Rugby World Cup 2015 Lead Up and Legacy Activity The RFU launched the seven strands of its national Lead up and Legacy plan on October 31st 2012. The aim of this is to set out an overall framework against which national resource will be invested in the lead up to RWC 2015 with the aim of increasing interest and participation in the game.

Whilst many Clubs, CBs, Schools, Colleges, Universities and other bodies are working hard to develop local projects to meet identified local need these seven strands are areas in which we will invest national resource to create change in Rugby communities across the country. It is hoped that those delivery bodies that have not yet identified their focus will focus in on these areas and take action to improve provision and opportunities against these themes.

Six Regional Activation and Legacy Groups are now up and running and are working to add value to the seven strands and to engage partners from outside of the immediate rugby community in supporting the efforts of those within it. Each group is populated by representatives from CBs and from the wider community.

Attached as an appendix to this CB update is a brief overview of progress against the seven strands along with listings of clubs/projects etc involved to date – this will be updated for each issue.

In addition to the work against the seven strands strong working relationships have been established with Rugby 2015, the Organising Body for the tournament itself, and an update on relevant areas are also included in the appendix.

Mini & Youth Rugby Blueprint Roadshow – October to December 2013 Following on from the letter sent to you on 15th August 2013, please note in the title above the confirmed name for the Roadshows to ensure clarity that this is about the mini and youth game in clubs, schools and colleges.

The programme of dates and venues for the Roadshow is more or less finalised (see below) Communications about the Roadshow have started to build up on the back of the Kids 1st/Ruckley launch and after the 2 Years to Go announcements. This will now continue to roll out more widely across the game and RFU communications network. CB colleagues will be copied in every step of the way.

A webpage has been set up with information about the project and a click through to the schedule of events. This is on www.rfu.com/myrugbyblueprint and will go live in the next 24 hours - please take a couple of minutes to have a look.

An e-mail address has also been set up for people to contribute their thoughts either if they can't make it to a Roadshow event or if they want to provide follow up feedback having attended. This is [email protected].

E-Fliers and posters are being produced with a simple message about what the Blueprint Roadshows are and a call to arms encouraging people to come along, hear more and have their say. NatWest RugbyForce Business workshops - for information. After a successful NatWest RugbyForce weekend with over 400 clubs taking part in DIY and improvement projects. The support continues with NatWest RugbyForce Business support workshops. These workshops have been developed in partnership with NatWest and will be delivered by NatWest Business Managers. Two pilot workshops were run over the summer in and to test the material and approach and the feedback from both sessions was very positive.

The business workshops are being promoted to the clubs that attended the original NatWest RugbyForce workshop and will cover a number of topics from business planning, cash flow management, and marketing.

RFU and O2 have developed a special wifi offer for clubs We have been working with our longstanding partner O2 to develop a special offer for wifi, partnering up to make the cost to all RFU member clubs as low as possible. We will be launching this offer to all clubs on 25 September. With the RFU O2 Wifi offer clubs pay just £30 per month on a 36 month contract with no set up or registration fees, saving over £1,700 over three years. This is an offer only for RFU incorporated clubs. Club Leaders – Mentors Available & More Modules on Offer The Club Leaders programme is here to help with the business side of things, providing free support in the form of online modules, toolkits and seminars which cover a range of topics from marketing to tax obligations.

Clubs also have the opportunity to request mentoring support. One club, to have already benefitted from a Club Leader’s mentor is RFC, who with the help of their mentor changed the administration structure of their club.

Like many clubs they found working with a mentor a positive and rewarding experience.

“Our mentor didn’t instruct, but support; guiding people in the right direction while making sure they stay in control of the club themselves,” said Jim Haywood, Chair of Directors at Sutton Coldfield RFC. Safeguarding Please find below, an updated guide on the responsibilities for safeguarding at CB and Club level - The CB • Appoints and manages a CB Safeguarding Manager and, where appropriate, a deputy • Ensures that the CBSM has representation or a reporting mechanism within the CB structure • Ensures that each club running activity for children has its own safeguarding policy • Co-ordinates the management of DBS disclosures through the CBSM • Ensures that all safeguarding incidents or issues are reported to the RFU Safeguarding team and manages disciplinary cases referred back to the CB by the RFU • Conducts a Safeguarding Audit on a minimum of 10% of member clubs per year

The Club  Appoints a Club Safeguarding Officer (CSO), and where appropriate a deputy, as the first point of contact for safeguarding and welfare concerns  Ensures that the CSO:  is a member of, or attends the appropriate club committees making safeguarding issues a priority at the proper level; and  works in accordance with the Safeguarding Toolkit  Develops a safeguarding training plan ensuring that as a minimum:  the CSO attends an ”In Touch” Workshop within six months of taking up the post  each mini and youth age group has at least one person who has attended the “Play It Safe” course  Informs all members, parents and children when a new CSO is appointed  Publishes the club’s own safeguarding policy and makes it accessible to all members  Ensures all club officers and committee members are aware of their safeguarding responsibilities  Ensures that at any youth disciplinary panel the CSO supports the child and ensures the panel considers the child’s emotional wellbeing throughout  Identifies any signs of harm and reports them to the CBSM and/or the RFU Safeguarding team  Ensures that the club’s children’s workforce have up-to-date DBS checks in accordance with Best Practice Guidance and Regulation 21.

Better Facilities – committing an additional investment of £10m to create £25m worth of improvements to benefit over 500 clubs nationwide The first year of the Lead up and Legacy facilities enhancement programme has seen grants totalling £2.47m made to support 182 projects with a total value of £6.2m. Clubs across the country have benefitted from both major projects and small grants strands.

Projects were identified in conjunction with CBs, in most cases utilising the facilities strategies that are in place and included floodlights, pitch drainage, pitch maintenance equipment, social spaces and changing rooms – all designed to improve the ‘rugby experience’, to attract players and volunteers, and to help clubs to be ‘Fit for 15’. These projects would not be underway had England not been staging the 2015 Rugby World Cup.

49 projects have been identified for investment under Round 2 of the lead up and legacy facility improvement programme (season 2013/14) where a total of £2.3m will be allocated.

Investing in People – supporting coaches, referees and volunteers Lead up and Legacy funding has been used to subsidise coach and match official courses and this is already paying off – the 2012/13 season saw record attendances of 29,915 on courses. Already since 1st July this year, there have been 4,666 registered attendances on coaching and refereeing courses. We are also working in partnership with QBE, the business insurance specialist, to increase the quantity and quality of rugby coaching in England. The QBE Coaching Club has been established to recruit and train 2,015 new level 2 coaches by September 2015, delivered through dedicated RFU run courses.

A plan is in place to develop more young volunteers in clubs across the country. Rugby Clubs will be invited to nominate four 16-20 year olds who will undertake the role of Young Rugby Ambassadors in the lead up to 2015. They will be provided with support materials on a quarterly basis from England Rugby 2015 and will use this to promote the tournament in their club and in the local community. In addition they will support efforts to increase the number of players by working to bring back 16-24 year olds to their club and will be charged with activating the cultural strand of the legacy programme by engaging with their local community to get local people talking about Rugby. 250 Clubs will be involved in phase one which kicks off with ten regional training days on October 31st – phases two and three will get underway in April and October 2014.

More Schools – offering more young people the opportunity to play rugby All Schools represents one of our major development programmes and seeks to introduce Rugby into 400 non Rugby playing state secondary schools by 2015 and to a total of 750 by 2019. 104 schools commenced their involvement in September 2012 and 100 new schools get underway this month. Schools are introduced to the programme in clusters of 3 or 4, each cluster being linked to an existing Rugby Club.

An in principle agreement has been reached between RFU, ER2015 and the Youth Sport Trsut (YST) to develop a Schoools Resource Pack for launch into secondary schools in September 2014. YST will also support ER2015 with the engagement of schools in supporting delivery of Team Welcome Ceremonies. ALL SCHOOLS – PHASE 1

Returning Players – inspiring 16-24 year old players back into clubs Bringing back 16-24 year old players into 15-a-side rugby is a major focus of our work; £250k has been allocated for investment into Constituent Bodies this season for the delivery of innovative projects to achieve this. All CBs are now being encouraged to come up with a simple project to bring back 16-24 year olds who have left the game and we are hoping dfor some great small projects that can be replicated on a national scale.

Touch Rugby – making rugby appealing to more people We have been providing opportunities for more people to play Touch across the country. There are now over 3,500 players registered, with 55 Club Touch Centres, 9 University based Touch Centres and 57 colleges up and running this year. The aim is to have a further 70 Touch Centres in clubs and 31 new University centres by February 2014.

Other Nations – building links with other European nations Following a fantastic response from CBs wanting to be involved in supporting development of Rugby across Europe all geographical CBs have now been linked with a European nation. Scoping visits, where representatives from each CB will join RFU and UK Sport staff in outward visits to their link nation, will commence in October. During these visits an identification of needs will be made and an incoming study visit then arranged. The resulting development plan will be worked on over the next few years and presents a great opportunity to grow the game across Europe and to bring new ideas and thinking to all CBs. They will identify this is a project to link our Constituent Bodies (CBs) with European Rugby nations to promote sharing of knowledge and ideas on how to develop and grow the game. Cultural Engagement – bringing rugby alive in communities This strand aims to get more people talking about, and engaging with, Rugby. The launch of Posts in Parks – installing single posts in parks across the RWC host cities seeks to raise awareness and profile and get people talking about the game. As we get closer to 2015, more opportunities to engage local communities in projects to generate excitement and interest will be launched around art, photography and local history. .

OTHER WORK UNDERWAY WITH ENGLAND RUGBY 2015 In addition to work on the seven key lead up and legacy strands a number of other work areas linked to RWC 2015 are underway. These include:

 Work with England Rugby 2015 to support development of the volunteerng strategy. The England Rugby 2015 Board have agreed that 75% of volunteer places be awarded to the Rugby Community and we are working hard to ensure that as many clubs as possible get the opportunity to be involved in this. We are also exploring how we can create opportunities for more volunteers to be linked through their efforts at local clubs during the period of the tournament.

 Work with England Rugby 2015 to support aspirations to enable the Rugby Community to get some priority access to tickets. Whilst there is a requirement for significant numbers of tickets to go on public sale it is hoped that some priority access for individual members of Rugby Clubs can be secured.

 Following submission of 85 applications to become official Team Training Bases the process of site visits is underway. RFU Area Facility Managers are involved with these and announcements are expected in the second quarter of 2014.
