All errors and omissions are ours. 5 Foreword PERSPECTIVES ON THE DEVELOPMENT OF LOCAL SELF-GOVERNANCE The birth of local self-governance as a public institution in Russia dates back to the nineteenth century, although some of its elements can be traced even earlier. In Soviet times, however, local self-governance was transformed into a powerless branch of the State. The rebirth of local self-governance occurred at the beginning of the 1990s with the restructuring of the economy. Under the constitutional reform of 1993, local self- government was declared to be an independent structure in the system of government. The new 1995 federal law O G a P c Oa a L ca S- G a c Ra Fda provided fresh impetus to the development of local government. The law introduced new terminology and concepts pertaining to local self-governance, determined its functions, and established its fi scal foundations. In 1998 Russia signed the E a Ca L ca S-G . The standards of The European Council and other cooperative programs with the Russian Federation infl uenced key aspects of the establishment and development of local self-governance in Russia. Local self-government is one of the cornerstones of the constitutional structure of the Russian Federation; it stands closest to the population and provides the most immediate protection of the public interest. Those interests are based on the life of the community and its interaction within a given territory. Local self-governance is an important mechanism for the formation of civil society in Russia, and has a unique place in its development. A true people’s government involves members of the local community in the process of public decision-making. Analysis of the development of local self-governance in Russia during the past decade demonstrates that the most important constitutional right of the population – that of independent problem-solving at the local level – has not yet been realized on a national scale. For a number of years, the Federal government largely ignored the problems of local self-government. This disregard has directly affected the standards of living in both the city and the village over the long term. Russia is now faced with the need to fundamentally restructure its system of local self-government. In order to accomplish this successfully, a reformation of the entire system of public government is needed. In this regard, the year 2003 marks a turning point. A new draft resolution of the Federal Law O G a P c Oa a L ca S-G a c Ra Fda is now under discussion in the State Duma. The law is based on the division of legal and fi nancial authority between federal and regional power structures and local governments, eliminating the vagueness surrounding these relationships. The main provisions of the draft resolution are related to changes in the principles of territorial organization of local government; only those clauses of the resolution which have proved to be viable in practice will be adopted. At the same time, the law also takes into account the pre-revolutionary experience of Russia in local self-governance. The reformation of local self-government is closely related to the problem of fi nancing local government activities. Municipal revenues and expenditures must be balanced. The problem of creating an adequate fi nancial base for local government in Russia has always been acute. Lawmakers, scholars, and municipal experts both from Russia and 6 Foreword from abroad have been invited to work on the problem. A great deal of help has also been provided by the World Bank. The proposed restructuring of local government and the realization of its envisioned powers strives to eliminate existing boundaries between regional and federal structures and the population. Local government in its new form will be close to the people, making local self-governance a reality throughout the Russian Federation. To achieve these goals, it is necessary to train qualifi ed administrative specialists, the kind of specialists whose skills are equal to the scope of reforms. They will, without doubt, receive the support of the Federal Government. Public effort created the new principles of local self-governance and provided for their implementation as set down in the new

According to Article 1 of the Federal Law “On Refugees”, a refugee is: “a person who, owing to well‑founded fear of being persecuted for reasons of race, religion, nationality, membership of particular social group or politi‑ cal opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country”. If you consider yourself a refugee, you should apply for Refugee Status in the Russian Federation and obtain protection from the state. If you consider that you may not meet the refugee definition or you have already been rejected for refugee status, but, nevertheless you can not re‑ turn to your country of origin for humanitarian reasons, you have the right to submit an application for Temporary Asylum status, in accordance to the Article 12 of the Federal Law “On refugees”. Humanitarian reasons may con‑ stitute the following: being subjected to tortures, arbitrary deprivation of life and freedom, and access to emergency medical assistance in case of danger‑ ous disease / illness. II. Who is responsible for determining Refugee status? The responsibility for determining refugee status and providing le‑ gal protection as well as protection against forced return to the country of origin lies with the host state. Refugee status determination in the Russian Federation is conducted by the Federal Migration Service (FMS of Russia) through its territorial branches.

This article is devoted to the analysis of the factors aimed at ensuring the sustainability of development, as well as certain markers of the presence of the stable development of the Russian Federation regions. As part of the work, it is planned to analyze the relationship of digital development in the country and its effective effects for the process of interregional differentiation in modern conditions of a prolonged economic crisis, aggravated by an unfavorable epidemiological situation. In this case, particular importance should be given to the analysis of the ecological component as a factor that predetermines the possibility of the development and implementation of certain technologies. Due to the dynamic assessment of the decoupling effect, the differentiation of regions is assumed, the analysis of the tendency towards a decrease in the inconsistency of the development models of territories. Herewith, special attention is focused on the factor of a potential further decrease in differentiation based on an increase in the sustainability of economic and environmental development processes. 1 Introduction Until recently, the interpretation of the category of sustainable functioning of the social- and-economic system was not completely complete. Plantings' ornamentality is an important aspect of the aesthetic appearance formation of urbanized landscapes. In urban ecosystems, trees and shrubs are often exposed to high stress levels that shortens their lifespan and reduces ornamentality. Plant introduction is one of the methods of enriching the assortment with resistant species. The aim of the research was to comprehensively assess the ornamentality degree of North American introduction tree groups from the genetic collection of the All-Russian scientific research Institute of Fruit Crop Breeding (VNIISPK) arboretum and to give recommendations on improving their composition. Research was carried out in 2013-2019, taking into account the dynamics of changes in decorative qualities during the year. Throughout the year, landscape compositions showed peaks of ornamentality in the same seasons of the year (May, September). To give dynamism to groups in the summer period, it is recommended to plant Spiraea douglasii in the 1st group; in composition 2 — Hydrangea arborescens and two varieties of Physocarpus opulifolius: 'Darts Gold' and 'Summer Wine'. Graphics of ornamentality degree changes of landscape groups are recommended to be used when drawing up landscape groups for various purposes to ensure their ornamentality during either an entire year or a certain period. 1 Introduction Having unique properties to improve the state of human habitat, green plantings play a significant role in the formation of ecological comfort of urban ecosystems, and plantings' ornamentality is an important aspect of the formation of urbanized landscapes' aesthetic appearance.

Szlachta ziemiańska i aparat rządowy Imperium Rosyjskiego XIX – początku XX wieku ABSTRACT Using the example of the old Stremoukhov family, which belonged to the provincial aristocracy, the author tries to illustrate the peculiarities of the relationship between the state power apparatus and the nobility. The nobility in the social system of the Russian state existed as a class that monopolized property rights to manage the state. The economic and social well-being of the entire nobility and its individual members was directly re- lated to the membership in this class and the position held in it, the degree of well-being depended on the position held within the apparatus of power and personal merits, which a given member achieved for it. The collapse of the old system of relations between the state and the nobility at the beginning of the 18th century leads to the transformation of the nobility from a class to an estate, membership in which was conditioned by birth rights.
