Polgooth Times Editorial Edition 118

I hope that everyone has had a Merry Christmas and the New Year has started well for you.

Sadly times are getting tough and we all have to tighten our belts and watch our finances. The Polgooth Times will continue to arrive on your doormat for free BUT it will be a better read if we receive more local news and articles! Thanks must go to all our advertisers whose support ensures that the Polgooth Times is free to Polgooth residents, please show YOUR support to them.

As I write this it still hasn’t got really cold in the village and after last winter’s very cold snap and snow at the end of the 2010; the warmer weather may be welcome to many of us.

The current Council waste collection contract terminates on 31 March 2012, please see the article on what will be happening after that. As yet whether we will see any changes in Polgooth is not known, but we may have changes to the collection day and how the collections are made, i.e. whether in plastic sacks, boxes or bins.

As someone who probably needs to think more about healthy activities, I was hoping to take part in the New Year’s Day Walk around the village. Sadly this year it didn’t go ahead. I realised that Janice had co-ordinated the walk and when she left nothing was organised. I am therefore planning to have a walk later this year, ideally this would take place during one of the school breaks so that we can maximise the number of young people taking part. I am proposing that we have a walk to celebrate the Diamond Jubilee and I will be organising a short walk around the village on Sunday the 3 rd of June during the Spring Bank Holiday and Jubilee Weekend. Full details will be published in Issue 119, please watch for notices around the village.

Chris THORN is an artist who has a gallery in Little Polgooth and I had hoped to have one of his pictures on the cover of this issue. I will have to hold this over to a future issue and so I am passing on my apologies to Chris in my editorial. If you want to know more about his gallery, which has just opened on the outskirts of Little Polgooth, see his ‘Oldthorns‘ advert inside.

There are two articles about issues in the village in this edition the first is about the next phase of ‘The War on Brambles’ and the second is about parking in one of our estates. Both of these articles show that village matters are important to us and we would welcome any articles for future issues. CHRISTMAS MUSICAL PERFORMANCE By the children of the Friday Club The deadline for articles for the next edition is 6 April 2012. PLEASE NOTE this is the deadline, the arrival of the Polgooth Times in your homes will be about 6-7 weeks later so please consider any date critical events you are advertising or when you are www.polgoothtimes.co.uk 2 1 asking people to respond to competitions etc. Please leave any handwritten or typed Our Postmaster items in the red box in the Polgooth Stores or better still email them to me.

8 7 OLDTHORNS Public Rights of Way

Oldthorns is the name of my art studio on the outskirts of Little Polgooth. My place is on the left side as you go uphill towards Carnmoggas. For a number of years now I have had a special interest in Public Rights of Way ‘Young Buck’ picture is on the building. in the areas around Polgooth. Private parking is available right outside my door and visitors are welcome. During the 1980s and 1990s there were a number of issues with regard to access Please call me to make sure I am in before you visit 07770 277986 over these paths particularly for horse riders. Some became so overgrown/ Wildlife drawings and contemporary blocked that even walkers struggled to gain passage. About this time I met a X-ray pictures are always on display lovely lady who campaigned hard to keep these ways open over many parts of Chris Thorn Cornwall. Susan Milln lived in Polgooth and was a mine of information. She spent many hours going through a very complicated legal process including quite literally bags of correspondence to/from the then Council, in addition she attended a number of public enquiries, she was passionate that access would be assured for future users. Sadly Susan has had dementia for some time. Fortunately she shared her detailed knowledge with me which has allowed me to continue her work. I believe that had it not been for her foresight we would not have access to many of the paths we have today. Over recent years I have followed Susan’s example and continue to communicate with Parish Councils (PC) and Cornwall Council in order to keep these paths cleared from vegetation and unblocked from obstructions such as fallen trees. I would like to take this opportunity to thank Mr Budge, Clerk to St Mewan PC who has been most helpful. As an example I was recently made aware that the lane that goes between Polgooth and Little Polgooth is likely to become overgrown with vegetation again this Spring (depending on weather) particularly the stretch on the brow of the hill and a little way on each side. I Free dedicated car parking and entry contacted Mr Budge and he has agreed to include this lane in the Parish Open every day maintenance plans, he explained that it had been cleared by volunteers in the Monday to Saturday from 9:30am Sunday from 10:30 (Closed Sundays Jan & Feb) past but this was unlikely to continue. There are many calls on Parish budgets and I am always appreciative of the clearance work that they undertake which 01726 844411 www.lobbsfarmshop.com enables access to all users. The paths in this area are well used, they are an asset for the holiday industry • and aid fitness in their users, and they are also safe. Many of these routes are Award winning farm shop historical and some date back to the mining industry and probably earlier. 16 15 St Mewan Parish Council We try and see them as often as possible, this been a bit more difficult recently as Mum broke her ankle before Christmas but is now on the mend. Adam To give you an idea of how the St Mewan Parish Council works and what it does, here is Yelland’s Mum still lives just two doors away from Mum and Dad and I’m real- a list of the sub-Committees and their Chairmen:-The Rights of Way sub-Committee, ly pleased that Adam and his wonderful family has moved back to the area re- chair Cllr.Hazel Old, deals with, strangely enough, rights of way. That is all the footpaths, cently. bridleways and by-ways (or as they are known, BOATS, or ‘by-ways open to all traffic). I’ve got some really fond memories of Polgooth and am glad to see how much These are rights of way which are ‘unadopted’ by Cornwall Council, or not tarmacced the pub has improved over the past few years, I always remember it being such a and maintained by C.C. Although the Cornwall Council is still responsible for the focal point for the village when I was growing up and it seems to be getting back condition of these rights of way, but pays the Parish Councils a sum of money (which is towards that. Favourite memories would probably be the annual carnivals and never enough) to keep them trimmed and the surfaces repaired. If the R.of Way has dressing up for the floats on the back of Cheryl‘s Dad’s van and a bit later in life been delegated a Bridleway, then the overhead branches of trees, etc., have to be walking through the dark lanes in the early hours of the morning from London trimmed to a higher level to allow horse riders to pass. Some of you may live along a Apprentice after some heavy nights at Gossips! Bridleway and drive a vehicle along it., this is allowed providing you are intending to visit

one of the properties along its length. I phoned the Cornwall Council’s legal department I couldn’t track down the third name on the list of births in Spring 1981 about this and asked them what would be the position, legally, if someone had got lost Benjamin Tristan Shaw of Recketts Road, so if anyone has news of him, it and was driving down a bridleway but not intending to visit one of the properties and ran would be great to hear. into a child riding a pony quite legally on the bridleway and injured him or her. The

department couldn’t answer this and said it was ‘a grey area’. The Planning sub- Katherine Spencer Committee, chair Cllr. A.M.Barnes, meets frequently and gets sent through the Clerk, all the plans in the Parish which require planning permission. The Parish are the first stage in the planning procedure. If we consider that the development is unacceptable for CARNMOGGAS HOLIDAY PARK legitimate planning reasons, we can say so, or, we can have ‘no objection’ or ‘support’ the development. Planning permission is required for any building, major alteration of a INDOOR BOWLS CLUB property or even removing or altering the shape of a tree. The local planning office will tell you if you have to apply for permission. The Playing Fields sub-Committee, Chair Cllr. Jeff Blake, looks after the playing fields in the Parish. There are two in Sticker, one in OPEN SEVEN DAYS A WEEK Trewoon. These are inspected annually and the village associations are required to do SIX RINKS what the inspector wants. The field and Goffin in Polgooth are different in that they are ARCHERY owned by the Parish and also inspected annually and the work carried out by the Parish TUITION AVAILABLE Council. The Rights of way sub-Committee met on January 16 th 2012 to consider Cornwall LICENSED CLUB BAR Council’s latest adjustment of the amount they (you, as ratepayers) pay as part of the SNOOKER, POOL & PUB SKITTLES Local Maintenance Partnership which goes towards the clearing of the many rights of SOCIAL MEMBERSHIP way in the Parish. Their suggestion was that frequently used paths needed two cuts per year and those used less need only one cut. The sub-Committee looked at the definitive PARTIES CATERED FOR map of the Parish and decided which paths needed cutting. This took an hour and a half and relied on the skill and experience of the Members. At the conclusion of the meeting, all members spoke of the never-ending subject of dog-fouling of rights of way. It was agreed that most dog owners picked up anything that LITTLE POLGOOTH, ST AUSTELL their pet produced and either placed it in a dog waste bin or took it home with them. Telephone St Austell 63575

18 17 Some dog owners put Fido’s produce in a plastic bag and then throw the bag and contents into the hedge where it dangles for weeks, or worst, throw the bag away, letting it land anywhere, on the roof of a bus shelter, was one example given!

If the dog waste bins are full, they should be emptied by Serco who are paid by the Council to do this. Tell the Clerk, Larry Budge (01726 74848) if your bin needs emptying. And, dog owners, please clean up after your pet. We have all trodden in Fido’s little productions and know how unpleasant it is, as well as being illegal. Cllr Martin Barnes. 01726 63277

Polgooth Ladies Group

At the October meeting we enjoyed a visit from members of the fire service, we were given many useful safety tips and up to date information on smoke alarms. November saw us making flower arrangements for Christmas, with Pam demonstrating. This seems along time ago now and soon Easter eggs will be on sale—the year moves on. We had a very successful Christmas Dinner at The Polgooth Inn, when about thirty members met, we had lovely food served with efficiency and good humour by staff and owners. A big thank you to Pam Harrison for once again undertaking the job of arranging the evening. Secret Santa gifts exchanged, we made a happy band of ladies wending our way home. The January meeting will be an evening of antiques when each member can bring one item to be valued; I wonder who will be on a world cruise on the strength of the valuation! If you are new to the area or maybe you have yet to catch up with us, why not make it one of your resolutions for 2012. Meetings are held on the last Tuesday of the month at 7.30pm, in the village hall and new members are always welcomed.

20 19 Dear Editor, MAY’S I would unfortunately like to bring awareness to the rest of the village regarding the malicious vandalism towards my vehicle. Having moved to the village just COUNTRY STORE over a year ago and previously living in the near-by village of Sticker I’ve always believed this area to be quiet, peaceful and very much a neighbourhood PET : Most leading brands of pet food. We carry a watch type community. However, in Woodgrove Park there does regrettably seem to be some sort of wider range and are cheaper than the conflict regarding vehicles. I’m sure as many of you will know at the bottom of supermarkets. the cul-de-sac is a turning circle which is very visibly labelled so. Recently an increasing number of vehicles have been parked in this turning circle hindering GARDEN: Growbags, fertilizer, compost, peat, the mobility and ease of manoeuvring for other road users. This issue while seeds, hand tools possibly annoying at times has been manageable, but my patience was coming to an end the evening I saw a community ambulance struggling to turn around. To CLOTHING & FOOTWEAR : Wide range of top those of you who do park your vehicles in this turning circle I ask you to think brands including Tayberry, Tagg, Hoggs, Dickies, for one moment; what if out of the blue YOU are facing a life threatening emergency and the ambulance that has come to try and save YOUR life is Caterpillars, Dr. Martens delayed because he/she cannot turn the vehicle around? Furthermore, not only have residents impractically begun parking in the turning EQUINE: Feed, bedding, riding wear, tack, rugs, circle but they, albeit on rare occasions, have begun parking their vehicles most things for horse and rider parallel to those cars that have parked on the opposite side of the road, thus causing the road to be severely narrowed. Now, while cars can still get through, HOUSEHOLD : domestic cleaners, detergents, larger vehicles, such as the weekly rubbish collection lorry, may be a slightly washing powders, kitchen essentials tighter squeeze, and if they do get through, I’d like to know how they manage turn around again! This parallel parking doesn’t become an issue unless you D.I.Y have a car like my own that does not have sprung wing mirrors, which if and : Decking, timber, fencing, hand tools, when knocked off, leads to not only damage to my car, but also to my wallet. power tools, building materials Speaking of damage, my car has now been keyed the entire length of the offside. I would also like to point out that I do not, and never have parked my car in the D MAY AND SON turning circle, or so as to obstruct anyone intentionally and am therefore a little HEWAS WATER, ST AUSTELL disheartened that it is my vehicle to receive the damage. I know I’m not the first 01726 883838 vehicle on this road to have been keyed and in light of everything, I feel strongly that what has happened is intentionally vandalism and this incident has now Open Mon-Fri 7.30 am - 5.30 pm been reported to the Police . 26 25 Ooo-ooh…….I never thought of that!

Wipe down bathroom mirrors with the tiniest amount of washing up liquid to stop condensation allowing you to still see in the mirror after a shower.

Cut 2 litre plastic bottles in half; the top halves can be used as mini cloches for newly planted out seedlings to protect them from being eaten or weather beaten and the bottom halves sunk into the ground with a little beer added act as slug traps.

Use the water strained off your vegetables to make your gravy with, this saves boiling more water and stops all those vitamins and minerals from being poured the drain.

If you use cleansing wipes cut them in half (half is plenty) and then before you throw them away use them to give your bathroom basin a quick wipe.

One for those of us with older cars…..in the winter you can stop your car door lock freezing by putting a fridge magnet over it.

If you've lost a small item for example an earring, put a nylon stocking over the end of your vacuum attachment and hoover where you think it is - the item will be sucked up but will be trapped in the nylon.

Shaving cream makes a great stain remover for carpets - work into the spot well and rinse with cold water.

If you find yourself with some leftover lemon, slice it up, lay the slices out on a baking tray, pop them in the freezer, then into a bag when frozen and hey presto, you will always have a slice of lemon for that well deserved gin and tonic!

Wipe over stainless steel kitchen appliances with a little baby oil on a clean rag - comes up like new.

Freeze left over wine in ice cube trays - great for adding to meals where the recipe calls for wine. On the other hand, don't bother - always a good excuse to open a bottle of wine because a recipe demands it!

Instead of wasting money on expensive binoculars, just stand closer to the things you want to look at.

28 27 Polgooth Methodist Church POLGOOTH CHURCH NEWS

I am writing this on Easter Monday. Yesterday in church we celebrated the greatest event in As I write this article we have just said goodbye to 2011 and what a year the Christian calendar and, began our service with the hymn ‘Jesus, Christ is risen today’. One of the saddest things in our service is that so many people live without hope. Yet all those it was. According to a senior politician early last summer “ the pillars of years ago God raised Jesus to life – death was conquered. The death of Jesus on that first Good the establishment are crumbling” ( Independent 11 July). He pointed out Friday followed by his resurrection a few days later means that hope is available to everyone. that the casualties could be viewed on a trip down the River Thames – That hope manifests itself in a fulfilled life for now and certainly for the future. Our Easter celebration started on Palm Sunday with everyone being given a Palm cross. On News International, the banks, Parliament, and nearby Scotland Yard. Our Good Friday we met together for a time of reflection and communion. The Easter Sunday institutions are being shaken. We have seen unprecedented unrest in cities celebration took the form of All Age Worship with children, parents and grandparents across and crises in world economies. For many 2012 holds a attending. We examined the affect on our lives today of those first Easter events wit ha series of questions, Why? What? How? and Who? This was aided by children singing, playing great deal of uncertainty. Through all this, though, we have a God who is percussion instruments, Sharon, Rhys, Lucy and Callum performing a puppet sketch and Lucy unchanging and completely reliable. He is a God that we can trust to lead dancing. ‘Celebration’ was definitely the right word for that event. us through the good and difficult times. Another event, which attracted all ages to the church took place on a Friday evening, 26 th February. It seemed quite fitting that we called it ‘Holy Commotion’ as at times there was a lot of noise from the singing, led by guitar, and percussion instruments. The evening was led by The period before Christmas was quite busy for us in the Church. On 10 Mr Andrew Nicholson who is the Cornwall Methodist District Youth Enabler. 34 33 New refuse and recycling collection service (Extract taken from the Cornwall Council Website)

Where are we now? Prior to the formation of Cornwall Council, the six former District and Borough Councils in Cornwall introduced and ran services to collect residual waste, dry recycling, garden waste, bulky waste and clinical waste. These Councils also cleaned the streets, emptied the litter and dog bins and cleaned some of the beaches. As there are no Central Government rules on how to design such services, each independent authority introduced systems and schemes based on local conditions and policies. This has resulted in a variety of different services, prices and contractors throughout Cornwall. For example in West of Cornwall dry recycling collections are currently carried out using reusable boxes and bags while the East of Cornwall uses different coloured disposable plastic sacks.

When the new unitary Cornwall Council was formed in April 2009, one of the aims was to harmonise services in Cornwall and this has included introducing a new contract for these services. The current collection contracts all terminate on 31 March 2012, allowing a new contract for the whole of Cornwall to begin on the 1 April 2012 for waste and recycling collections, beach and street cleaning services.

What will the new contract include? Residual waste collection; Dry recycling collection; Garden waste collection; Clinical waste collections; Commercial waste collections; Recycling bank emptying; Beach cleaning including beach litter picking; Street cleaning, including manual and mechanical cleaning, litter and dog bin emptying.

What is excluded from the new contact? The new collection and cleansing contract does not include bulky waste collections. This service will form part of a separate contract and is aimed at encouraging more furniture re-use and recycling. The contract also does not include grounds maintenance services or abandoned vehicles. In addition, waste disposal in Cornwall is provided on behalf of Cornwall Council by SITA Cornwall under a separate integrated waste management contract. SITA Cornwall operate the landfill site at Connon Bridge, the 13 Household Waste and Recycling Centres located throughout Cornwall, the Material Recycling Facilities, and they are responsible for finding sustainable markets for the material that is collected for recycling. SITA Cornwall also has contracts with local farmers for garden waste composting. Under their integrated waste management contract with the Council.

The contract is for a period of eight years, until 31 March 2020.

36 35 What is currently happening? At the Cornwall Council Cabinet meeting on 31 October 2011, Council members made the decision to award the contract to Cory Environmental who currently provide services in the former Carrick area. This was followed by a legal “Stand still” period before the contract can be formally awarded.

How much will the services change? This will depend on where you live, some areas will see very little change, others will have totally new systems for dry recycling and garden waste collections. Cornwall Council will ensure that everyone is kept informed of the changes as soon as they can and keep everyone up to date with the process prior to the new contract commencement on 1 April 2012.

How can I find out more? Residents will be kept up to date with regular updates on the Cornwall Council website, press releases, radio announcements and interviews and leaflets. As the new systems are introduced, each household will receive a guide to the new services and specific information about the individual services that your household will receive, and how to use them.
