Li Chair of the Supervisory Committee: Professor David Bachman Jackson School of International Studies Taiwan’s defense budget continues to be a friction point in U.S.-Taiwan defense relations. Despite having adopted allocating 3 percent of its GDP towards defense as a target, Taipei continues to hover around 2 percent in annual defense spending. This dissertation examines the reasons for this shortfall and also assesses if 3 percent is an appropriate or meaningful target. It argues that Taiwan’s defense spending is constrained by a multitude of factors across political contexts, practical limitations, and procedural impediments. As such, using 3 percent of GDP as a standard for Taiwan’s defense spending or measurement of its commitment to self-defense, without adequately understanding all the factors, would be inappropriate and superficial. First and foremost, international isolation along with domestic necessities shape Taipei’s defense behavior politically. On the international level, geopolitical isolation makes Taiwan reliant on U.S. support but the fear of abandonment continues to motivate Taipei’s behavior in its relationship with Washington. At the domestic level, the lack of iii decision-making centrality and cohesion undermine Taipei’s ability to change. -

Kan Specialist in Asian Security Affairs August 29, 2014 Congressional Research Service 7-5700 www.crs.gov RL30957 Taiwan: Major U.S. Arms Sales Since 1990 Summary This report, updated through the 113th Congress, discusses U.S. security assistance to Taiwan (calling itself Republic of China (ROC)), including policy issues for Congress and legislation. Congress has oversight of the Taiwan Relations Act (TRA), P.L. 96-8, which has governed arms sales to Taiwan since 1979, when the United States recognized the People’s Republic of China (PRC) instead of the ROC. The U.S.-ROC Mutual Defense Treaty terminated in 1979. Two other relevant parts of the “one China” policy are the August 17, 1982, U.S.-PRC Joint Communique and the “Six Assurances” to Taiwan. U.S. arms sales to Taiwan have been significant. The United States also expanded military ties with Taiwan after the PRC’s missile firings in 1995-1996. At the last U.S.-Taiwan annual arms sales talks on April 24, 2001, President George W. Bush approved for possible sale diesel-electric submarines, P-3 anti-submarine warfare (ASW) aircraft (linked to the submarine sale), four decommissioned U.S. Kidd-class destroyers, and other items. Bush also deferred decisions on Aegis-equipped destroyers and other items, while denying other requests. Afterward, attention turned to Taiwan, where the military, civilian officials, and legislators from competing political parties debated contentious issues about how much to spend on defense and which U.S. weapons to acquire, despite the increasing threat (including a missile buildup) from the PRC’s military, the People’s Liberation Army (PLA). -

Romberg Domestic politics in Taiwan—especially attempts to oust President Chen Shui-bian—currently overshadow all else in the U.S.-Taiwan-PRC triangular relationship, and will likely do so for the foreseeable future. Chen’s travails have deepened as investigators continue to probe his actions and those of his wife—questioning both of them at length in August and reportedly set to do so again in October1—and movements to oust him have gained widespread public support, if not much confidence that they can succeed. Chen has vowed to stay in office through the end of his term in 2008 and to fight for his key agenda items: seeking UN membership as “Taiwan,” enacting constitutional reform, and restoring the KMT’s previously ill-gotten assets to government coffers. The opposition leader, KMT chairman and Taipei mayor Ma Ying- jeou, has had to struggle with his own competing priorities: maintaining his position as a man of integrity pursuing well-reasoned and effective policies in accordance with law versus responding to pressure from within his own party and the broader “pan-Blue” political alliance to demonstrate that he has what it takes to be a political leader in the rough-and-tumble world of Taiwan politics. This has played out primarily over the issue of how to oust Chen from office. Beijing has continued to show confidence in the future of cross- Strait relations and has studiously avoided taking sides in the island’s current political maelstrom. -

Defense Minister Lee Jye yesterday apologized to opposition law makers after his ministry linked their disapproval of a billion-dollar U.S. arms deal to their party leader's landmark China visits, as he pleaded for more support. "I apologize ... as opposition parties are not the only ones who visit China," Lee told legislators during a question-and-answer session. Lee's remarks were aimed at winning over the skeptical opposition, which has used its slim legislative majority to block a special budget for purchasing sophisticated U.S. weaponry for over a year. Opposition law makers told him the defense ministry criticisms a week ago spoiled the ministry's neutral image. Lee said his military officials made the comments as they felt pressured by top level U.S.
