Not for Redistribution Foreword The enormous improvement in global living standards over the past 100 years could not have happened without the energy derived from the world’s vast depos- its of fossil fuels. Yet, the intense use of energy derived from such sources has brought side effects that pose major social, political, and economic challenges. The imperative is now to find ways to diversify and reduce the use of energy while continuing to eliminate poverty and promote inclusive growth. Within its man- date, the Fund is playing a part in this discussion. Indeed, energy policies are not new territory for the Fund. We have been em- phasizing the large fiscal benefits from removing harmful fuel subsidies for many years, primarily with an eye to saving money for the taxpayer. However, as the external effects of energy use have reached a macrocritical level—whether from environmental degradation, higher food prices, or the threat of climate change— the Fund’s advice has also evolved. Policymakers face a wide array of options for meeting energy challenges. Given the powerful incentive effect that prices have on economic behavior, the applica- tion of basic tax principles is critical. “Getting prices right” means that taxes on fossil fuels should be set at a level such that energy prices reflect their associated environmental side effects. This economic principle is widely accepted; however, putting it into practice is by itself an intellectual challenge. Here lies the unique contribution of this book.

    Draft: please do not cite or quote without permission A PROCESS ACCOUNT OF THE ENDOWMENT EFFECT: VOLUNTARY DEBIASING THROUGH AGENTS AND MARKETS Jennifer Arlen and Stephan Tontrup* We contest the loss aversion theory of the endowment effect, in which the effect depends on the status of endowment alone. Instead, we propose that the nature of the trading process determines whether people resist or accept an exchange by affecting the responsibility people feel for their choice. The more they feel responsible for the decision, the more they expect experiencing regret over a negative outcome. Aversion to regret causes people to resist a rational trade and exhibit the endowment effect. In a series of experiments, we analyze two institutions that alter the trading process and reduce perceived responsibility --agency and markets. We find that both mute the endowment effect; moreover, participants intentionally use them to self-debias. Since many institutions shift responsibility, we conclude that the endowment effect is not present in many domains previously thought to implicate it. Institutional design often need not rely on paternalistic intervention. I. INTRODUCTION According to Rational Choice theory, the amount that each person values a good or entitlement should not be affected by whether he owns or possesses it if transaction costs are absent.1 Thus, the amount that a non-owner would be willing to pay to purchase a good (WTP) should equal the minimum amount that the same person would be willing to accept to part with the good if he owned it (WTA). Yet extensive experimental evidence seems to suggest that this basic statement of Rational Choice theory often does not hold.

Extending the Bounds of Rationality: Evidence and Theories of Preferential Choice Abstract Most economists define ationalityr in terms of consistency principles. These principles place "bounds" on rationality—bounds that range from perfect consistency to weak stochastic transitivity. Several decades of research on preferential choice has demonstrated how and when people violate these bounds. Many of these violations are interconnected and reflect systematic behavioral principles. We discuss the robustness of thes violations and review the theories that are able to predict them. We further discuss the adaptive functions of the violations. From this perspective, choices do more than reveal preferences; they also reflect subtle, yet often quite reasonable, dependencies on the environment.     Brazilian Journal of political Economy, vol. 29, nº 1 (113), pp. 62-81, January-March/2009 The death and resurrection of ‘economics with psychology’: remarks from a methodological standpoint ROBERTA MURAMATSU* One of the merits of contemporary economic analysis is its capacity to offer accounts of choice behavior that dispense with details of the complex decision ma- chinery. The starting point of this paper is the concern with the important meth- odological debate about whether economics might offer accurate predictions and explanations of actual behavior without any reference to psychological presupposi- tions. Inspired by an exercise of rational reconstruction of ideas, I aim to offer an interpretation of the process of freeing economic analysis from psychology at the end of the 19th century and the contemporary resurrection of behavioral approaches in the late 1980s.
