C Unesco 1967 Printed In Belgium ED.69/XVII.8a/A Preface The Study of the Role of Institutions of Higher Education in the develop- ment of Countries in South-East Asia is the second project to be carried out under the Joint Unesco-International Association of Universities Research Programme in Higher Education. This programme, which constitutes a novel form of co-operation between an intergovernmental organization and an international academic body, was brought into being at the end of 1959. Directed by a Joint Steering Committee, its purpose is to carry out under the auspices of the two organizations, with the financial support of private foundations or such other private or public bodies as may be appropriate, a series of studies of important problems affecting the organization, operation and functions of institutions of higher education in the present world. This study was set up with the co-operation and support of the Ford Foundation which generously authorized grants in the amount of $534,000 for its conduct. Work began in September 1961 and from then until April 1965 extensive inquiries were made into the actual and potential contribu- tion of higher education in the countries of South-East Asia to the achieve- ment of the goals of social and cultural development as well as its role in providing the knowledge and skills needed for their economic progress. The Director's Report of the study was published in 1966, and a series of detailed Country Profiles in 1967. The present report by Mr. Richard Noss forms the second part of a third volume, the first being a report by Mr. Guy Hunter entitled High-Level Manpower for Development. The Joint Steering Committee is indebted to all those who helped to carry out this important undertaking and most specially to the chairman of its Commission of Experts, Sir John Lockwood, Master of Birkbeck College in the University of London and former Vice-Chancellor of the University, who died suddenly on 11 July 1965. Despite other heavy commitments in the United Kingdom and Africa, he had for four years contributed selflessly to the study, travelling extensively in the region. and bringing to the planning and evaluation of the inquiries which were carried out the stimulus of the keen mind of a distinguished scholar and gifted administrator. On behalf of all who were associated with the study we here pay tribute to Sir John for his devotion to the cause of higher education and for the warm generosity of his companionship. The Committee's thanks are also due to the members of the International Commission of Experts, individually and collectively, for the advice and guidance they gave throughout the study as well as to the consultants. Messrs. Guy Hunter and Richard Noss, for the specialized knowledge and experience they brought to bear on important parts of the undertaking. The main burden of the work was inevitably borne by the directors of the study and its small staff in Kuala Lumpur, and the Committee is grateful to them for their devotion to a difficult and onerous task. Three directors each made a distinctive contribution to its accomplishment: Dr. Matta Akrawi served from September 1961 to December 1962 and was responsible. with Sir John Lockwood, for the initiation of the study and the successful conclu- sion of its first phase; Dr. R. M. Sundrum brought to the work the special skills of a political economist and statistician until March 1964; from then on the work went forward under the direction of Mr. Howard Haydena comparative educationist, he was responsible for making a synthetic analysis of the complex body of material assembled by the study. Finally, the Committee wishes to express its appreciation to the Govern- ment of Malaysia and to the University of Malaya for the special facilities afforded to the study in Kuala Lumpur and to thank them as well as the governments and university institutions of the other South-East Asian coun- tries associated with the study for their co-operation and assistance. (OLFI), M.A.Ed Candidate, University of the Philippines, Diliman Abstract This study seeks to offer insight into the paradox between two ideologies that are currently being promoted in Philippine society and identify the relationship of both towards the indigenous community of the Ifugao in the country. Inclusion is a growing trend in many areas, such as education, business, and development. However, there is ambiguity in terms of educating and promoting inclusion for indigenous groups, particularly in the Philippines. Mandates to promote cultural preservation also present limits to the ability of indigenous people to partake in the cultures of mainstream society. The Ifugao, together with other indigenous tribes in the Philippines, are at a state of disadvantage due to the discrepancies between the rights that they receive relative to the more urbanized areas of the country. The desire to preserve the Ifugao culture and to become inclusive in delivering equal rights and services create divided vantages that seem to present a rift and dilemma deciding which ideology to promulgate. Apart from these imbalances, the stance of the Ifugao regarding this matter is unclear, particularly if they observe and follow a central principle. Given that the notion of inclusion is to accommodate everyone regardless of “race, gender, disability, ethnicity, social class, and religion,” it is highly imperative to provide clarity to this issue and identify what actions to take.

    International Journal of Language and Linguistics Vol. 5, No. 1, March 2018 Language against Ethnicity: The Conflicting Linguistic and Ethnic Identities of the Fulani People of Ilorin Yeseera Omonike Oloso Kwara State University, Malete Nigeria Language against ethnicity the conflicting linguistic and ethnic identities of the Fulani people of Ilorin Ilorin’s status as a border community straddling Nigeria’s Northern and South-western regions where different languages and ethnicities co-exist makes identity construction complex. Existing literature largely posit an inseparable link between language and ethnic identity implying that language loss constitutes identity loss. This study investigates the relationship between linguistic and ethnic identities among the Fulani people of Ilorin with a view to evaluating the link. Revised Social and Ethnolinguistic Identity Theory was adopted. Structured interviews were conducted with 40 respondents while participant observation was employed. Linguistic identity was established in favour of the Yoruba Language contrariwise for the Yoruba ethnic identity. The majority of respondents (95.0%) identified Yoruba as their first language while respondents’ construction of their ethnic identities was largely influenced by their ancestral ethnicity. Seventy-five percent claimed sole Fulani ethnic identity; 5.0% claimed hybrid identity while 20.0% have become ethnic converts who claim either a civic or Yoruba identity. CHADIC LANGUAGE CLASSIFICATION Chadic, which is a constituent member of the Afroasiatic phylum, is a family of approximately 170 languages spoken in Nigeria, Cameroon, Chad, and Niger. The classification presented here is based on the one published some twenty-five years ago in my Nominal and Verbal Plurality in Chadic, pp. 1–5 (Dordrecht: Foris Publications, 1990). This current paper contains corrections and updates reflecting the considerable amount of empirical research on Chadic languages done since that time. The structure of the classification is as follows. Within Chadic the first division is into four coordinate branches, indicated by Roman numerals: I. West Chadic Branch (W-C); II. Biu-Mandara Branch (B-M), also commonly referred to as Central Chadic; III. East Chadic Branch (E-C); and IV. Masa Branch (M-S). Below the branches are unnamed sub-branches, indicated by capital letters: A, B, C. At the next level are named groups, indicated by Arabic numerals: 1, 2.... With some, but not all, groups, subgroups are distinguished, these being indicated by lower case letters: a, b…. Thus Miya, for example, is classified as I.B.2.a, which is to say that it belongs to West Chadic (I), to the B sub-branch of West Chadic, to the Warji group (2), and to the (a) subgroup within that group, which consists of Warji, Diri, etc., whereas Daba, for example, is classified as II.A.7, that is, it belongs to Biu-Mandara (II), to the A sub-branch of Biu-Mandara, and within Biu-Mandara to the Daba group (7).

The description includes segmental phonology, syllable structure and weight, stress placement, and phonological processes. I also argue the following. First, the phonemic status of the glottal stop depends on the environment. It is partly phonemic, but epenthetic in particular environments. Second, syllables that contain a long vowel are heavy but open syllables with a short vowel and closed syllables should be considered as light. Third, Ilocano has no diphthongs and those which have been considered to be diphthongs are in fact a sequence of a consonant and vowel. Fourth, the assignment of stress is almost entirely predictable and is assumed to be essentially postlexical. Fifth, in Ilocano three distinct prosodic word domains, the lowest prosodic constituent which is related to morphosyntactic constituency, should be posited to describe phonological processes. The purpose of the survey is to identify a potential reference dialect for the development of Kulere. Using participatory methods and group, church, and school interviews the researchers collected data concerning: reported levels of dialect intercomprehension; language use in various domains both public and private; language attitudes towards the dialects; reported levels of bilingualism in various languages; and data on education and literacy levels. While the elicitation and comparison of wordlists was used in determining the extent of shared vocabulary between the dialects, the administration of dialect intelligibility testing provided insights into the levels of dialect inherent intelligibility. Our findings show that considering relevant linguistic and sociolinguistic factors, the Toff dialect could be developed to serve all the Kulere speaking people. Contents 1 Introduction
