(Stantec) is pleased to submit our RFQ response package for the Town of Davie (the Town), RF No. B-1-161 – Request for ualifications Utilities Comprehensive Master Plan (UCMP) and Rate Study Services. Stantecs RF proposal will include the following master planning and rate scope of work services: 1) Work with Town to establish Vision, Goals and Objectives 2) Review Existing System, service area, external constraints, regulations and provide a summary 3) Review and update Town population projections 4) Forecast water, wastewater and reuse demands 5) Evaluate performance and efficiency of the water, wastewater and re-claimed water conveyance systems, treatment and storage systems 6) Evaluate and establish minimum requirements for Hacienda Village system ) Evaluate Water treatment improvements and expansion needs 8) Evaluate Wastewater treatment improvements and expansion needs 9) Develop Reuse expansion phased plan 10) Perform Systemwide hydraulic evaluation for water, wastewater and reuse 11) Evaluate and provide recommendations to reduce infiltration and inflow 12) Evaluate effluent disposal, biosolids, potable water offset versus reuse alternatives and provide recommendations 13) Developed list of improvements needed, work with Town to prioritize the improvements and develop short term and long term Capital improvement plan 14) Perform Rate Study 15) Conduct a new water, wastewater, and reclaimed water rate study that reflects and supports any recommendations and improvements identified by the UCMP Effective January 1, 2017, MWH Americas, Inc. merged with Stantec, with Stantec as the resultant corporation. We have reviewed your proposed RFQ/contract terms and promise that, if selected, we will execute a mutually satisfactory contract with the Town. Stantec has reviewed the Town of Davie’s Request for Qualifications Utilities Comprehensive Master Plan and Rate Study Services in detail and has assembled a proposal that highlights experience that we believe is ideally matched to the services you require. We bring a Team with a unique understanding of the issues, challenges, and solutions that must be addressed over the upcoming years to provide the Town with an environmentally sound and sustainable future. During the past two decades, Stantec and its legacy consulting firms have successfully conducted more than 20 Master Plans in the state of Florida (See Section 3, Page 5). We have carefully reviewed the RFQ Scope of Services and are aware of several key directives that support the UCMP. Specifically, Stantec will provide a status of peripheral issues and their likely effects on the Town’s utilities system planning program. We have identified the following key tasks: Review and Evaluate the Drinking Water Systems….Stantec will thoroughly evaluate and complete each scope item listed in Section 3.3 Drinking Water System. As a key scope item, Stantec’s experienced and renowned hydraulic modeling team will update the Town’s current Drinking Water System Hydraulic Model utilizing the Bentley WaterGEMS software platform. The comprehensive hydraulic model will simulate, analyze, and evaluate the potable water transmission and distribution systems. In accordance with the Town’s listed objectives, Stantec master planners will assess the performance, efficiency and regulatory status of each water treatment plant, raw water supply and potable water quality to provide recommendations to improve overall Utility operations. Review and Evaluate the Wastewater Treatment Systems…. Stantec will thoroughly evaluate and complete each scope item listed in Section 3.4 Wastewater System. As an example, Stantec will develop a new wastewater (gravity and force main) hydraulic model using Bentley SewerGEMS or Innovyze InfoSewer software platforms. The hydraulic model will simulate, analyze, and evaluate the wastewater collections and transmission to each plant. This hydraulic model will be used as the basis for strategic planning, decision making, and regulatory reporting. Stantec engineers will assess the performance, efficiency and regulatory status of each wastewater treatment plant, effluent quality, biosolids quality, disposal options and provide recommendations to improve overall Utility operations. In addition, Stantec possesses the most extensive I&I management experience in the country. Over the past 20 years Stantec has specialized in I&I reduction and management across the Southeast with programs in Houston, Fort Worth, Baton Rouge, New Orleans, Cape Coral, Atlanta and Miami-Dade. Maximize the Benefits of Reclaimed Wastewater…..Stantec will thoroughly evaluate and complete each scope item listed in Section 3.5 Reclaimed Water Distribution System. Stantec has worked with clients across Florida to develop reclaimed water system, tailored to their community’s needs. By employing comprehensive modeling programs, our goal is to maximize the Client’s return on investment, not simply checking a regulatory box. The City of Hallandale Beach is an example where Stantec combined the use of existing infrastructure to achieve required reuse levels, but to preserve Biscayne wells under threat of saltwater intrusion. Stantec’s Rate Study Services are second to none……With 35+ professionals dedicated only to water and wastewater ratemaking and financial consulting services, Stantec’s Financial Services Practice possesses the largest collection of 20+ year financial management consultants in the US water industry. Our experience includes development of rates, impact fees, miscellaneous charges, demand projections, feasibility analyses, acquisition analyses, funding assistance, and fully allocated cost of service studies. As a Florida registered Professional Engineer (PE) and Project Manager Professional (PMP), Sangeeta, has successfully served satisfied local clients including City of Sunrise, City of Pompano Beach, MDWASD, City of N.
