Conformity of Environmental Management Program ..................... 62 1 INTRODUCTION 1.1 Project Profile Tugutang Navigation and Hydropower Complex is a low head project, main functioning as navigation, combined with power generation, compatible with irrigation, water supply and aquaculture. Normal water storage level is 58.0m, corresponding reservoir capacity is 197 million m3 and the channelized waterway is 50 km, designed navigation capacity for ship lock is 1000t, the installed capacity is 90 MW. Tugutang Navigation and Hydropower Complex mainly comprise such three parts as the main works, temporary works, and resettlement works. The main works include structure work and supporting works; the temporary works include diversion work and construction auxiliary work, and resettlement works include residents’ relocation, reservoir area protection and restoration of special facilities. See detail in Table1.1-1. Table 1.1 - 1 Works of Tugutang Navigation and Hydropower Complex Project Works Component Ship locks brake, anchoring section, alignment section, navigation section, and section of lock head and sluice chamber, the total length is 1300m along the axis direction. the sluice chamber is 180 m Ship Lock ×23 m ×3.5 m (length ×width × water depth of gate sill). The ship will enter the chamber in curve way, and come out in straight way. The approach channel is 55 m wide and 530 m long. Sluice Gate has 17 orifices, the orifice width is 20 m, and pier width is 3.0m. Steel radial gate is adopted; Sluice gate the bottom plate of sluice gate is adopted with fold Main Complex line-type practical weir. The main structures in the plant area consist of main powerhouse, erection bay, downstream auxiliary powerhouse, central control building, plant upstream barrage dam, downstream flood wall, upstream entrance channel, tailwater channel, access traffic, Power Station outdoor GIS and main transformer yard, underground cable access and outgoing platform, outdoor gantry crane installation and overhaul platform, and retaining wall of gantry crane platform. The power station has total installed Project Works Component capacity of 90,000 kW, 4 bulb type units are installed,, each capacity is 22,500 kW. The pre-stress concrete will be built at 530m downstream of dam axis; carry out cantilever cast in construction of continuous rigid frame box bridges, the bridge is 144.72 m in total. The bracket is used as the foundation at pier upstream, service bridge is Bridge and road built across the sluice gate and main powerhouse works section, the bridge is 552 m long. The site road includes branches at both left and right bank, and their upstream and downstream road connects with original flood embankment, respectively, the road subgrade is 7.5M wide, with length of 1.8 Km and 3.5 Km, respectively. The flood embankment at left and right bank will be Moving flood moved, and used as site road as well. The auxiliary control dam at right bank is the section where the upper lock embankment and head connecting the moved flood embankment of the auxiliary dam right bank, with length of 47m. The auxiliary dam is adopted with earth dam. It is arranged at left bank of Xiangjiang River Complex upstream of dam axis, closing to the power station. Administration Area The Complex management area has area of 4.0hm2, with construction area of 7500m 2. Construct Hengnan new water source project at the New Water Source Leishui River, lay 8km long pipeline till Hengnan 1st Works Water treatment plant, the pump station is adopted with bank vertical shaft type. Upgrade the navigation mark of newly built kiloton navigation channel in Hengyang City, which is 89km Terminal away from Jinweizhou Complex. Build one kiloton Terminal and and vertical comprehensive berth at Songbai Port in Navigation Changning, build one kiloton vertical break bulk Channel berth at Yunji port in Hengnan. We applied the Input-Oriented Data Envelopment Analysis (DEA) method and the Malmquist Index Model to estimate the efficiency of PHCIs in 86 counties in Hunan Province from 2009 to 2017. Then, the Tobit model was used to estimate the factors that influence the efficiency of PHCIs. Since the implementation of the new health-care reform in 2009, the number of health resources in PHCIs in Hunan Province has increased significantly, but most counties’ PHCIs remain inefficient. The efficiency of PHCIs is mainly affected by the total population, city level, the proportion of health technicians and the proportion of beds, but the changes in per capita GDP have not yet played a significant role in influencing efficiency.

    AN ANALYSIS OF CURRENT PRESERVATION STRATEGIES FOR HUNAN ACADEMIES AND RECOMMENDATIONS FOR THEIR FUTURE Yuanyi Zhang Submitted in partial fulfillment of the requirements for the degree Master of Science in Historic Preservation Graduate School of Architecture, Planning and Preservation Columbia University May 2018 Abstract This thesis is a study of the Chinese academies as they currently exist and the protections they have as historic structures and places. Given the large number of academies and their widely distributed locations, Hunan academies are selected for case studies, seeking commonalities with respect to the types of buildings, their locations, their current uses, the state of their conservation and their success as historic sites well recognized by the local and national community. The governance framework of heritage conservation in China follows a top down policy- making structure. Although current legislation has secured basic legal protections on cultural heritage sites, the lack of precise interpretation of the law has consequently vested great autonomy during the implementation process and thus resulted in situations where overlooked academies are subject to material loses and shallow interpretations. To the case studies individually and as a group reveal the various forces and conditions impacting and controlling the current preservation strategies for these designated heritage sites. They also permit consideration of the opportunities and threats which arise in a variety of situations, emphasizing the overarching ideas of preserving the architectural integrity with respect to academies’ educational nature and cultural influence as well as the thorough presentation of the broad spectrum of academy history.
