The FIFTY-SIXTH ANNUAL REPORT of the General Committee of Management. TO THE GOVERNORS AND SUBSCRIBERS. Ladies and Gentlemen, As those who have had tho honor of being entrusted by you with the management of this large and growing Institution we have now the pleasure of rendering you an account of our steward• ship for the year ended on the 30th June, 1908. The year just closed has been a very busy one daring the latter half, owing to the number of Typhoid cases nursed which totalled 90, only 4 patients dying, which is a very satisfactory average. The total nurahe.- cf patients passing through the Intitution was 2014. Of these 1014' were admitted to the wards. Out-Door Patients—Number admitted, Males, 512; Females, 531; Total, 1043. Number of occasions on which they attended, 48«2. The average Rate of Mortality has been 7.1 for all cases, 6.2 for Hospital In-Door Patients. Sine deaths occurred within 24 hours of admission, these cases were hopeless on their arrival. The total number remaining in the Institution on 30th June, 1908, was 149. The amount to Credit of Endowment Fund is £4360 and of the Reserve Fund £3549 together with £100 part endowment of the Comunn Na Feinne Bed. The Government Grant was £2,500. £16 lis. 6d. was collected in state schools. All who helped are sincerly thanked for their kindness. JSIoriac State School ... 0 5 0 Visitors Monthly Report?.—Two Members of the General Committee have been appointed monthly throughout the year to inspect and report on the condition and working of the Institution. Their repoit< always expressed fatisfaction Infectious Wards.—These were opened officially hy the Hon. the Premier, on the 11th March, and named the Queen Victoria Memorial Wards, in the presence of a large and representative number oF subscribers to the building who were the guests of the President, Mr. G. Maitin. Severn] short speeches were made and the Premier in reply to a request from Mr. Martin said that he would give a farther £300 to extinguish (ho debt of £500 owing on tho Buildings, etc., if the Committee could raise £200 locally. This was enthusiastically approved by all present. Tho quests thni paitook of Afttrnoon Tea, and a very pleasant function was brought to a close after the Wards hail hern inspected by the public, many of the guests volunteering their assistance to obtain the amount necessary. Subsequently an active canvas of the district was made and the required £200 taisedto claim the Treasurer's promise. The Public and Municipalities giving generously and liberally. In this appeal the Geelong Press took a leading part and it is sincerely thanked for the great assistance rendered In August the ladies of the town and district headed by the acting Ma)oiess Mrs. Frank Auslin, held a Ball in aid, which was admiiably carried out hy the Committee an

Tlie Institution is well and economically managed." Financial and General.—Tie revenue for the past year lias been well: maintained. The Government Grant "was £2,500. . Tie stay of In-patients was 25 days for all cases, which is witlin tie prescribed Government limit. The expenditure on maintenance shows an increase, which is principally owing to the marked advance in tie cost of all provisions and the greater number of patients. The number of Typhoid patients has alto helped to swell tie total. The dai'y average occupied beds was 157, and the average cost per bed occupied £32 9s. Hospital Saturday and Sunday.—£396 15s. was collected. This is a slight increase on the previous year's collection, for which your Committee are very tlankful. To tie Churcles your Committee tenders their sincere gratitude, also tie Geelong Artillery Band. Included in tie above collection is an amount of £23 collected in tie town on Saturday by nurfesMoakriclge, Buckham, Weekly, P. Parry, Z. Parry, Sowell, Auderson, Webb, Tapp aiidHill,tlie Salvation Army Officers also lelped, to whom your Committee tender thanks. Messrs. Dalgety & Co., Deiinys, Laseelles, Austin & Co., and T. Bostock lent their motor-cars arid chauffeurs on the occasion to transport the nurses about quickly. They are hereby sincerly thanked for their kindness. It would be a great assistance io our nurse collectors if some of the ladies of the town would volunteer to collect on Hospital Saturday, as in and other large towns. Up to tho present the pressing invitations of the Secretary and Committee to come and lelp, lave not been accepted'even in isolated cases. Entertainments in Aid.—All who lave in any way assisted, either as performers, promoters or subscribers, are thanked for their aid The sum of £52 was received under this heading. Your Committee regrets that it is not larger. Special donations have been received from tie Executors of tie Edward Wilson ArgtH Fund, £50 ; Fellon Bequest Committee, £ 15 ; Major J. C. Bartlett, Pralran, £50. Your Committee greatly appreciated the valued lelp received from these generous donors and tlanks tlem for their munificent assistance. Nurses' Training School.-—During tlie year Nurses Ritchie, Smythe, Tapp, and Sewell passed their final examination. Tie two former laving completed their 3 years training, lave left the Hospital. At the expiration of Nurse Hill's training, she was appointed staff nurse for a period of 6 months. Nurses Davies, Arnold and Seward lave been accepted for a period of 3 years training. We would like to place on record tie manner in wlicl tlo Nursing Staff served the Hospital during the very exceptional Typhoid season of this year. Tie admission of Typhoid Patients was so numerous and so sudden, tlat it was found most difficult to provide a sufficient increase in the Nursing Staff. While arrangements were being made, tie Nurses rose to tie occasion and did their duty nobly through a most trying fimo. Bequests.—Executoi'3 of late Elizabeth Hilson, £12 6s. 3d.; Estate 0. Watson, deceased, £20; Estate A. Summerfield, deceased, £10.; Estate late Ronald Robl, £25. Life Subscribers and Governors.—Major J. C. Bartlett, 146 William Boad, E. Prahraa, donation of £50, Life Governor; Mr. J. Seaiie, Drysdale, was electei a Governor for 2 years in 5

March as Executor of the will of the late Mrs.E. Hilson. Mr. J. Hamilton, Lock Street, Bast Geelong, was elected a Governor for 5 years, as Executor of the will of the late Pauline Ellison. These Executors were elected by the provisions of the recently amended rales, giving greater privileges in this direction. Mr. J. W. Martin, Kilgour Street, Geelong, Life Subscriber on account of £20 donation by the Geelong Eight Hours Anniversary Committee ; Mr. Henry Young, Geelong, Life Subscriber, on account of donation by the Geelong Football Club of £25; Mr. Jas. McDonald, Inverleigh, Life Subscriber, on account of donation by Inverleigh Ball Committee of £22 3s. 6d. Staff.—Mr. G. W. Franklin, Dispenser, resigned in February, and Mr. C. J. Eynon was appointed in his stead. No other changes have occurred. Medical Staff.—Drs. A. W. Marwood, F. J. Newman, T. J. M. Kennedy and G. McCallum, were re-elected hy the Subscribers at the last election, with Dr. R. G. McPhee as Hon. Anaesthetist, and Dr. H. F. Elvins as Hon. Skiagraphist. Drs. J. Small and P. Croker continue to act as Hon. Consulting Officers. They carry out their gratuitous services with commendable zeal and attention to the patients. The Committee's thanks are conveyed to them for their assistance. With the exception of Drs. Small and Croker they now retire, but are all willing to be re-elected and offer themselves accordingly. Gifts of Ice and Fish.—Messrs W. Humble & Sons again supplied the Institution with Ice and Cool Storage during the whole summer free of charge, and the Queenscliff Fishing Company gave numerous donations of Fish, as also did the local Inspector of Fisheries. The Committee's thanks are herewith conveyed to these kind subscribers. Votes of thanks are hereby tendered to the Ladies' Flower Mission for supplying cut flowers weekly throughout the year; to the ladies of the High Church Working Guild for bed jackets and slippers ; to Mr. J. P. Day, Curator of Gardens, for quautity of trees and box plants, etc.; to Committee of Women's Work Exhibition for £33 worth of furniture. Grateful thanks are given to the Press for the valuable and gratuitous assistance it has at all times given to the Institution ; also to the proprietors of the following papers for the snpply of their respective papers : "Australasian," "Leader," "Weekly Times," "Argus," "Age," "Geelong Advertiser," " Geelong Times," "Ballarat Star," " Ballarat Courier," "Messenger," "Southern Cross," "Advocate" and "Worker." It is extremely difficult for the Committee to adequately express their gratitude to tho many unselfish helpers in the work of Charity. For the varied and liberal donations of all kinds the Committee desire to express sincere thanks. Christmas Dinner.—Messrs, J. Nicol and J. P. McCahe Doyle with the Secretary canvassed the town for donations to the Christmas Dinner, which was generously responded to. Tho repast which was of the usual bounteous order was done full justice to by the patients and inmates, after which new pipes, extra tobacco and cigars were the order of the day, which had been thoughtfully provided by two kind gentlemen. All who contributed in any way are most heartily thanked. The list of Subscribers is published further on. Board of Management.—Geo. Martin, Esq., J.P., was re-elected President at tho last Annual Meeting. J. Nicol, Esq, and C. Shannon, Esq., Vice-Presidents. J. W. Sayer, Esq., Hon. Treasurer. With sorrow we have to record the death of a respected Member of Committee, the late Rev. J. MeTaggart Evans, who took an earnest interest in the Institution. The Rev. Henry Kelly was elected to nil his place. The Rev. J. A. Forrest was elected at the last Annual Meeting to fill the Beat rendered vacant by the resignation of the Rev. A. Davidson. It is with regret that your Committee have to announce the fact that Mr, J. W. Sayer who has occupied the position of Hon. Treasurer for many years has signified his intention of not standing for re-election ; he has proved himself to be a very indefatigable member of the Committee and his retirement is much regretted. Yimr Committee desire to thank him for his many services to the Institution. In accordance with the Bye-Laws ftie Rev. H. Kelly now retires, but is willing to be re-elected. The following Members of the Committee also go out by effluxion of time having been longest in office:—Dr. J. Small, Rev. E. Harris, Messrs. W. W. Bradley, W. Humble, and J. Purdie. They are all eligible for re-election and offer themselves accordingly. During the year 12 Meetings of the General Committee, 52 of the House Committee and 12 of the Finance Committee have been held. In conclusion, the Committee of Management hopes that the public will continue to give a generous support to an Institution which aims to help the sick and suffering poor, and to provide a home for those who have none. Qualification, Designation and Privileges of Benefactors.—Bye-Law No, 5.—'a, following shall he tho qualification, designation, and privileges of Governors, Contributors and Honorare Collectors, viz.: £50 personal contribution in one year—Life Governor ; £30 personal contribution in ^ year—Governor for 5 years, with privileges during that period of a Life Governor; £20 personal contribution in one year—Life Subscriber; £50 bequest under will, first-named or acting executor (bequest under will) under such will—Governor for 5 years, to to entitled to 4 In and 8 Out-Patients annually j £25 hecjWgtt under will, first-named or acting executor under such will—Governor for 2 years, to he entitled to 2 In and 4 Out-Patients' tickets annually; £20 Society, Association, or Company collecting or paying in one year (to nominate for each £20 collected or paid).—Life Subscriber; £1 and upwards, Minister of Chnrch or Layman collecting in one year—Honorary Collector; £1 and upwards, yearly subscription—Contributor.

Provided always that no Minister, Congregation, Association, Society, Company or Person shall nominate as a contributor or contributors any person or persons, tho yearly subscription or subscriptions for whom skaJi ho sought or intended to paid out of moneys derived from public or private collections for Charitable purposes. Every firm or partnership subscribing may exercise their priveleges through one of themselves to be nominated in writing by such firm, and the Trustees or Executors of every Estate subscribing may exercise their privileges through one of themselves being nominated in writing by such Trustees or executors, aud every Public or Corporate body subscribing may exercise their privileges through some person in their employ to be nominated in writing by such Public or Corporate Body. The power of voting by nominees at Annual or Special Meeting being limited to three votes for all they represent.

Bye-Law No. fi.—Life Governors will bo entitled to recommend 1 In and -1 Onr-Paiienrs (always on the books}; Governor for 5 years (personal donation)—1 In and -1 Out-Patients always on the books during that time; Governor for 5 years (Executor under will)—4 In and and 8 Out-Pn.tients' tickets annually; Governor for 2 years— 2 In and 4 Out-Patients' tickets annually; Life Subscriber—1 In and 2 Out-Patients' tickets annually; Contributor —1 In and 2 Out-Patients' tickets annually for each £1 subscribed; Honorary Collector—11a- and 2 Out-Patients' tickets annually for each £1 collected.

Bye-Law No. 7.—Recommendation shall be made by ticket and Bhall only be used for the recommendation of persons UNABLE to pay for medical attendance; tho reception of such person shall be subject to the approval of the Committee of Management, and provided that the funds and the accommodation of the Institution admit of their reception. When recommendations cannot not be acceded to, a ticket in lieu of that used shall be returned to the Subscriber. Tickets will be issued by the Secretary to tho Subscribers at the time of payment of subscriptions. Subscribers shall also have the privilege at any time, on application to the Secretary, of exchanging Out-Patients for In-Patients; .and vies vena; One In-Patient's ticket being equivalent to Three Out-Patients'.

Bye-Law No. 8.—Subscribers of £1 aud upwards shall have full| power to vote at all meetings from tiura of payment, and shall be deemed Annual Subscriber from date of payment. Bye-Law No. 9.—At all Annual and Special Meetings of the Corporation, Life Governors shall have three votes; Life Subscribers and Annual Governors, two votes; Annual Contributors of £5 5/- and upwards' three votes; £3 3/-, two votes; £1, one vote; Honorary Collectors for whole amount collected in one year, one vote. Admission of Patients into the Infirmary.—Bye-Law No. 58.—Accidents and such cases of decided emergency only as in the opinion of the Resident Surgeon cannot be delayed may be received in the Infirmary at any time without ticket, provided, however, that should an accident or emergency caso remain in tho Institution three days or more, an In-Patient's Ticket must then be procured without dolay. The admission of patients in ordinary cases recommended by Subscribers' tickets shall be daily (Sundays excepted) between the hours of nine and twelve o'clock in the forenoon, by the Secretary, and the Honorary Medical Staff for the week, or in the absence of such Staff, by the Secretary and Resident Surgeon; such admission to be temporary, and subject to the approval of the House Committee at its next meeting.

Admission Of Paying Patients.—Bye-Law No. 5f>.—Paying Patients may be admitted at the discretion of the House Committee, who shall fix tho weekly rate to be charged to each Patient, and in the event of an operation being necessary may fix a fee therefore, and may require the same to be paid in advance; and every person admitted on the ground of emergency to the benefits of the Institution, and able, in the estimation of the Committee, to pay, shall be required to do so at such rate as the Committee may determine. Each admission of a Paying Patient shall be reported to the General Committee at its next meeting, and shall be subject to confimation.

Bye-Law No (!0.—The General Rules and Regulations of the Institution shall be applicable to and be observed by all Paying Patients. 31

Persons not Admissable.—Bye-Law No. 61,—No pregnant female for the purpose of confinement; no insane person, except on remand for medical examination in the Lunacy "Ward; no one having a contagious or infectious disease; no one suhject to epilepsy; nor anyone who, in the opinion of the Honorary Medical Staff for the -week, or the Eesident Surgeon, might receive equal benefit as an Out-Patient, shall he admitted; and no child under five years of age shall he admitted, except in cases of accident or for a surgical operation; nor except under special circumstances shall Patients be admitted from other districts where hospitals exist; provided that tho House Committee, or Officers, of the Institution shall have discretionary power to admit such prohibited cases, and shall report upon the exercise of such power to the next General Meeting of the Committee of Management, Admission of Inmates into the Benevolent Asylum.—Bye-Law No. 62.—The admission of Inmates into the Benevolent Asylum shall he restricted to those days in eaeh week upon which the House Committee meets; when applications shall he considered and decided upon. No pregnant female for the purpose of confinement; no person insane; no child under twelve years of age; no one having a eontagiouB or infections disease shall he admitted.

Payment of Maintenance.—All Patients will he expected to pay towards the actual expenses of their maintenance, so far a.s their circumstances may enable them; and all property found on Patients who may die in the Hospital will he appropriated to defray the expenses of the maintenance and burial.
