World Forum, The Hague 20-22 June 2016 24th European Social Services Conference Ø Empowering communities Ø Combatting poverty Ø Improving services Programme The European Social Services Conference 2016 is produced by the European Social Network (ESN) in cooperation with the Netherlands Presidency of the Council of the European Union. THEME 24th European Social Services Conference World Forum, The Hague | 20-22 June 2016 Promoting the economic and social development of local communities is at the heart of the mission of social services. In the Netherlands – as elsewhere in Europe and globally – despite the encouraging signs of renewed economic activity, the future remains challenging for all those who rely on and provide local public services. With continued pressure on public finances, inequality, persistent poverty and divided communities remain a common challenge across Europe. With an increased focus on shared responsibility, social services recognise the need to engage and involve citizens in their communities. This means developing new ways for citizen participation in identifying their future needs and working with them as partners in the development and delivery of local services. Developing local solutions, however, is not without its challenges; managers and professionals have to build new relationships and seek new ways of working with local communities and local issues. At the same time there are many examples of innovative practice that can be shared from across Europe with regard to social planning and economic and social regeneration, the emerging role of social enterprise, the growth of public-private partnerships and the facilitating of the vital contribution of local ideas, energy and involvement. The 24th European Social Services Conference (ESSC) will explore how public authorities can collaborate more effectively with local communities and their citizens in combatting poverty and social exclusion. Vooruitblik en terugblik Zuid-Holland is een belangrijke motor van de Nederlandse economie: meer dan 20% van de banen, euro’s, R&D en export zit hier. Maar die motor hapert. In 2018 groeide de economie weliswaar bovengemiddeld. Maar als we kijken naar de afgelopen 10 jaar, dan groeiden de twee andere motoren, Brabant en Noord- Holland meer dan twee keer zo hard. Tegelijk heeft de regio een sleutelpositie binnen de grote transities – energie, digitalisering, circulair, veiligheid, gezonde voeding – die Nederland en Europa de komende jaren moeten realiseren. Deze cijfers en ontwikkelingen onderstrepen de urgentie om als bedrijven, kennisinstellingen en overheden verenigd in de EBZ gezamenlijk de schouders te zetten onder het realiseren van de economische strategie van de regio. Allereerst meer toegevoegde waarde creëren door in te zetten op crossovers tussen de sterke sectoren en de transities waar de regio en deze sectoren voor staan. Daarnaast zorgen voor excellent vestigingsklimaat voor bedrijven en mensen door goed arbeidsmarktbeleid, betere bereikbaarheid, robuuste energie-infrastructuur en aantrekkelijke steden. In de volgende hoofstukken laten we zien hoe we deze punten in 2018 vanuit de board geagendeerd hebben: ondernemend en toekomstgericht. Linco Nieuwenhuyzen | secretaris 2. As recently as 2000, the Dutch economy, boasting one of the highest rates of growth in the OECD, focused international attention on the virtues of the polder- model, a blend of cooperation and moderation between business leaders and trade unions in a constant search for compromise. On social issues, the Dutch “laboratory”, with its liberal penal climate, its acceptance of gay marriage, the re-opening of brothels, its permissive policies on drugs and the legalisation of euthanasia, inspired interest around the world. The perspective has changed enormously since the tragic events of 2002 and 2004, with the assassination of populist leader Pim Fortuyn and polemic filmmaker Theo Van Gogh, which brought the Netherlands face-to-face with the spectre of political violence, something that had previously been absolutely proscribed from national politics. Dutch society has also been beset by doubts about the continuation of its van- guard experiments – particularly in respect to drugs – and the increase in crime has prompted calls for limits to be placed on the sacrosanct principle of gedogen, or tolerance, in all areas.

Het programma van vanmiddag bevat de volgende onderdelen: - het bekendmaken van het Koninklijk Besluit door de griffier; - het afleggen van de belofte door mevrouw Krikke ten overstaan van de commissaris van de Koning. De chef kabinet leest dan de tekst van de belofte voor; - een toespraak van de commissaris van de Koning; - een toespraak van de burgemeester van Rotterdam, de heer Ahmed Aboutaleb, namens de kring van burgemeesters; - een toespraak van de locoburgemeester, de heer Baldewsingh; - een toespraak van de voorzitter van de vertrouwenscommissie. Dat ben ik dus; - een toespraak van de nieuwe burgemeester en - na afloop een receptie in het Atrium, waar de nieuwe burgemeester zich even later bij de genodigden gaat voegen.
