Papua New Guinea Trans-Island Highway Construction Project (I) (II) Report Date: February 2003 Field Survey: October – November 2002 1. Project Profile and Japan’s ODA Loan Wewack Indonesia Papua New Guinea Lae Project site Port Moresby Australia Project site Section of the Bereina-Malalaua Road 1.1 Background In Papua New Guinea (PNG), the absence of road links between its capital, Port Moresby, the second city, Lae, and the Highland Province, home to vigorous mining and agricultural production activity, meant a sole reliance on marine and air transport, a situation that was highly inefficient both in economic and social terms. To address this, the government formulated plans to construct a road linking the cities of Port Moresby and Lae that would pass through the Owen Stanley mountains, and in 1979, the Australian government supported the implementation of a feasibility study (F/S) for this route. The plan for the trans-island Port Moresby – Lae highway comprised a stretch spanning 575 kilometers, and included construction of a new 80 kilometer road between Bereina and Malalaua, detailed designs for the 135 kilometer section between Malalaua and Aseki, and widening of the existing 90 kilometer stretch between Aseki and Latep (all distances are approximate). Other sections were excluded from the plan. In the southern Bereina-Malalaua section that was covered by this project, local residents were dependent upon marine transport, a situation that was, in fact, akin to living on an isolated inland islands. It was anticipated that the construction of a new road linking the area with the capital Port Moresby, would make a substantial contribution to economic development and to improving the services like health and education. -

Water is obtained directly from rivers, lakes, and other watercourses. At present, Papua New Guinea is undergoing rapid economic growth in forestry, agroforestry, mining, and petroleum development activities. Most (if not all) of these natural resources development activities are conducted on customary land and in and around the environment in which the majority of the indigenous peoples live and on which they rely for their subsistence way of life. -

Pact in Moscow According to information made available to us, the seal to the deal was made when Mr Bainimara- ma visited Moscow in June 2013 and discussed bilateral relations and Fiji’s defense needs with his Russian counterpart Dmitry Medvedev and Foreign Minister Sergey Lavrov. Radio Tarana said that the deal, valued at $19 million is seen as an attempt by Russia to gain a foothold in the Pacific. -

Observation and sociolinguistic interviews were used to investigate language vitality and speakers’ attitudes toward neighbouring languages. Additionally, interviews with community leadership were used to investigate interest in language development It was found that the Abadi language is currently vital, although indicators suggest that vitality may decrease in coming years. Fisheries Management Act 1998 the National Beche-De-Mer Fishery
Fisheries Management Act 1998 The National Beche-de-mer Fishery Management Plan I, Honorable Andrew Baing M.P Minister for Fisheries by virtue of the powers conferred by Section 28 of the Fisheries Management Act 1998, and all other powers me enabling set out the revised national bêche-de-mer fishery management plan. This plan supersedes the previous plan and takes effect from the date of notification in the National Gazette. Background Description of the Fishery The increasing demand for bêche-de-mer from Asian market and their over-exploitation in some of the neighboring Pacific Island Countries has caused the introduction of tough management regime to control the harvest of the fishery, but more importantly maintain resources sustainability. In the past only a handful of beche-de-mer species were considered most valuable, but rapid declined in abundance of these group in the last 20 years has led the less favoured species being harvested increasingly. Today there are currently 20 different species being harvested commercially in PNG. There has been a marked declined in the volume of high value species and an increase in the volume of the low value species taken. The opening of the market to new species that traditionally had no commercial value has dramatically impacted on the volume of export. Figures for 2000 showed PNG exported about 607mt valued about K16.2 million. Of that the low value species accounted for 61% (370mt) and high value species made up the remaining. In 2001 PNG exported 484mt value about K17.2 million and again the low value species accounted for more than 60% of the total export.
