as a more comprehensive range of engineering and consulting services. Our commitment…. We, at Stantec, promise to deliver our considerable engineering consulting capabilities to the Town of Davie in a responsive, competent and cost effective manner. Our Story The Florida Keys Scenic Highway (FKSH) corridor runs from Mile Marker 110, north of the spectacular Jewfish Creek Bridge, to Mile Marker 0 in Old Town Key West. The scenic highway corridor also extends five miles on each side of the highway. So, the FKSH truly encompasses all of the Florida Keys, its natural wonders, and its communities. Through efforts beginning in 1996 with numerous public meetings and workshops to create the Corridor Management Plan, the FDOT designated the FKSH a Florida Scenic Highway in 2001. In 2007, the Florida Keys Mission Statement Scenic Corridor Alliance (FKSCA) was To enhance the scenic image, preserve our established as the corridor management entity heritage and diversity, and promote the natural responsible for implementing the goals and beauty of the Florida Keys Scenic Corridor. objectives concerning the FKSH. The FKSCA completed its Corridor Management Plan Five- Year Update in fall of 2008 and applied for designation in the National Scenic Byways Program. The FKSCA proved our highway corridor meets the designation criteria of being considered a “destination unto itself” and “providing an exceptional travel experience.” Our scenic and recreational intrinsic qualities “are those which best represent the nation, are nationally recognized, and contain one-of-a- kind features that do not exist elsewhere.” The Florida Keys Scenic Highway is a natural fit.
