Press Note Dehraduun, April 25: Chief Minister Vijay Bahuguna paid tribute to late Hemvati Nandan Bahuguna on his 93rd Birth Anniversary in a program organized by Hemvati Nandan Bahuguna Smriti Samiti at Dunga House here today. Chief Minister Bahuguna remembering his father said that late Bahuguna had clear vision on the development of hill areas. He said that for him life was full of sacrifices and penance. “He always believed in maintaining harmony and benevolence with even his rivals and respecting them. He used to say that whether power remained or not but relations should always be there,” he said. Chief Minister said that his father was in opinion that the leader was successful in real sense only if he is easily accessible for the common man. Chief Minister Bahuguna said that in politics the good works were always remembered more after the death of that person. Mr. Bahuguna said that the wind of change in Uttarakhand had come not for the power but for the betterment and prosperity of the people of Uttarakhand. He said that people who divide the society on the basis of caste, religion and community could not be friends. He said that dignity ought to be maintained in the party organization by all. Mr. Bahuguna said “The people around you who tell you about your shortcomings are your real friends”. He said that though his birthplace was Allahabad his ‘Karmbhumi’ was Uttarakhand. Irrigation Minister Yashpal Arya said that late Hemvati Nandan Bahuguna was a man of vision and was good policy maker and administrator. -
How Do They Add to the Disaster Potential in Uttarakhand?
South Asia Network on Dams, Rivers and People Uttarakhand: Existing, under construction and proposed Hydropower Projects: How do they add to the disaster potential in Uttarakhand? As Uttarakhand faced unprecedented flood disaster and as the issue of contribution of hydropower projects in this disaster was debated, one question for which there was no clear answer is, how many hydropower projects are there in various river basins of Uttarakhand? How many of them are operating hydropower projects, how many are under construction and how many more are planned? How projects are large (over 25 MW installed capacity), small (1-25 MW) and mini-mirco (less than 1 MW installed capacity) in various basins at various stages. This document tries to give a picture of the status of various hydropower projects in various sub basins in Uttarakhand, giving a break up of projects at various stages. River Basins in Uttarakhand Entire Uttarakhand is Uttarakhand has 98 operating hydropower part of larger Ganga basin. The Ganga River is a projects (all sizes) with combined capacity trans-boundary river of India and Bangladesh. The close to 3600 MW. ABSTRACT OF THESIS A POLITICAL ECOLOGY OF THE CHIPKO MOVEMENT The Indian Chipko movement is analyzed as a case study employing a geographically-informed political ecology approach. Political ecology as a framework for the study of environmental movements provides insight into the complex issues surrounding the structure of Indian society, with particular attention to its ecological and political dimensions. This framework, with its focus on social structure and ecology, is distinct from the more “traditional” approaches to the study of social movements, which tend to essentialize their purpose and membership, often by focusing on a single dimension of the movement and its context. Using Chipko as a case-study, the author demonstrates how a geographical approach to political ecology avoids some of this essentialization by encouraging a holistic analysis of environmental movements that is characterized by a “bottom-up” analysis, grounded at the local level, which also considers the wider context of the movement’s growth by synthesizing socio-political and ecological analyses. -

India Abstract As regards Bahuguna’s thought and his propagation of small community based and need based approach to environment, what is conspicuous is the inherent thread of local consensus that can serve as the life blood of ‘communitarian form of environmentalism’. Its strong point is not the technological bulwark but rather it inheres in the legitimacy that such form of environmentalism enjoys. It is neither too much consumerism oriented and profligate nor it is idealistic in the sense of western copybook version of conservatism. Keywords:Environment, Social Reconstruction, Bulwark. Introduction The paper on which we shall discuss focuses on the ideas and activities of Sri Sunderlal Bahuguna (1927- till now), a well- known figure to the students of Indian Environmentalism. To put things in the proper perspective I would like to begin by highlighting a few points having bearing on the topic and which would actually help us to understand the basic framework of this research paper. -
The Chief Minister, Vijay Bahuguna, Attended the 33Rd Indian
Government of Uttarakhand Information and Public Relations Department Media Center secretariat Press Note New Delhi /Dehradun; 25rd Nov,2013 : The Chief Minister, Vijay Bahuguna, attended the 33rd Indian International Trade Fair on the occasion of Uttarakhand Day organised at Pragati Maidan in New Delhi today. A cultural evening was held to mark the occasion. Several artists from Uttarakhand performed at the cultural evening organized at the Lal Chowk Theatre. The audience witnessed the rich and historic culture of Uttarakhand through the performances held today. This event was held by the Industrial Department with the help of the state’s cultural department. During his visit, the CM also went around the Uttarakhand Pavilion at the trade fair and took information about the products on display. At the pavilion, there are 50 stalls of handicraft, 23 of food items and 22 of business stalls in hall number 6. The products of the state have received great appreciation at the international trade fair and thus have done good business. Exhibitors have received several enquiries and orders. This year the attraction of the fair were the mementoes produced by the Uttarakhand Handicraft Department. These have been developed with the help of the Uttarakhand Small & Medium Scale Industries Department along with the National Institute of Design, Ahmedabad. NID has made an effort to develop the state’s handicraft industry according to the market demand and turn it into a source of employment. Thus, new designs of candles are being developed in Tamra Shilp at Bageshwar, Ulan and Ringal Shilp at Uttarkashi, Aipan at Almora and Nainital districts. -

Uttarakhand Flash Flood
Uttarakhand Flash Flood drishtiias.com/printpdf/uttarakhand-flash-flood Why in News Recently, a glacial break in the Tapovan-Reni area of Chamoli District of Uttarakhand led to massive Flash Flood in Dhauli Ganga and Alaknanda Rivers, damaging houses and the nearby Rishiganga power project. In June 2013, flash floods in Uttarakhand wiped out settlements and took lives. Key Points Cause of Flash Flood in Uttarakhand: It occurred in river Rishi Ganga due to the falling of a portion of Nanda Devi glacier in the river which exponentially increased the volume of water. Rishiganga meets Dhauli Ganga near Raini. So Dhauli Ganga also got flooded. Major Power Projects Affected: Rishi Ganga Power Project: It is a privately owned 130MW project. Tapovan Vishnugad Hydropower Project on the Dhauliganga: It was a 520 MW run-of-river hydroelectric project being constructed on Dhauliganga River. Several other projects on the Alaknanda and Bhagirathi river basins in northwestern Uttarakhand have also been impacted by the flood. 1/4 Flash Floods: About: These are sudden surges in water levels generally during or following an intense spell of rain. These are highly localised events of short duration with a very high peak and usually have less than six hours between the occurrence of the rainfall and peak flood. The flood situation worsens in the presence of choked drainage lines or encroachments obstructing the natural flow of water. Causes: It may be caused by heavy rain associated with a severe thunderstorm, hurricane, tropical storm, or meltwater from ice or snow flowing over ice sheets or snowfields. Flash Floods can also occur due to Dam or Levee Breaks, and/or Mudslides (Debris Flow). -

Roorkee Water Conclave 2020 Melt Water Characteristics of Gangotri Glacier, Headwater of Ganga River Manohar Arora* & Jatin Malhotra National Institute of Hydrology, Roorkee, Uttarakhand, India Abstract: Behavior of glacier plays an important role in runoff delaying characteristics of the glacier. Changes in delaying characteristics of the runoff over the melt season can be understood by studying the variation in time to peak (tp) and time-lag (t1) between melt generation and its emergence as runoff. In this study, the runoff delaying characteristics of the Gangotri Glacier in the Garhwal Himalayas (glacierized area 286 km2; drainage area 556 km2) have been studied. For this purpose, hourly discharge and temperature data were monitored near the snout of the glacier for the entire ablation period (May-October, 2010). In the early stages of the ablation period, poor drainage network and stronger storage characteristics of the glaciers due to the presence of seasonal snow cover resulted in a much delayed response of melt water, providing a higher tl and tp. In the beginning of melt season, the night time flow is almost equal to day time flow, but in the later part of the melt season, night time flow is slightly lower than the day time flow. This analysis suggests that storage characteristics are much stronger in the early part of melt season and reduce as the melt season progresses. ENVIRONMENT v. DEVELOPMENT REVISITED: CONTRIBUTIONS OF INDIA'S JUDICIARY TO THE CONFLICT RESOLUTION Rahmatullah Khan*' 1. INTRODUCTION On 7 November 1990, the Supreme Court of India issued a significant Order (Writ Petition No 12819 of 1985, mimeograph copy) dismissing a petition filed under Article 32 of the Constitution by the Tehri Bandh Virodh Sangarsh Samiti [Tehri Dam Opposition Committee] and others. Petitioners had requested the Court to issue a restraint order to the Gov ernment of India preventing it from constructing a huge hydro-power project and a dam on the river Tehri on the ground that the dam posed a serious threat to the life, ecology and environment of the entire northern India as the site of the dam was prone to earthquakes. It was argued that expert testimony indicated that the pattern and consistency of earth quakes in the region were likely to have left a 200 to 300 kilometres length of fracture along the convergence boundary roughly covering the region from Dehradun on the west to the India-Nepal border in the east. Petition ers had good expert testimony on their side. The project had been considered by the Environmental Appraisal Committee (EAC) of the Ministry of Environment and Forests which unan imously rejected it on the ground that its geological and seismic setting posed grave hazards, and the accompanying ecological and social conse quences were unacceptable. Petitioners also highlighted the rather belated note of dissent submitted by Professor V. K.
