While the site is constrained by some of the surrounding uses, it is a suitable location for residential development. The scale, form and design are appropriate for a high density development in this location. There will be no unreasonable loss of amenity to neighbouring residents. Appropriate mitigation can be designed into the scheme to ensure that a suitable level of amenity can be provided to future residents, while ensuring that the existing operations that neighbour the site will not be impacted by the development. The level of parking proposed is acceptable as the site is accessible and is in close proximity to public transport and local amenities. The proposal is suitable in all other respects, subject to a legal agreement and conditions. There are no material considerations that outweigh this conclusion.
