Statement of Qualifications SECTION 5 – MUNICIPAL SERVICES unicipal Services (Public Works) projects collectively encompass a wide variety of engineering projects understood to benefit the general public. These projects are generally considered infrastructure-related, and include the design and construction of highways and roadways, water storage, treatment, and transmission systems, wastewater conveyance and treatment systems, flood control facilities (including dams), M municipal airports, schools, recreational facilities, and alternative energy projects. Public Works projects are typically commissioned and financed by government entities, and by extension of tax revenue, the public itself. As such, these projects can be very high profile, as they require a high level of accountability to taxpayers. Subsequently, efficient project management and strict adherence to budgetary constraints is key to the success of these projects. JBA has been closely involved with public works and capital improvement projects since our inception in 1941. Our first significant municipal project, the design of a water treatment facility and municipal airport for the City of Hawthorne, CA, paved the way for 68 years of municipal experience that helped to establish close professional relationships with numerous public agencies in Southern California. Our major public works successes include civil engineering for the original construction of Ontario International Airport, engineering design of 23 miles of 48" water transmission main line in San Bernardino, CA, engineering design of 70 miles of miscellaneous-size water transmission main line Phelan, CA, engineering design of Champions Park in Inyo County, CA, and engineering design of a 66" water transmission main line for the Metropolitan Water District of Southern California (MWD) in Cadiz, CA. In the last year, JBA has provided construction management services to the Lake Arrowhead Community Services District (LACSD) for the Grass Valley Recycled Water Project and project management/engineering consulting services to the San Bernardino Valley Water Conservation District (SBVWCD) Santa Ana Groundwater Recharge Project. Recently, the San Bernardino County Flood Control District (SBVFCD) awarded JBA the Rimforest Hydrology Feasibility Study Project. JBA's survey crews currently provide on-call surveying services to the cities of San Bernardino and Loma Linda. In addition, JBA is currently involved with various large- scale Alternative Energy and "green" projects in California (see Appendix “A”). Our firm is conveniently located on Arrowhead Avenue in the City of San Bernardino, affording us quick access to numerous municipalities in Southern California (within walking distance of most County of San Bernardino offices, a 15-minute drive from most Riverside County offices, and within an hour of most Los Angeles County offices). Many public agencies in Southern California utilize the hydrology/hydraulics software developed by our sister company, Civildesign® Corporation, for their own projects. CivilDesign® generally provides this software (as well as technical support) to municipalities at reduced cost. We believe that our software development efforts have served to strengthen our public agency relationships by providing an ongoing collaboration between our hydrology/hydraulics software developers and County Flood Control Districts. Municipal Services Project Experience Professional Services for Public Agencies - General JBA provides on-call and contract-based engineering, surveying, and mapping services to public agencies on an as-needed basis. Currently, JBA provides on-call surveying and map checking services to the City of San Bernardino and on-call surveying services to the City of Loma Linda and the City of San Bernardino Unified School District. Joseph S.C. Bonadiman, P.E. acted as Interim Engineer for both the Lake Arrowhead Community Services District (LACSD) and the San Bernardino Valley Water Conservation District (SBVWCD) during transition periods of both Districts, and JBA continues to provide general consulting services to both LACSD and SBVWCD. Related services can include surveying/mapping, easements research/acquisition, and the preparation of environmental documentation and acquisition of agency permits. Flood Control & Water Resources Engineering JBA has a long history of successful municipal flood control and water resources projects, due in part to the ongoing development of hydrology and hydraulics software by our sister company, Civildesign® Corporation. We have provided professional engineering design services for the new construction of large flood control channels, basins, dams, and ponds, recharge basins, reservoirs, and evaporation ponds, and have prepared hydraulic analyses, scour analyses, and floodplain analyses for the improvement, repair, and protective measures of numerous existing flood control structures in Southern California. We have also prepared large hydrology master plans and FEMA Letters of Map Revision (LOMRs) and Certified Letters of Map Revision (CLOMRs) for the benefit of various agencies.
