Topham AIRPORT COMMISSION MEETING June 9, 2015 The meeting was called to order at 5:00 pm by Chairman Daniel Drake with the following Commissioners present: Arthur Gasbarro and Jeanette Topham. Participating by phone, due to geographical distance, were Commissioners Anthony Bouscaren and Andrea Planzer. The meeting took place in the 1st floor meeting room at the Public Safety Facility, 4 Fairgrounds Rd. Nantucket MA. Airport employees present were: Thomas Rafter, Airport Manager, Mae Williams, Administrative Assistant, and Janine Torres, Office Manager. Mr. Drake announced the meeting was being recorded. Mr. Drake asked for comments on the Agenda. Hearing none, the Agenda was adopted. Ms. Topham made a Motion to approve the 4/9/15 Workshop minutes and the 5/12/15 minutes. Second by Mr. Gasbarro and Passed by the following roll-call vote: Mr. Bouscaren – Aye Ms. Planzer – Aye Ms. Topham – Aye Mr. Gasbarro - Aye Mr. Drake - Aye Mr. Gasbarro made a Motion to ratify the Warrants of 5/20 /15 and 6/3 /15. Second by Ms. Topham and Passed by the following roll call vote: Mr. Bouscaren – Aye Ms. Planzer – Aye Ms. Topham – Abstained Mr. Gasbarro – Aye Mr. Drake – Aye Public Comment None 06-2513-3 Voluntary Noise Compliance Program Update Mr. Rafter reviewed the noise compliance audit results for May and the first week of June noting the 15% discount would no longer be allowed for the airlines that are not in compliance beginning with the month of June. Mr. Rafter reported a meeting was held with Tom Cunningham of Island Airlines to review the January 2015 elimination of the single engine exemption to the N oise A batement Letter to Airmen which Mr. Cunningham expressed his concerns regarding RW24 departures and the potential cost to the airline. Mr. Joe Rose, Chief Pilot of Island Airlines reviewed the additional time and costs associated with the Caravan when following the a batement routes . Discussion continued resulting with Mr. Gasbarro suggesting working together to find a middle ground solution , and to include altitude components and Noise testing . Mr. Drake opined he understands the need for cost savings to provide proper air service but we need to be respectful of the community. Mr. Gasbarro made a Motion to postpone enforcement of the Noise Abatement Incentive program until the July meeting. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Ms. Topham – Aye Mr. Gasbarro – Aye Ms. Planzer – Aye Mr. Bouscaren – Aye Mr. Drake – Aye Pending Leases and Contracts Mr. Rafter presented the following Leases and Contracts: Hyannis Air Service, Inc. – Signatory Airline with office space for $96,480.00; Annual Business Fee of $1,500.00 plus Landing Fees Wiggins Airways – UPS/Fedex Freight Operations; Annual Business Fee of $1,500.00 plus Landing & Freight Fees Island Airlines – Signatory Airline with office space for $44,360.00; Annual Business Fee of $1,500.00 plus Landing Fees Sayle’s Seafood – Beach License for Catered Beach Events; Annual Business Fee $1,500.00 Nantucket Express – Aircraft Charter and Business Phone; Annual Business Fee $1,500.00 plus Landing Fees Jet Blue Airways – Seasonal Airline with office space for $38,280.00; Annual Business Fee of $1,500.00 plus Landing Fees – PENDING United Airlines – Seasonal Airline with office space for $15,920.00; Annual Business Fee of $1,500.00 plus Landing Fees – PENDING Scheidt & Bachmann USA – Contract Amendment #1 to extend expiration date to 9/30/15; Repair of Exit Gate Housing New England Fire Equipment & Apparatus Corp – Contract for $7,091.00 for ARFF Truck Inspection & Servicing ShoreTel, Inc. – 3 Year Contract for Cloud Based VoIP Phone System with T-1 Circuit PENDING Ms. Planzer questioned why Wiggins Airline is written as a Lease and not an Operating Agreement like Nantucket Express. Mr. Rafter stated it will be looked into and rectified next season. Mr. Gasbarro commented on Cape Air ’s Noise Abatement compliance. Mr. Rafter is meeting with them on Friday, June 12, 2015. After noting both Island Air and Cape Air’s willingness to 6.9.15 Airport Commission Meeting Page 2 of 7 discuss noise abatement, Mr. Gasbarro made a Motion to accept the contracts and leases as shown on Exhibit 1, excepting JetBlue, United, and Shor e tel. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Ms. Planzer – Aye Mr. Bouscaren – Aye Ms. Topham – Aye Mr. Gasbarro – Aye Mr. Drake – Aye Pending Matters: Mr. Rafter reported: 042214-2 Formerly Used Defense Site (FUDS) Status – A conference call with Army Corp of Engineers (ACE) regarding the debris tree pile resulted with the pile to be removed under the Army Corp supervision. 011315-2 General Fund Repayment Proposal – There has been no forthcoming information. Carbon Neutral Program Update – A meeting is set for Tuesday, June 30, 2015 at 1:00pm with MassDOT and Volpe. 022613-2 Master Plan and Sustainability Program Update – Mr. Rafter reported: A r evised financial section is in the final stages with the consultant from Jacobs to create a white copy of the Rates & Charges. He suggested that a member of Town Fin ance Com mittee , Brian Turbitt, Town Finance Director, and a member of the Commission meet with Jacobs to review the final document. GA/Admin Building Update –: 060915-1 Ratify Change Orders - Mr. Rafter presented the last two outstanding Change Orders: i. PCO #003 Revised for $3,052 ii. PCO #028B for $1,460 Mr. Gasbarro made a Motion to approve PCO #003 and PCO #028B. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Mr. Bouscaren – Aye Ms. Planzer – Aye Ms. Topham – Aye Mr. Gasbarro – Aye Mr. Drake – Aye 060915-2 Ratify Union Contract 7/1/14-6/30/17 – Mr. Rafter reported some housekeeping items have been clarified that do not change the substance of the contract. Mr. Rafter recommended ratifying. Ms. Topham made a Motion to ratify the Union Contract dated 7/1/14. Second by Mr. Gasbarro and Passed unanimously by the following roll-call vote: Ms. Topham – Aye Mr. Bouscaren – Aye Ms. Planzer – Aye Mr. Gasbarro – Aye Mr. Drake – Aye 6.9.15 Airport Commission Meeting Page 3 of 7 MassDOT Grants – Mr. Rafter presented three Grants: 060915-3 Airport Safety Management Program (ASMP) Grant Award and associated Grant Assurances for 80% reimbursement of the Operations vehicle purchased in March for $45,396.00. 090914-2 Security Upgrades Grant to extend the previously awarded Grant expiration date to 9/30/15 090914-3 Purchase Airport Rescue and Fire Fighter (ARFF) Truck to extend the previously awarded Grant expiration to 6/30/15. Ms. Topham made a Motion to accept the Grant for the Operations vehicle for $45,396.00. Second by Mr. Gasbarro and Passed unanimously by the following roll-call vote: Ms. Planzer – Aye Mr. Bouscaren – Aye Ms. Topham – Aye Mr. Gasbarro – Aye Mr. Drake – Aye Mr. Gasbarro made a Motion to extend the two (2) Grants. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Ms. Topham – Aye Ms. Planzer – Aye Mr. Bouscaren – Aye Mr. Gasbarro – Aye Mr. Drake – Aye Manager’s Report Other Project Updates – Mr. Rafter reported: Security Ramp light on the North Ramp is to be installed on Wednesday, June 10, 2015. A credit due to the time delay has been requested as well as a full credit for the interactive training that has been rejected for not meeting the spec. North Ramp R ehabilitation will need to be re-bid due to a change in scope. These bids are due by Wednesday, June 24, 2015 at 1:00 pm. Air Traffic Control Tower (ATCT) construction contract award is being finalized. ShoreTel Phone system will be pending for one more month. Flight Information Display Systems (FIDS) – 2 screens have been replaced and we are looking to add an additional monitor at the Air Taxi gate including an on-line APP. Runway painting caused a complaint from a JetBlue passenger who se flight was delay ed . Maintenance has accomplished a great deal in spite of bad weather, flights, and the short window in-between seasons. FBO Parking Lot re-layout has been completed. Curb stops or timbers along the fence will be installed. Repair s to the parking lot exit housing is planned and communication with Schiedt & Bachmann to transition from the coin to a bar code system is in progress. We are also looking into new software to update the servers and software after the fiscal year. The seasonal maintenance employee will be trained on the system and will be working on Sundays. RFP/Bid Status – Mr. Rafter reported: Snow Removal Equipment (SRE) Snow Blower - will be awarded to the low bidder ; Kodiak, for $69,700.00. Fence Repair bids came in excessively higher than the quote. 6.9.15 Airport Commission Meeting Page 4 of 7 Tug Bids are still in progress. Airport Rescue and Fire Fighter Training consultant has been changed. Sun Island Road parcel RFP is still in process. Our lease policy is being reviewed to develop the best practices. Rules and Regulations are being reviewed. Operations – Mr. Rafter reported: Electronic Device Policy draft was asked to be reviewed by the Commission for comments and discussion at the next meeting. APP - based Transportation Network Providers such as UBER – San Francis c o A irport has worked with American Association of Airport Executives (AAAE) to establish a policy allowing airports to remain in compliance with grant assurances.
