WWW.KEYSNET.COM SATURDAY,DECEMBER 31, 2011 VOLUME 58, NO. 105 ● 25 CENTS Looking back at 2011 NEW YEAR’S EVE As the year inches to a close, this newspaper took a look back Wednesday at the past 12 months at Monroe County government and the village of Islamorada, and at loved ones who died the past year. Today, we do the same for the School District, the cities of Marathon and Key West, and the environment. However, those entities were hardly the only ones making headlines in 2011.Also creating their own news were the Wastewater Treatment District, the Mosquito Control District, Community College and the U.S. Navy. There were also big changes to fishing regulations. To read about all of those, go to www .KeysNet.com and click on News. This coming Wednesday, we’ll take some of those online recollections and put them to print.

LUCAS, P.A. sition, although vigorously REALTOR® fought by affected staff, has been a success, with improvements reported at all school sites. The biggest reduction came when Jara, with the support of board members, mandated seven unpaid fur- lough days for teachers and six days for school-related personnel like food service workers and bus drivers. That yields savings of about $1.4 million. Also done away with was a planned 1.5 percent raise for all employ- ees, saving $600,000. The budget is supported by a property tax rate of $3.56 per $1,000 of assessed prop- erty value, meaning the owner of a $300,000 house saw a schools tax bill of $1,070. Another result of the con- tentious budgeting cycle was a souring of relationships with the union, which repre- sents about 500 teachers and school-related personnel. A three-year contract that integrated performance-based pay for teachers was reached in December but subsequent- ly done away with out of fis- cal necessity. The perform- ance system, proposed by Burke and done away with by Jara, was put on hold and the furlough days — not included in the original contract — were instituted. A cost-out done last year for the three-year switch to the performance model projected $1.2 million the first year, $812,000 the next year and $1 million in the third year. The only guaranteed funding was around $680,000 through the American Reinvestment and Recovery Act. Audit upheaval In December, Big Pine Key resident Larry Murray was passed over by School Board member Duncan Mathewson for reappoint- ment to the district’s Audit and Finance Committee. Mathewson replaced Murray with Hazel Hartman, the budget director for the Big Pine Academy charter school. Murray says Mathewson passed him over for reappointment because he’s too outspoken. Murray, an outspoken critic of the district adminis- tration, said he’s considering a run against Mathewson, a two-term incumbent. 4A Saturday, December 31, 2011 Florida Keys Keynoter Opinion & Editorial

The main issue is how to control the unmanageable costs — Medicaid CELEBRATING OUR PAST now takes the lion’s share of the state budget — without shortchanging patients. The irony is that Republicans in Tallahassee condemn the federal health-care overhaul for “rationing care” but they’ve devised a system that perforce rations care for Medicaid patients by putting them into managed-care systems. Whether this is a good idea is unclear because the effectiveness of the state’s Medicaid reform plan has yet to be tested. But a recent study by Georgetown University and a private fund says 800,000 people may be forced out of Medicaid if they must pay the state’s proposed $10 per month premium. Meanwhile, Scott has turned down millions in planning funds from Washington to begin imple- menting the Affordable Care Act under the dubi- ous theory that it’s not legal until the Supreme Court says so. Even governors of other states who don’t like the new health-care law are eagerly accepting the money. Scott should do likewise. The Supreme Court’s failure to uphold the Affordable Care Act would be a huge setback for reform.
