Title: CABLETEL: BTC LIMITS ACCESS TO TOLL FREE PHONE SERVICES MARKET

CableTEL, the Bulgarian cable TV, Internet and voice company, has asked the local telecom regulator to issue mandatory instructions for telecom incumbent BTC on the use of non- geographic numbers with dialing codes 700 and 800.

Non-geographic numbers are usually designated for technical support lines and data response services and are not tied to a specific area of the country.

BTC is limiting the access of alternative telcos to a niche market to further entrench its dominance on that segment, said CableTEL executive director Dimitar Radev.

Officials from other local start-up telcos agreed that non-geographic numbers have interesting potential as more and more businesses are opting for toll free customer support lines.

The 700 and 800 numbers are not a BTC monopoly, said the carrier, adding that it has signed no less than six contracts for the use of 700 and 800 numbers which are part of the company's interconnectivity agreements with wireless telecoms Mobiltel, Globul and , Vestitel and NetIsSat.

BTC has no contract with CableTEL. After the alternative carrier made inquiries in that respect, BTC came up with a business proposal. BTC said it treats all operators equally and the terns that were offered to CableTEL were standard.

Title: TELECOM IS GOING AWAY, LONG LIVE THE TELECOM

Negative consequences of BTC delisting have been discussed a lot lately. Company with nearly BGN 3 B market capitalization was among best traded ones and the only telecom on the stock exchange. After AIG announced intentions to delist BTC, many feared there would be a whole segment missing on the stock exchange market. Besides, other players M-Tel and GloBul not intend to list on Bulgarian Stock Exchange (BSE) because their owners are listed on other stock exchanges.

Few months later there is already a candidate to represent telecom sector and replace the missing company. Max Telecom started recently but its owners are quite experienced. CEO Krasimir Stoychev used to manage 's first GSM operator M-Tel.

Although his current company is small for telecom market, it has the ambition to leave GSM operators behind. Stoychev says Max Telecom listing aims to provide finance for network development.

It is not very likely for another company to reach BTC capitalization level in next few years. However, stock exchange can help Max Telecom and Stoychev in the telecom market battle. WiMAX operator listing on the BSE will be a good option for those willing to invest in high-tech companies. On the other hand it is important to keep the market stable and maintain presence of companies from various branches on the stock exchange.
