Melindwr Community Council Minutes of the Council meeting held on Wednesday 16 th January 2014, in Penllwyn Hall, Capel Bangor at 7.30p.m. Present: Councillors Richard Edwards (Chairman), Bethan Bebb, Aled Lewis, Dafydd Fryer, Jean Watson, Alistair Dryburgh,Gareth Daniel, Andrea Jones, Rhodri Davies (Ceredigion), and the clerk. Apologies: The Councillor Llinos Jones. The Chairman welcomed everyone to the meeting. Minutes: The minutes of November 2013 was presented and accepted. MINUTES ARRISING: Bus Shelter at Exchange: The clerk reported that she received an email from Councillor Rhodri Davies about Go Shelters Ltd. The councillor Rhodri Davies reported that Ceredigion County Council did not have any bus shelters. The councillors decided for the clerk to organise a site visit to receive an estimate for a bus shelter. Dewi Sant Church, Capel Bangor: The Councillor Richard Edwards reported that he has contacted Garth Hughes and noted that a letter had been received and presented to the council by the clerk. Cylch Meithrin Penllwyn: The Councillor Richard Edwards reported that work is been done at the port cabin for Cylch Meithrin Penllwyn. The councillor Aled Lewis mentioned that CM Penllwyn had been successful in their bid for financial support from Cefncroes Wind Mills. Beavers: The Councillor Alistair Dryburgh reported that he hasn't heard anything further about the beavers. The Councillor Gareth Daniel reported that a petition had been arranged and signed by land owners. The Councillor Rhodri Davies will be presenting the petition to Elin Jones AM. One of the councillors mentioned about having publicity for the petition about the beavers in the Cambrian News. Cars parked by Maescrannog and High Burnley, Capel Bangor: The clerk reported that a response from Ceredigion County Council. The County Council mentioned to us if we have an complaint to contact the police on 101 as the council has no power to deal with people parking on pavements illegal. Rubbish Bin at Goginan: The clerk reported that a response has been received from Ceredigion County Council. Ceredigion County Council mentioned that putting a rubbish bin in Goginan would not make the situation better as people would still throw rubbish throughout the village. PLANNING MATTERS 1) The clerk presented that the following planning application has been passed by Ceredigion County Council: A130785 Variation of condition 2 of A100891 (erection of porch extension and new garage.storeroom) to allow revised siting of garage/storeroom at Craigfryn, Pisgah, Aberystwyth. 2) The clerk reported that planning application A130869 has been withdrawn for an installion of a single small scale55Kw wind turbine (up to 35m blade tip) and associated equipment at Cennant Farm, Pisgah, Aberystwyth. 3) The clerk reported that U1105 Dolypandy road, Capel Bangor will be closed on 10th February 2014 for work to be carried out on overhead power lines. FINANCIAL MATTERS 1) The clerk reported that there is £4,714.28 in the bank account on the 13th December 2013. 2) Precept 2014/2015- The councillors decided to ask a precept of £7,000.00. 3) The clerk reported that expenditure under S137 will be £7.20 per elector for 2014- 15. CORRESPONDENCE The following was received and presented to the attention of the members: 1) Clerks & Councils Direct January 2014 issue 91. 2) Play for Wales Winter 2013 issue 41. 3) The clerk reported that Devil's Bridge Community Council will be organising the dinner for communities councils Melindwr, Blaenrheidol and Devil's Bridge on Friday 21st February 2014 at Hafod Hotel, Devil's Bridge at 7.00 – 7.30pm. 4) The councillor Bethan Bebb reported that Capel Bangor show dinner will be held on Friday 28th February 2014. 5) Buckingham Palace Garden Parties – One Voice Wales. The councillor Richard Edwards noted his attention to attend one of the garden parties at Buckingam Palace. 6) Consultation on flooding – Ceredigion County Council. 7) Ethics and standards committee meetings dates- Ceredigion County Council. 8) Contact posters for Mark Williams PM. 9) Traffic regulation order review (parking) – Ceredigion County Council. OTHER MATTERS The following were presented which need to be addressed to the relevant bodies: Report to Y Tincer. Cutting of hedges at Cwm Rheidol earlier than they did in 2013. Hedge has over grown by the mine work in Goginan. Need to complain to Ceredigion County Council about the standard of the work. Advertise about the vacant seat in Goginan Ward in the Tincer and on the noticeboards. Potholes on the Rhiwarthen bridge. Potholes throughout Penllwyn estate, Capel Bangor. Dyffryn Chapel and Jezreel Chapel. Passing place on Rhiwarthen bridge is full of “big bales”. The meeting ended at 8.45p.m..
