The EMERALD Network a network of Areas of Special Conservation Interest for Europe CONVENTION ON THE CONSERVATION OF EUROPEAN WILDLIFE AND NATURAL HABITATS http://www.ecnc.nl/doc/lynx/publications/emerald.html 16th meeting Strasbourg, 2-6 December 1996 This short document explains how the EMERALD network was born, its reach and development, its relation with NATURA 2000 and other projects. 1. Introduction In June 1989 the Standing Committee of the Bern Convention held an extraordinary meeting exclusively devoted to habitat conservation within the Convention. At the meeting the Committee adopted an interpretative resolution (Resolution No. 1 (1989) on the provisions relating to the conservation of habitats) and three operative recommendations (Recommendations Nos. 14, 15 and 16 (1989)) aimed at the development of a network of areas under the Convention. A further recommendation (Recommendation No. 25 (1991) on the conservation of natural areas outside protected areas proper) was adopted at a later meeting of the Committee. In Recommendation No. 16 (1989) "on Areas of Special Conservation Interest" (ASCIs), the Standing Committee recommended Parties to "take steps to designate Areas of Special Conservation Interest to ensure that the necessary and appropriate conservation measures are taken for each area situated within their territory or under their responsibility where that area fits one or several of the following conditions..." (a list of conditions followed). The Committee had wished that all these recommendations on habitat conservation be rapidly implemented by Contracting Parties but two major events delayed their implementation. The first was the fundamental change in the political map of Europe that followed the fall of the Berlin wall in October 1989. -

In this p aper, I examine the interaction between transnational activist Abstract networks, conservation scientists, government authorities, and artisanal fish ing communities in coastal Ecuador. Focusing on the problem of cetacean bycatch, I employ the concept of the “discourse of nature” to identify contrasting languages of valuation used by the stakeholders for marine coastal environments. NGOs utilize a scientific evaluation to portray artisanal fishing as a hazard to the survival of hum pback whales, but this coincides with the attempt by government and development agencies to portray artisanal fisheries as inefficient and ecologically harmful. In contrast, a survey I carried out in a coastal fishing community shows that local residents contest this portrayal of fishing as ecologically harmful, drawing upon their discourses of livelihood, indigenous identity, territorial claims, and social marginality. Focusing on the social conflict surrounding the marine protected area [MPA] of Machalilla National Park, I argue that additional restrictions on fishing to mitigate the incidence of cetacean bycatch will not have adequate social acceptance by local artisan fishing communities. Hence, the language of whale conservation which appears to be a pro-poor environmentalism at the macro (international) level, appears to local actors as a threat to their livelihoods. Biodiversity Ecosystems > Protected Areas > Protected areas in the Eastern Partnership countries 1 Biodiversity Key messages Between 2000-2019, coverage of nationally protected areas more than doubled in Republic of Moldova and Azerbaijan, increased substantially in Ukraine (75 %), and expanded to a lesser extent in Georgia (37 %), Armenia (26 %) and Belarus (17 %). With European Union (EU) and Council of Europe support, 561 Emerald sites have been created, covering 12.3 % of the Eastern Partnership countries territories. The designations used to create protected areas vary significantly across these countries due to different national legislative frameworks, making regional comparisons of the level of protection challenging. During the informal ministerial dialogue between Eastern Partnership countries and the EU, held on 5 July 2015 in Minsk (Belarus), the ministers of environment for these countries underlined the need for further cooperation in areas of common interest and concern, and biodiversity in particular, to meet the Aichi Biodiversity Targets for the biodiversity strategy to 2020 (European Commission, 2015). -

Australia is a vocal member of the International Whaling Commission, and had a key role in the 1994 declaration of the Southern Ocean Sanctuary. The last commercial Australian whaling station ceased operations in Albany in 1978, and it is encouraging to see that once heavily exploited species such as the southern right and humpback whales are showing signs of recovery. Apart from the well-known great whales, Australian waters support a rich variety of cetaceans: smaller whales, dolphins, porpoises and killer whales. Forty-three of the world’s 80 or so cetacean species are found in Australia. This diversity is a reflection of our wide range of coastal habitats, and the fact that Australia is on the main migration route of the great whales from their feeding grounds in the south to warmer breeding grounds in northern waters. -
