Ltd. (hereinafter called the construction unit, i.e. HPWTCIG), Hunan Yuhui Hydraulic and Hydropower Construction Supervision and Consulting Co. Ltd.(hereinafter called our company), as the independent external monitoring and evaluation unit, is responsible for independent external monitoring and evaluation on land acquisition and resettlement for ADB loaned Tugutang Navigation and Hydropower Complex Hunan of Xiang River Inland Water Transportation Project. Our company established Monitoring and Evaluation Department of Land Acquisition and Resettlement for Tugutang Navigation and Hydropower Complex (hereinafter called the M&E Department) in Dec. 2012. In April, 2013, the M&E Department worked out Terms of Reference for Monitoring and Evaluation on Land Acquisition and Resettlement for Tugutang Navigation and Hydropower Complex, and started monitoring and evaluation work from May of 2013. The M&E Department has performed seven field monitoring respectively in June 10~13, 2013, June 3~6, 2014, Jan. 4~31, 2015, July 10~13, 2015, Dec.26~30, 2015, June 26~30, 2016, and Dec.27~31, 2016, and has relevantly submitted the M&E reports for seven times to HPWTCIG and ADB. In Aug. 27~31, 2017, the M&E Department has organized the investigators to perform a 5-Day on-site investigation: the monitoring personnel, the construction unit (HPWTCIG), the migration management institution in the project site, the design unit, the migration integrated monitoring and some of the affected people's representatives have participated the meeting, collected the resettlement relocation data, and knew the resettlement progress. On this basis, the M&E Department prepared this M&E Report (No.8), with the date due to end of August, 2017. The M&E Department personnel have sincere thanks to the active cooperation and support from the ADB, the construction unit (HPWTCIG) and the migration management agents in the project site and other relevant units and personnel. 2 Contents 1. General 1.1 Background The dam site of Hunan Xiangjiang Tugutgang Navigation Complex is located in Yunji Town, Hengnan County, Hunan Province, and 39km away from Hengyang City. The Complex belongs to a Grade II project; main permanent hydraulic structures are in Class 3. The main structures of the Complex include: one kiloton single-line ship lock, with annual through capacity of 14.2 million ton; 17-sluice gate, with
