Tsai* Geography Graduate Group, University of California, Davis, California, USA *Corresponding author. Email: [email protected] Abstract Croatia’s monumental second-place finish at the 2018 FIFA World Cup represents the highest football achievement to date for the young nation. This victory, however, masks violent internal divisions between its domestic club football teams. This article examines the most salient rivalry between Dinamo Zagreb and Hajduk Split, two teams that have evolved to represent the interests of Croatia’s north and south, respectively. Using interviews with radical football fans, I argue that the two teams act as reservoirs for regional identity-building while violence between their fans is a microcosm for political and economic tensions between Zagreb and Split. More importantly, this rivalry exposes the dividedness of the Croatian state, as it continues to grapple with the complexity of its radical regional identities in the wake of its independence from Yugoslavia. This article contributes to the existing body of literature on sports identity and regionalisms/nationalism as well as how sporting teams shape the geographies of belonging. However in 1991, the country descended into a tragic and bloody civil war, causing over two hundred thousand deaths and the migration of thousands. The disintegration of Yugoslavia produced seven independent countries: Serbia, Croatia, Slovenia, Bosnia and Herzegovina, Macedonia, Montenegro and Kosovo. The disintegration of Yugoslavia has been analyzed from different analytical perspectives. This project utilizes the analytical context of Yugoslavian popular culture, and focuses on the most popular sport in the country, football.

The legacy of the recent Yugoslav Wars of the 1990s persists to this day and contributes to ongoing ethnic and political tensions. External actors including Russia, Saudi Arabia, and Qatar are exploiting these tensions to service their own agendas of ethnic or political dominance. In addition, citizens in the Western Balkans are increasingly disillusioned with their local governments and the West (specifically, the US, EU, and NATO). Collectively, these tensions and disillusionment, intentionally aggravated by external actors, fuel Islamist and far-right radicalization and recruitment. Based upon a review of the secondary academic and policy literature as well as in- depth interviews with subject matter experts and on-the-ground practitioners, this report examines the drivers and mechanisms of Islamist and far-right radicalization and recruitment in the Western Balkans — specifically in Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia. After reviewing these drivers, we propose potential responses with an emphasis on strategic communications and local ownership. These include increasing media literacy, the development of local fact-checking institutions, the promotion of impartial journalism, fostering the development of counter-narrative and inoculation messages delivered through strategic cultural sectors, and support for local pro-democracy organizations and groups.
