Problems arise for states using Native American artwork when a citizen takes offense to the religious implications of Native American depictions, and objects to having it displayed on any number of items. Kirkpatrick can be described as Oklahoma City's philanthropic pioneer. When he started the Oklahoma City Community Foundation in 1969, he was literally creating a way for others to follow his lead to support the community through charitable giving. Mr. Kirkpatrick has said that he enjoys helping organizations that help themselves. How very true this statement is. Numerous times during our 35-year history, he has challenged nonprofits interested in helping themselves with dollar- to- dollar match opportunities, not only building their endowment but also attracting new donors. Mr. Kirkpatrick is the single most important reason the Oklahoma City Community Foundation manages the nation's largest agency endowment fund program with more than $1 IO million in assets and 250 nonprofit organ organizationsions participating. Thereafter, in publications issued under title of Legislative Apportion­ ment in Oklahoma (1951), "The Legislative Branch" in ^ Outline of Oklahoma Government (1954), Legislative Apportionment in Oklahoma (1956), and The Apportionment Problem in Oklahoma (1959), slight modifications were made in each successive study, the substance of all of which concerned the nature of the problem during the decade, 1950-1959. These investigations were followed by Legislative Apportionment (i960), which examined a state question in view of the preliminary census report. Legislative Apportion­ ment in Oklahoma (1961), which focused 'On an application of an Attorney General's opinion based upon the last federal decennial census, and Appor­ tionment Acts of the Legislature (1961), which evaluated three legislative apportionment proposals. As noted in The New Perspective of Legislative Apportionment in Oklahoma (1962), the last study of the subject produced under the auspices of the University of Oklahoma Bureau of Government Research, one will never be able to study legislative apportionment in Oklahoma without being indebted to the author of all of the preceding works, the late Dr.

  • State Seal of Oklahoma Is an Interesting and Oklahoma
    The State Seal of O K L A H O M A Image courtesy of Wikimedia Commons Symbols are around us every day. From traff ic signs, to images on coins, even school mascots are symbolic. Some symbols mean only one thing, like a stop sign, but many symbols have more than one meaning. In some cases, a large or important symbol can be made of smaller symbols that together mean something completely different than they would alone. The Great Seal of the State of Oklahoma is one such symbol. The Great Seal took many years to create, and was inspired by many different historical events and peoples. It began with the Grand Seal of the Territory of Oklahoma, created by the Frank H. Greer 1862-1933 It was the office of Frank H. Territorial Government, in 1893. Aside from designing seals, the Greer in Guthrie that the Grand Seal of the Territory of Territorial Assembly was responsible for passing laws for the Oklahoma was designed. Oklahoma Territory. Frank H. Greer, a newspaper owner from Guthrie, OK, and an inf luential citizen of the Oklahoma Territory, helped design the Territorial Seal and put forth the proposal for the seal before the Territorial Assembly. You can see the Territorial Seal in the center of the Great Seal, surrounded by a green laurel. In the Territorial Seal, Columbia, a national symbol of equality, justice, and freedom, overlooks a pioneer and an American Indian shaking hands. All three f igures are standing over the horn of plenty, a symbol of prosperity. This represented the equality and prosperity of both white and Indian settlers in Oklahoma, under the laws of the United States.
