Senator Jennings Randolph telephoned me today and asked me to give you a message before your speech.

The Senator said that no navigator has ever dis­ tinguished himself on calm seas. He said you are passing through rough and troubled waters. However, he is confident that you know how and will keep a steady hand on the rudder.

Dear Mr. President:

Your speech of- was indeed sobering. I believe you are correct in your analysis of the current crisis of spirit in America, and its effect on our people's behavior and attitudes. I have noticed just such symptoms in my own friends.

However, I have hope, too. As a recent graduate engineer from Rensselaer Polytechnic Institute, I know that we have the technical ability to solve the energy shortage. And I want y�u to know that I support_,y_�.r_energy_gr:Q.grafT!,._9n8__.1b_at I !J. · suppor, ou. · y,._.,_�

In my opinion, the most obv'ious method to drastically increase fuel conservation is to immediately enforce the adoption of more fuel efficient engines by the American automotive industry. Mr. Moody in Florida recently proved with much publicity that an automobile getting ·80 t�PG is entirely possible. This is about four times the average mileage of American cars!

Legislation must be passed to require the automotive companies to adopt more fuel efficient engines. Heavy fines must be levied for noncompliance, to provide the necessary economic incentive. The present mileage requirements as mandated by Congress are simply not sufficient.

I got the same feeling that I got watching the inauguration ceremony that cold day in January, when you walked ...and I had busied myself visiting some Co�gressional offices and missed that innovative act of yours ....I recall the speech you made and the feeling en gendered at that time.

I will admit to being disillusioned and discouraged during the course of some of the past two years ....but I think I'm steering you right to say ...that the public heard you, heard�. what they had been needing to hear.. to know that you were going to lead, to face facts, to get results for the

COMMON GOOD. You will feel the swell of unified readiness if you but stay firm. Florida's Governor Graham in his speeches yesterday on the. lOth anniversary of Apollo referred positively to your speech , with support like his, you've got a lot going for you, Mr. President. I listened with great interest to your address to the nation Sunday evening, however, I \'las wondering during your pre-SerrfaiTon--;-ti'OWiliucn-the average citizen would identify \'lith the problem without some re-inforcement.

As a matter of suggestion, I think it would be possible,<.cwith::volunteer assistance, to convince American citizens as to the urgency of the program, as they hear what their peers are doing to assist.

I think that I am doing my part to conserve energy and have a positive approach in my attitude about the United States. However, I am also quite sure that \'lays could be pointed out on how I can do a better job, and yet not degrade my standard of living, which I believe �s pretty good.

As a s-tudent of Political Scienc_e and a worker within the system, ( I am \vorking on a tviPA degree and work as a deputy sheriff) I can see where your points and suggestions are well taken. However, after talking to some of my fellow ci tizens, I can also see that they missed the points you brought out.

I ·would be more than wiiling to·· assist in any way that I can within reason, ie volunteer my assistance. I also pealize that this letter will be one of many thousands you will receive in regards to your address. However, I realize that the chances of you personally reading this letter will also be slight, yet my intensions are sincere and hope that my suggestion will be considered \'lorthwile. You have my support in this urgent effort.

Mr. President, like I said, I'm single. Someday I want to get married and start a family. But I don't want my children living in a nation that doeSn't have backbone and a standard set of values as the people had before us in history. As you reach out to-the people of America you may have the feeling that we are looking the other way. That is not true. \·ie learned from Fran klin Roosevelt that a great voice and a great vision can move us to do :things that we had forgotten how to do. We learned from Harry Truman that the great and difficult decision s can be made and the actions taken that pursue the best and highest interests and instincts of the nat ion. So we know that our President can make the difference. We want you to make that difference now.

The people ar e not unaware of the problems you have with the Congress. They know that the Senate "reeks of oil" as one Senator recently confessed. They know that a Congressman who gathers $2 million for a campaign does not go to the House unencumbered. So, the people look to the President to establish the moral basis and the national goals and to force the Congress to listen and to respond. Of course, you remember Harry Truman's campaign against the 80th Congress and the great success he enjoyed with trBt direct appeal to the people of America. He held up the Congress and its illicit liaisons with industry and business for all to see and then gave them a public whipping. ,And the people of America -- the people you talked with on Sunday night -- felt that there was a voice that said what they

wanted said. And they cheered him on •.

The separation of powers contemplates the President's right and affirmative duty to challenge the Congress and check its irresponsibility; further, only the President draws authority and power from all o£ the people and must use that power and authority to diminish the special and sectional interests that dominate the Congress. You must take on the Congress in open battle. In doing this you would also be engaging in combat with the private interests that th e Congress represents. The American people would cheer you for that . ?-lost of the great events in American history had such a conflict as part of their development, and the great pre sidents \-lere those whose vis ion transcended the parochial vie ws of the Congress and saw a greater national interest or objective to be served. ._...,_

You can be wi�� us through 1984. But we must have a chance to help you and suppor� you, and clear reasons to do so, reasons that go beyond party or personality, reasons that are the reflection of the best in each of us, and reasons that have their grounding in something other than the special interests of private groups. APn we need those reasons now.

Mr. President, you are as close today as you will ever be to shaping

the balance of the Twentieth Century for America. The next six months �·--: not the next five years -- can turn the nation onto a course of revitalization of free people governing themselves with the guidance and leadership of a President whose only commitment is to the people and the country's interests and needs, a President unafraid of threats from great concentrations of economic power, a President who follows his own good instincts.

\ve wish you well, Mr. President. Because this is America, we will never lose everything, no matter what the President does; butcwe � have so much to gain if you seize this moment.

We need to .;educate our young people, high school as well as college age,

about the energy crisis and about; their role in solving it. Let them become

inspired to work and lobby for greater resource conservation and development \nth­

in their own communities. Let energy become the cause that civil rights was in

the 1960's. As a means of organizing our young people, I sug�est estaplishing a

national organization of young people for energy, coordinated by someone on your

Your approach---that of putting your program into a framework of a departure from materiality and a strengthening of spiritual values---was precisely what

the nation needed---and NEEDS� ' · .

So many of the post analyses by the media dealt with the forensics which, while it obviously indicates a shallowness of perception, was a tribute to the work that went into your effort. I thought it was a vast improvement from that standpoint. At the start, you were obviously overwhelmed by the import of your task and this showed in obviously studied gesturing, but as you (and your audience) became caught up in the substance of the talk, this dropped away and you came across extremely forcefully. In the future, I hope you won't forget to change pace, let your natural sense of humor and smile come into play.

As a nation, we need humor as well as a return to spiritual values.

I thought your program was superbly outlined. While I am a life-long Republican,

Then, when the "solution" has been put in place it seems to generate another set of problems which, in turn, mustbe solved through the good offices of Government.

- As a consequence, the American people have been conditioned to look to Washington for the answers to all of their problems. Then, as a natural counterpart, when the solutions are not perfect (as human solutions so seldom are), and when problems arise, it is similarly natural for the people to blame Washington. This is the rationale of the deteriorated confidence of which you spoke. A people that has been weaned away from their national heritage of self-reliance, has become weakand lacking in spiritual fiber. � , you can contribute to a reversal. Dear Hr. Archer:

I am a relatively young (26) voter who has resided in the Houston area since I finished college in August, 1978. This letter is inspired partly by President Carter's speech o� Sunday night, and partly by my own desire to express my thoughts to someone with the power to act ..

Although I have not been one of President Carter's more enthusiastic supporters in the past, I feel that his presentation Sunday night accurately reflected the crisis in American society today, and proposed many feasible, if not ideal,solutions.

I have long believed that, given the chance, an unregulated market economy would efficiently allocate supplies of scarce resources. If the government wishes to benefit a particular segment of society, it can do so by working through the system (e.g. - as it does with food stamps), rather than trying to control it (e.g. - price and allocation controls). The national energy corporation proposed by the President, at least insofar as it works as a venture capital organization to give financial backing to projects which might othenvise not get private support, sounds like an attempt to help our country through private sector activities. Other possible government actions which could help alleviate the present situation without distorting our capitalist system are: per barrel ta.x credits for· crude oil produced from shale and tar sands; import duties on imported crude; tax incentives for coal-fired utility construction; deregulation of crude oil and natural gas; elimination of the entitlements program; attempts to encourage, rather than discourage, thebuilding.of necessary pipelines and refineries when and where they are needed; and tax incentives for investment in pollution control incidental to energy production. None of these suggestions are new. Some may be more feasible than others. But the thrust of this letter is not so much the advocacy of a particular cure-all as it is a plea to act, and then work through the system to help those who need special consideration. Hy co-•,o�orkers and I agree that there are many ways to go in solving the energy crisis, and with your position on the Ways and Means Committee, you will un­ doubtedly be·exposed to a vast nwnber of them. All I ask is that you be willing to compromise, and willing to support something you feel is second-best rather than lend your support to nothing at all. Inaction will not help.

is that someth ing should be d o ne about the state of the train, both freig ht and passenger, in thls country. More people are riding the trains now and more freight could be tra-:: sported by th1 s method using less fuel. I think you would (and) have agreed that the threat to our country today is an irresponsible attitude on the part of the private citizen and a general attitude of self-indulgence, which has replaced any idea of self-denial and self-sacrifice. Ne can see this most clearly in the erosion of the family unit and the rebellion of America's youth. What makes us so supportive of your speech is the fact that you seem.to recognize the role of scriptural principles in our battle today.

\-'le have been blessed as a nation by God from:: the beginning and- therefore ,:._�we will be. held accountable for that·blessing. America today has for the most part rejected the God of her fathers for another god which is self. This new god will tear apart our country unless there is a spiritual awakening to the real issues in our lives today. Those issues are spiritual and they call for all of us to return to Jesus Christ for our leadership and redemption.

Because we realize that you have been raised up by God to the position of authority you retain today, we will continue to support you with our. public words and with our prayers so that you might fulfill your responsibility with the wisdom of God and not of man. A leader will always be held account­ able for more on the last day, and the fact that you are a christian only tells us that our prayers are not being hindered. We have a great confidence in the spirit of America - "And My people who are called by My name (shall) humble themselves and pray, and seek My face and turn from their wicked ways, then I will hear from heaven, will forgive their sin and will heal their land" 2 Choronicles 7:14.

One thing I am concerned about, I don't Hant this to be just a "pep talk ... with no action following. The American people are fickle and will have to see evidence of accomplishment to stay with it. Some parts of your program will not shoH immediate results, but wherever possible you must keep up communication with the people to let them know what is being done and how we are doing as a nation in meeting this challenge together.

Now, for that word "together," it is the most important word in this letter. We need to unify, the American people and A.rnerican industry, to work together. We need equality of sacrifice to meet this challenge.

I am for the windfall profits tax - I hope it gets passed before the Senate takes its recess - it is extremely frustrating for me �s a consumer to make the sacrifices I have been making, and then reading that the oil companies have made record profits. I am tired of the stranglehold that the oil companies and the oil-rich nations have had upon us •.

While I am much opposed to nuclear power until we have spent more time-in researching safety methods and disposal of wastes, I can see that it is necessary as an interim method - until - we can develop new sources of energy. However, I oppose all construction of new nuclear power plants.

I thank you for the time and effort you are making on behalf of the nation. I hope that you can get the people·and industry behind you in a positive effort to meet this challenge.
