THE PRESIDING COMMISSIONER: Good morning, everybody. 2. My name is Stephania Luciuk and I am the Chair of the Panel for the hearing of this matter. 3. I'd like to begin today on behalf of the Panel by thanking the Stoney Nakoda Nations for allowing us to attend your ceremony, and I welcome you to our hearing process. 4. We are hearing this morning Canada Energy Regulators GH-001-2019 hearing, considering NOVA Gas Transmission Ltd.'s application for its proposed Edson Mainline Expansion Project. 5. And I will refer to NOVA Gas as NGTL today. 6. The sharing of oral Indigenous knowledge is schedule for today, January 21st through tomorrow, January 22nd in Red Deer, and also scheduled from February 25th to 27th in Edmonton. 7. The Commission would like to begin by acknowledging that the land on which we gather today is located in the meeting place of Treaty 7 and Treaty 6 regions. The area is the traditional territory of the Niisitapi (Blackfoot), including Siksika, the Piikani, and the Kainai Peoples; the Tsuut’ina; Stoney Nakoda; Cree; Saulteaux; and Métis peoples. 8. Before we go any further, recently we became aware of the passing of Jason Goodstriker, a highly-respected member of the Blood Tribe and also a former Alberta Regional Chief for the Assembly of First Nations. 9. Before we commence the sharing of oral Indigenous knowledge, I would invite all present to stand and observe a moment of silence in commemoration of a prominent First Nations leader. --- (Moment of silence) 10. THE PRESIDING COMMISSIONER: This morning, before we begin the sharing of oral Indigenous knowledge, I have a few preliminary remarks Transcript GH-001-2019 Opening remarks Presiding Commissioner to share with the group. 11. First, I'd like to go through introductions. Second, I'd like to share some information about logistics, including the schedule for today and a little bit of information about our venue. And then we will proceed after that to the formal process of the sharing of oral Indigenous knowledge. 12. I would like to begin first by introducing the Panel. As I indicated at the outset, my name is Stephania Luciuk and I am one of the Commissioners of the Canada Energy Regulator. 13. COMMISSIONER JACKNIFE: Good morning, everyone. My name is Wilma Jacknife. I am from Cold Lake First Nation. I'm a Cree. I come from a Cree Dene community. 14. I'm a Commissioner with the Canadian Energy Regulator, but I work remotely in the community and do this as part of my assignment. And I'm happy to be here today. And I wish to thank you all for attending. Thank you. 15. COMMISSIONER CÔTÉ: Good morning, everybody. I'm Damien Côté, also a Commissioner with the Canada Energy Regulator. I'm based in Calgary and like my colleagues, I'm quite honoured to be here today with all of you, and I look forward to listening to you today. Thank you. 16. THE PRESIDING COMMISSIONER: Next, I would ask the Stoney Nakoda Nations presenters and their counsel to introduce themselves. 17. We would appreciate it if you could tell us who is an elder, who is a knowledge keeper, so that we can identify each person in a correct and respectful way through the proceeding. 18. MR. MacPHERSON: Good morning, Chair and Commissioners. My name is Malcolm MacPherson. I am with the law firm Clark, Wilson in Vancouver. And I'm joined by my colleague, Sam Shury, to my right. 19. We are counsel to Bearspaw, Chiniki, and Wesley First Nation, collectively, the Stoney Nakoda Nations and we'll be supporting the elders and community members present today to share their oral Indigenous evidence related to the Edson Mainline Expansion Project, which I will refer to as Edson or the Project. Please note that the Bearspaw, Chiniki, and Wesley First Nation will not be dividing their presentations of oral Indigenous evidence today, but instead will be collectively sharing evidence for consideration by the Commission in this hearing process. 21. All three Nations have elders and community members present today to share their oral Indigenous evidence. I will introduce each elder or community member at the time of their oral Indigenous evidence presentation, including which Nation they are a member of. 22. The opening prayer and smudge that just took place this morning should be considered as affirmation for all elders and community members from the Stoney Nakoda Nations present today. 23. Chair, if you like, I could read out the names and the titles, as you’ve recommended of who we expect to provide evidence today, or that can be put off until later. We can introduce everyone individually if that’s most helpful and efficient. 24. THE PRESIDING COMMISSIONER: I think it would be helpful to introduce everybody now, and certainly, I think as we rotate through presenters, we can redo that as well, just to assist us. 25. MR. MacPHERSON: So we have Barry Wesley, who is a knowledge keeper and also a translator. 26. With us today, we have Councillor Rod Hunter from Bearspaw First Nation, who is an elder. 27. We have Councillor Rex Daniels from Bearspaw First Nation, who is also an elder. 28. We have Councillor Krista Hunter, who is also an elder. She is from Big Horn and the Wesley First Nation. 29. We have Councillor Charles Powderface from the Chiniki First Nation, who is an elder. 30.
