Examiner iii ABSTRACT This study attempts to look at comparative literary analysis of the cattle praise poetry between the people of Bweengwa and those of Chivuna. It utilizes four literary theories to arrive at findings and these include: social constructionism, ethnopoetics, literary onomastics and the main approach being formalism. The study was undertaken to establish the similarities and differences between the cattle praise poetry of Bweengwa and that of Chivuna. The non-cross section survey method was employed to identify poets who provided poems for this research. The poems were later recorded, transcribed and analysed to bring out the research findings. Among the findings from the social constructionism perspective were that Bweengwa people keep cattle in large numbers which are ritually inclined whereas the Chivuna people keep them in small numbers naturally. The fact of this matter is evidenced from the poems of both areas of study to a large extent also dependent on the area which produces it: Bweengwa people use cattle mainly for rearing and less for farming because of the nature of their land, whereas the Chivuna people use cattle for both farming and rearing. These traits are reflected in the content of the poetry because Bweengwa people own larger herds of cattle than the Chivuna people. However, from the perspective of onomastics it was found that both places use descriptive and possessive names. Literary devices such imagery, symbols, repetition, interjections, allusion, apostrophe, anaphora and hypophora were among the common terms found in the aesthetic content of the poems from both areas. To a large extent, there are more similarities than differences in the cattle praise poetry of Bweengwa and that of Chivuna. This could be attributable to the fact that the two areas are geographically located within Tonga land and therefore macrocosms of Tonga culture. The art of Kuyabila in both areas is not restricted to a few selected experts, but may be engaged in by any member of the community. Be that as it may, it is evident that not everyone is able to perform Kuyabila songs with a convincing degree of effectiveness and entertainment. Some individuals are more talented than others. In addition, since this study was concerned with a specific form of Kuyabila-cattle praise poetry-it is apparent from the textual evidence of both areas of practice that only those who have interacted with, or even own cattle can effectively perform cattle praise poetry. iv ACKNOWLEDGEMENTS I want to thank the almighty God for according me the opportunity to complete this research despite having some challenges.     Special Theme ±Inequalities in Health Inequality of child mortality among ethnic groups in sub-Saharan Africa M. Brockerhoff1 & P. Hewett2 Accounts by journalists of wars in several countries of sub-Saharan Africa in the 1990s have raised concern that ethnic cleavages and overlapping religious and racial affiliations may widen the inequalities in health and survival among ethnic groups throughout the region, particularly among children. Paradoxically, there has been no systematic examination of ethnic inequality in child survival chances across countries in the region. This paper uses survey data collected in the 1990s in 11 countries (Central African Republic, Coà te d'Ivoire, Ghana, Kenya, Mali, Namibia, Niger, Rwanda, Senegal, Uganda, and Zambia) to examine whether ethnic inequality in child mortality has been present and spreading in sub-Saharan Africa since the 1980s. The focus was on one or two groups in each country which may have experienced distinct child health and survival chances, compared to the rest of the national population, as a result of their geographical location. The factors examined to explain potential child survival inequalities among ethnic groups included residence in the largest city, household economic conditions, educational attainment and nutritional status of the mothers, use of modern maternal and child health services including immunization, and patterns of fertility and migration. The results show remarkable consistency. In all 11 countries there were significant differentials between ethnic groups in the odds of dying during infancy or before the age of 5 years. Multivariate analysis shows that ethnic child mortality differences are closely linked with economic inequality in many countries, and perhaps with differential use of child health services in countries of the Sahel region.

INTRODUCTION Location The Lungu people (also known as Rungu or Taabwa) are an ethnic and linguistic group living primarily on the southeastern shores of of Lake Tanganyika, on the Marungu massif in eastern Democratic Republic of the Congo, and in southwestern Tanzania and Northeastern Zambia. They speak dialects of the mambwe-Lungu language, a Bantu language closely related to that of the nearby Bemba people and Luba people. The taabwa people are Bantu with a language similar to the Bemba. The ame is spelled Tabwa in some sources.

    CEDAW Smokescreens: Gender Politics in Contemporary Tonga Helen Lee Tonga remains one of only six countries that have not ratified the Convention on the Elimination of All Forms of Discrimination Against Women (cedaw), which was adopted in 1979 by the United Nations Gen- eral Assembly. In March 2015, the Tongan government made a commit- ment to the United Nations that it would finally ratify cedaw, albeit with some reservations. The prime minister, ‘Akilisi Pōhiva, called it “a historic day for all Tongans . in support of our endeavour to eliminate all forms of discrimination against women and girls” (Matangi Tonga 2015e).1 However, the decision to ratify was met with public protests and peti- tions, and in June, the Privy Council, headed by the king, announced that the proposed ratification was unconstitutional (P Fonua 2015), claiming that under clause 39 of Tonga’s 1875 Constitution, “only the King can lawfully make treaties with foreign states” (Radio New Zealand 2015b). This article asks why so many Tongans, both male and female, are against ratifying cedaw. I argue that their protests conceal much deeper anxieties about gender equality and, more broadly, about democracy and Tonga’s future. In order to understand this resistance to cedaw’s ratification, I explore key issues in Tonga’s contemporary gender politics, including women’s roles in leadership, the economy, and the family, as well as gov- ernment policies addressing gender equality. cedaw in Tonga Most Pacific nations have ratified or acceded to cedaw,2 beginning with New Zealand in 1985 and Sāmoa in 1992. An example of such a situation was, for instance, the dividing up of Uganda into a society of contradictory and mutually suspicious interests. They made, for instance, the central area of the country, and to some extent, areas in the east, produce cash crops for export. In so doing they made one part of Uganda produce cash crops and another reservoir of cheap labour and of recruitment into the colonial army. This had the inevitability of producing inequalities, which in turn generated intense and disruptive conflicts between the different ethnic groups involved. The rivalry over access to opportunities gave rise to the formation of attitudes of superiority and inferiority complexes. President Yoweri Museveni (MISR, 1987:20) The history of modern Uganda is a long story of stereotyping. From the beginning of colonial rule to the present, the history of Uganda has been reconstructed in neat- looking but deceptive stereotypes. These stereotypes can be summed up as follows: aliens and natives, centralised/developed/sophisticated states versus primitive stateless societies, the oppressor and the oppressed, the developed north and the backward north, the rulers and subjects, and the monarchists/traditionalists and the republicans. Uganda's history has also been reconstructed in terms of the "modermsers" versus the "Luddites", patriots against quislings, heroes/martyrs and villains, the self-serving elite and the long-suffering oppressed/exploited masses, the "swine" versus the visionary leaders, the spineless politicians and the blue-eyed revolutionaries, etc.

MURAO • Land Use of Angolan Immigrants in Western Zambia 59 Land Use of Angolan Immigrants in Western Zambia: Rethinking the Autonomy and Coexistence of Self-settled Refugee Communities in Host Countries Rumiko Murao ABSTRACT When studying self-settled refugees in Africa, driven by war from rural villages into a host country and losing property in the process, there has been an assumption that after achieving self-sufficiency, the livelihood of these groups is stable. Though there are attempts to refer their livelihoods to identify solutions of refugee problems, this assumption has not been examined comprehensively in the light of political change at the macro level. The present study examines actual land use and livelihoods among self-settled refugee Angolan immigrants in western Zambia in order to comprehensively clarify the dynamics involved in their reestablishment of an autonomous livelihood. The economy of this group depends on shifting cultivation in the woodlands of the Kalahari uplands and subsequent sale of crops. Because land use is limited by the traditional political system of Lozi people, who is the host in western Zambia, integrated into the Zambian government’s Land Act, these immigrants have opened shifting cultivation fields from the western edge of the woodlands to the east. Land transactions have therefore followed prior occupation, with a tacit understanding that primary forests have been left as patches among the fields. The immigrants’ strong desire to open the dispersed primary forests has been a source of intra-group competition. The autonomous land use of these self-settled refugees that shows new methods of land acquisition which reinforce practical units of common social organization, has demonstrated the dynamics of reestablished livelihood in a flexible and practical manner, allowing them to coexist in a politically marginalized situation in the host country.
