La Syrie et les Etats-Unis organisent ce vide dans le calme, en raison de la va- cance présidentielle avec le départ du Président de la République Emile Lahoud qui, en quit- tant le palais présidentiel sans successeur2, a confié à l'armée la sécurité du pays. Cette partie du monde continue, encore et toujours, à être le champ clos d‘affrontement des grandes puissances, de leurs stratégies et de leurs propres intérêts.3 L‘arrivée des néo-conservateurs au pouvoir aux Etats-Unis et les attentats de Washington et de New York entraînent des changements majeurs dans la politique américaine au Moyen- Orient.4 Le gouvernement américain entend briser le statu quo dans cette région et la réorga- niser. L‘invasion de l‘Irak en est la conséquence directe et immédiate.5 Les Etats-Unis « amassent » leurs troupes dans la région pour remodeler le Moyen-Orient6 en redessinant ses 1 T. Korm « Les causes de la crise libanaise : l‘Europe contribue-t-elle à la solution ? » www.tayyar.org, 26 novembre 2007. 6 L‘expression anglaise du Proche-Orient. 8 frontières, afin d‘imposer la démocratie et modifier un très mauvais statu quo,1 pour imposer le « novus orbis terranum » (le nouvel ordre mondial)2dans les relations internationales; il s‘agit de la pre-emptive war (la guerre anticipatrice et non préventive). Ce nouveau principe permet à Washington de juger sur les intentions et non sur les faits pour déclarer la guerre à un pays qui pourrait constituer une menace.3 Et à ses côtés, évidemment, Israël, qui peut déci- der de la guerre et menacer à chaque instant la Syrie et l‘Iran et d‘une manière indirecte le Liban. En réalité, beaucoup de facteurs historiques participent aux maux du Proche-Orient : conséquences d‘une colonisation tardive, succès mais aussi échecs du mouvement national arabe, dégénérescence souvent dictatoriale des pouvoirs « socialistes » et « baasistes », poids d‘un islam particulièrement conservateur, etc. Alors, une succession ininterrompue d‘événements fait plonger la région dans une instabilité incontestable, surtout après les atten- tats du World Trade Center le 11 septembre 2001. Ainsi, « la situation paraît-elle explosive que la règle du jeu traditionnelle ne fonctionne plus ». Une guerre contre le terrorisme en Afghanistan où se refuge Oussama Ben Laden – l‘accusé principal des attentats de 2001-, une autre contre le régime baasiste de Saddam Hussein en Irak doté d‘armes de construction mas- sives qui a plongé le pays dans une terrible guerre civile. Et, actuellement, la menace chiite de l‘Iran qui est sur le point de se doter de la bombe atomique. C‘est avant tout l‘état de guerre incessant généré par le conflit israélo-palestinien qui transforme la région en une véritable poudrière.     Special Document File AN INDICATIVE ARCHIVE: SALVAGING NAKBA DOCUMENTS ILAN PAPPÉ This Special Document File examines the closure of documents on the Nakba in the Israeli archives and argues that this closure must be juxtaposed with recent Downloaded from http://online.ucpress.edu/jps/article-pdf/49/3/22/405154/jps_49_3_022.pdf by guest on 17 July 2020 intensified U.S. and Israeli attempts to depoliticize the Palestine question and to delegitimize the Palestinian narrative in general, and that of 1948 in particular. The documents are important because they expose the systematic nature of the 1948 ethnic cleansing of Palestine, both in planning and execution. Many of these documents have been copied and scanned by scholars over the years, but they are now no longer accessible to the public or to researchers. Collating, digitizing, and archiving these documents is the best response to the attempt to cover up the crimes against the Palestinian people in 1948. STARTING IN THE LATE 1980S, a group of Israeli scholars known as the New Historians published several monographs challenging the Israeli/Zionist narrative of the 1948 war that led to the dispossession and expulsion of three-quarters of a million Palestinians and the destruction of more than five hundred villages and localities in what had been Mandate Palestine. Palestinian historians had already written about the Nakba extensively prior to that, but never before had the narrative been substantiated by declassified archival material. The research made possible by such material, which constitutes the main contribution of the New Historians’ historiographical effort, categorically refuted a foundational Israeli propaganda claim that during what Israel calls its “War of Independence,” the Palestinians left their homes voluntarily to make way for the invading Arab armies coming to their rescue, thus becoming refugees by their own hands.

    Financing Racism and Apartheid Jewish National Fund’s Violation of International and Domestic Law PALESTINE LAND SOCIETY August 2005 Synopsis The Jewish National Fund (JNF) is a multi-national corporation with offices in about dozen countries world-wide. It receives millions of dollars from wealthy and ordinary Jews around the world and other donors, most of which are tax-exempt contributions. JNF aim is to acquire and develop lands exclusively for the benefit of Jews residing in Israel. The fact is that JNF, in its operations in Israel, had expropriated illegally most of the land of 372 Palestinian villages which had been ethnically cleansed by Zionist forces in 1948. The owners of this land are over half the UN- registered Palestinian refugees. JNF had actively participated in the physical destruction of many villages, in evacuating these villages of their inhabitants and in military operations to conquer these villages. Today JNF controls over 2500 sq.km of Palestinian land which it leases to Jews only. It also planted 100 parks on Palestinian land. In addition, JNF has a long record of discrimination against Palestinian citizens of Israel as reported by the UN. JNF also extends its operations by proxy or directly to the Occupied Palestinian Territories in the West Bank and Gaza. All this is in clear violation of international law and particularly the Fourth Geneva Convention which forbids confiscation of property and settling the Occupiers’ citizens in occupied territories. Ethnic cleansing, expropriation of property and destruction of houses are war crimes. As well, use of tax-exempt donations in these activities violates the domestic law in many countries, where JNF is domiciled.

    In November 1947, the population of Resistance and the Galilee was approximately 241,000. Survival in Central The vast majority were Palestinian Arabs Galilee, – with the number of Arab Muslims estimated about 169,000, Arab Christians July 1948–July 1951 about 29,000, and Druze about 10,700 – Adel Manna and the Jewish population about 31,790.1 At the end of the 1948 war, only an estimated 100,000 Palestinians, in just 70 out of 220 Arab localities, remained in the Galilee, having survived the ethnic cleansing of Palestine.2 In no other part of Palestine occupied by Israel in 1948 was so significant a portion of Palestinians (almost half) spared the experience of expulsion and exile. Geography as well as communal affiliation was a significant element in determining who remained in the Galilee. Druze villages remained in place and no harm was inflicted on the members of this community.3 As for the Christian communities in northern Palestine, it is safe to say that Israel’s sensitivity toward the West and the various Christian denominations there produced a more benign policy toward them. (This was particularly true in Nazareth, a holy city for the Christian world.) As a result, most of those living in Christian localities in the Galilee were able to stay put in this part of the homeland – although there are exceptional cases, such as Iqrit and Kafr Bir‘im, whose inhabitants were forced to evacuate their villages and were not allowed to return home. Muslims in the Galilee suffered from the harshest policies of ethnic cleansing.
