Referencias de las sentencias citadas. resumen El modelo canadiense de regulación de la competición electoral es, probable- mente, uno de los más interesantes del mundo, al colocar la preocupación por la equidad –o la igualdad de oportunidades entre los competidores– en el centro del debate. En su primera parte, este artículo ofrece un resumen de la construcción del modelo, prestando atención al papel que ha tenido en este proceso el diálogo entre el poder legislativo y el poder judicial. Many of its founding members had belonged to groups such as the Socialist Party of Canada, One Big Union, the Socialist Labor Party, the Industrial Workers of the World, and other socialist, Marxist or Labour parties or clubs. The party was founded as the Canadian section of the Comintern, and was thus similar to Communist parties around the world. The party alternated between legality and illegality during the 1920s and 1930s. It was initially illegal, and created the Workers' Party of Canada in 1922 as its public face. -

Abstract In this ethnographic study of the dynamic lives of a population of monuments in Ottawa, I argue that long after they have been unveiled, monuments are imbued with many capacities to act. Monuments inspire loathing or affection, and settle or disturb dominant understandings of place, nation, race, and gender. I suggest that monuments have these affective capabilities because they operate like ‘stone bodies’ in their urban environments. Additionally, spirited with a certain life-force, monuments have the ability to haunt, unsettling relationships between place, memory, and belonging. These affective charges of monuments are felt and expressed through articulations of imperial and colonial nostalgia, feminist and other activist mobilities and various articulations of patriotism. -

Beange Doctor of Philosophy Department of Political Science University of Toronto 2012 Abstract This thesis compares the public policies of campaign finance in Canada with those in the U.S. and the U.K. in the period 2000-2011. The majority of the Canadian literature on party finance demonstrates a belief in the efficacy and necessity of the enterprise. This dissertation suspends this disposition and offers a critical approach to the regulation of money in Canadian elections. This thesis situates the discussion of party finance regulation in the context of contending models of democracy. Campaign finance rule changes are conceptualized within a new institutionalist framework. Changes in campaign finance rules are seen as changes in incentives and are seen to work in configurations, that is, interacting with existing formal and informal constraints. New institutionalism provides the avenue of inquiry into the position of political parties on the boundary of the public and private spheres and how campaign finance regulation may shift that boundary. ii This thesis adopts a mixed-method approach, incorporating the results of 65 semi- structured interviews with academics and political practitioners with primary document research. This thesis demonstrates that campaign finance rule changes interact with other electoral rules, types of parties and the nation‘s historic institutions. -

1 Understanding Democracy as a Cause of Electoral Reform: Canadian Jurisprudence and Electoral Reform1 Richard S. Katz Dept. of Political Science The Johns Hopkins University Baltimore MD, USA This paper addresses the question of the sources of electoral reform that lie outside of the partisan political realm. In particular, it examines the case of electoral reforms that have been imposed, or that realistically might be imagined to be imposed, by the courts in Canada. The paper consists of three major sections. The first introduces the idea of judicial review as a source of electoral reform. The second lays out the major cases relevant to electoral reform that have been decided by the Canadian courts. The third attempts to impose some theoretical consistency on the Canadian jurisprudence in this field,2 and to suggest the possible consequences of adherence to this line of development. Introduction In an often cited article, Kenneth Benoit (2004: 363) presents a theory that “predicts that electoral laws will change when a coalition of parties exists such that each party in the coalition expects to gain more seats under an alternative electoral institution, and that also has sufficient power to effect this alternative through fiat given the rules for changing electoral laws.” In a similar vein, Josep Colomer (2005: 2) presents “a logical model and discussion of the choice of electoral systems in settings with different numbers of previously existing political parties.” These articles take clear positions on two long-standing and related debates. First (and most obviously the case with Colomer, but certainly implicit in Benoit) - and following a line dating at least to John Grumm’s 1958 article on the adoption of PR in Europe - they argue that party systems are best understood as a cause rather than a consequence of electoral systems. -

etitions Practical Guide October 2008 The House of Commons Stone ____________________ This sculpture, known as a “haut-relief”, graces the House of Commons Chamber and was co-designed by Eleanor Milne and Maurice Joanisse and carved by Maurice Joanisse. The base stone – which portrays an election campaign – was designed and carved by Maurice Joanisse. The entire haut-relief was installed on the west wall of the Chamber in 1985. The artwork symbolizes the elected House of Commons. On top is a mythical figure – a Janus – who is addressing the present as well as looking back in time and forward to the future. The two figures in tilted oval frames represent the Leader of the Opposition on the right; and on the left, the leader of the governing party who is, of course, the Prime Minister. On the left and right hand sides of the image are twenty elected representatives composing a quorum – the minimum number of Members required to constitute a meeting of the House. In the centre towards the bottom of the image sits the Speaker, the spokesperson and presiding officer of the House; at the top stands the Sergeant-at-Arms with the Mace in hand prepared to maintain order. In the centre of the image stands the Clerk, the custodian of the records of the institution, and adviser to all Members, and in particular, the Speaker. The House of Commons Stone is one of a series of twelve haut-reliefs depicting, in a symbolic and story form, the federal roles and responsibilities arising out of the British North America Act.
