The restriction in expenditure on Permanent Vvorks necessitated by the continuance of War conditions has again seriously affected the Board's operations, resulting in an expenditure under this heading considerably below the amount contemplated under the Act, the total for the year being £226,602 lis. lid. Had it not been necessary to curtail expenditure during the last two years, the total to date should have been £1,600,000, whereas the actual expenditure since the Board was appointed amounts to only £1,058,510 lls. 6d. Maintenance expenditure, however, increased considerably compared with any previous year, and amounted to £130,536 17s. 4d. for the year.

FOURTH ANNUAL REPOR~

In accordance 1vith the policy of the Government to curtail expenditure during the continuance of the war, it >va~ decided, after consultation with the Hon. the Minister of Public ~Works, to confine expenditure in regard to Permanent Works, during the year, to those roads on 1vhich expenditure had either been commenced or authorized previously, and only then when the work was considered of an urgent character. There were several exceptions, however, to this rule. In a number of instant:es, Shire Councils had made preparations for entering upon a vigorous policy of road improvement, and not anticipating any restrictions in expenditure by the Board, had acquired, at considerable cost, quarries and machinery equipment for the production and delivery of road-making material. In such cases it was considered good policy to allow works to proceed to a limited extent, and thus permit of the machinery, ,,,hieh otherwise would have remained idle, being put to profitable use. As anticipated, considerable difficulty aroi'le in endeavouring to discriminate as to which works were the most urgent, and it must be admitted that disappointment has been occasioned in some districts where 1vorks of pressing urgency have been held up ; but in these cases the expenditure involved was of such magnitude that it was deemed prudent not to commence them with the limited funds available until there would be some probability of their being carried through to completion. For the reasons above mentioned comparatively little has been expended from loan funds on the older arterial roads during the year, as it was considered that works of that character might reasonably be postponed in favour of the more urgent developmental work. The restoration of old, worn-out, bridges on those roads has, however, been pro­ ceeded with in cases where it was found that the existing structures could not be economically repaired. Amongst the most important works of this character are those illustrated in the following photographs. Plate 1 sho>vs a new bridge over the Campaspe River, in the , which is the largest of its kind yet undertaken by the Board. This bridge, which was designed by and erected under the supervision of .Nir. W. T. Chaplin, Shire Engineer, is 300 feet in length behYeen abutments. It consists of four spans of 40 feet and four of 30 feet. The deck is set to a vertical curve, having a rise of 2ft.. 6 in. in the centre, which point is 30 feet above summer level of the river. The carriage-way between beams is 18 ft. 6 in., with a wearing surface of tarred macadam. A 4-ft. 6-in. footpath runs along one side, having a wearing surface of asphaltum. The bridge is of the continuous T-beam design, five girders to each span. These are supported by cros8heads on columns and sills, which are again supported on cylinders 5 ft. 6 in. diameter of solid concrete, built ar01md reinforced concrete piles, four piles to each cylinder, three cylinders to each pier. The bridge is furnished with two expansion piers 1vith an allowance of 2 inches to each at deck-level. The contract price was £7,000. 13-(il 2 Plate 1. New Bridge over Campaspe River, Roche:>ter.

Plates 4 and 5 also show old and new structures over the Wannon River, in the Shire of Dundas. As illustrating the uneconomical policy of building timber bridges, to which reference has been made in previous Reports, it is interesting to note that the original structure at this site, erected in timber, was carried away by flood in 1870. The second bridge was then erected with solid masonry piers and abutments, as shown in Plate 4, but with timber superstructure of the strutted beam type. This was destroyed by fire. A new superstructure in timber, shown in the photograph (Plate 4), was erected only ten years ago, at a cost of £1,000, which is now being replaced by one of reinforced concrete at a cost of £2,600, utilizing the existing masonry piers and abutments.

In Gippsland, the Cape Otway, and the North-Eastern Districts, there has again been considerable difficulty in securing satisfactory tenders for important works. The extraordinary wet season experienced in all parts of the State, combined with the difficulty in obtaining suitable labour, has also militated against the completion of contracts, and has resulted in many cases in contractors abandoning their contracts. In these more remote parts of the State, where there is little, if any, local labour available, the carrying out of road works, even in normal times, presents a problem of 8 considerable difficulty, and tbi8 condition has been accentuated by the fact that, owing to the curtailment of funds, it has been po8sible only to let contracts of comparatively small magnitude. On the conclusion of the war it is probable that more labour may be available, and it may then be practicable to let more and larger contracts, which may induce contractors with efficient plant and equipment to follow road-making in those districts. Amongst the completed contracts is that for the "\Villung-road, in the Shjre of Rosedale, a section of which iH sho\Yn in Plate No. 6. This road runs almost due south from the Township of Rosedale, and is designed to serve the settlers on an area of country on the south side of ::\Ierriman's Creek. The photograph illustrates a fine" example of gravelled roadway, constructed to the specification and under the supervision of the Shire engineer, Mr. H. L. Keys.

Plates 7 and 8 also shmv sections of a developmental road in the Dandenong Ranges, Fern Tree (iully Shire, which has just been completed under the supervision of Mr. R. H. ·woodcock, Shire engineer. This is a typical example of relocation, grading and construction of a road in mountainous country, and provides a gradient with a maximum of 1 in 17 as against 1 in 7 on the old road.

THE POLICY OF THE BOARD AS REGARDS SELECTION OF lVIAIN ROADS. From time to time there has appeared in the columns of the public press, state­ ments of individuals of the nature of condemnatory criticism of the Board's policy as regards the class of road that is being improved with the funds provided under the Country Roads Act. At this stage, therefore, the Board considers it advisable to comment on these statements. In this connexion it is pointed out that the Board (subject to the limitations imposed by the Act regarding appeals) has been quite unfettered in its selection of the traffic routes to be improved. No pressure or undue influence, either political or other­ wise, has been brought to bear upon the Board, neither has it received any directions from the Minister nor the ({ovemment other than that the expenditure was not to be restricted to any particular portion of the State. Consequently, the Board unre­ servedly accepts full responilibility for the claiis of road that has been selected for improvement, being guided in its selection primarily by the necessities of public traffic and, of course, by the limitation of funds. The considerations which actuated the Board in its selection of roads were laid down at its inception and clearly set out in the first Report presented to Parliament. These conditions may be repeated here, and are as follows:- 1st. As to whether they were main arterial roads carrying extensive traffic, or likely to carry extensive traffic between centres of population, or from one district to another. 2nd. A.s to whether they were subject to considerable traffic from rural districts to the railway systems. 3rd. to whether they were developmental in characteT, that is, whether their construction would be likely to lead to increased settlement or increased production. Up to the present not a single council or public body has taken exception to those governing principles. It is true that many more roads of lesser importance as existing traffic-bearing roads, but more of a developmental nature and serving sparsely populated areas, could have been selected, but the construction and maintenance of additional roads of this character is quite beyond the available financial resomces of the Board. The bulk of the expenditure under the Country Roads Act has been devoted to the construction of developmental roads, but in duty to the State and the travelling public, the restoration, improvement and maintenance of certain of the older arterial main roads, or sections of these, were fully warranted. 10

These main routes in almost every instance form the last and most important, beea use the most heavily trafficked, link eonneeting the purely loeal roads with their objeetive market towns or railway stations, but in eertain cases, mving to the absence of local interest in their upkeep, they had been systematically neglected almost from the date of their construction.

EXPENDI'f'CRE ON PERMANENT WORKS. The statement of expenditure on Permanent Works (Appendix C) shows a total of £226,602 lls. lld. chargeable to loan funds.

MACHINERY. Amongst the municipalities that have acquired road-making machinery, &c., and in whieh, in consequence, Permanent 'Vorks expenditme has been permitted to proeeed to a limited extent, are the Shires of Benalla, Rodney, Shepparton, Towong, and . The plant acquired by the last-mentioned Shire, sho\'>~n in plates 9 and 10, should be of special interest to distriets similarly situated, by reason of the fact that it is the first of its kind in use, and is designed to deal with the material peeuliar to that district.

The following report, deseriptive of the above plant, has been furnished by the Shire engineer, "Ylr. A. D. Thomson, to whose instructions the plant was designed. 11

ScREENING PLANT, MILDURA. Owing to our principal stone supply being nodular and block limestone, it was necessary formerly to hand raise and sieve all we required, involving not only a costly operation but 8 limited output. Owing to the Council extending its road and the Country Roads Board undertaking the improvement of main roads in the district, it was necessary to devise means to insure a greater output of stone. My Council authorized me to go into the m,atter, and eventually it was decidrd to obtain a plant from Horrocks, Roxburgh, and Co., the cost being between £600 and £i00. The photos. give two views of the m.achine, one showing the men filling into the hopper. As the machine was running at the time the photo. was taken, the surplus dirt can be seen falling from the chute .. The other photo. shows the cleaned and graded stone being conveyed into separate trucks, of which there are ~cveu, so arranged that three are on the road with the traction plant, while the others are being t:Jled. The principle upon which the machine works is as follows :-.After a trench has been 1uade, to allow of the elevator buckets to run, dirt and stone is thwwn into the feeding hopper from both sides and from the back of the hopper. This is conveyed by buckets to the trommel, and from this the screened dirt is passed down a chute into the olcl "Torkings, and the cleaned and graded stone delivered into the trucks. The machinery is Viorked by a 6 h.p. oil which is attended to by one of the men engaged at filling . .After •vorking out the ground the whole plant is drawn along by means of a winch, carried on the plant. When working in nodular limestone there is very little difficulty in keeping the machine running full, but at times we pass through strata of block limestone; this is napped, and then treated similarly to the ordinary nodular limestone. The machine has been working for about four months, and the results so far have proved very satisfactory, both the screening of the stone and the output being far better than by the previous hand methods ; the cost also, considering the amount of broken metal, worlts out far better than previously. Designs are now in hand for a 20-ft. conveyor belt to the hopper, and, when this is installed, a further improvement in the output, with an attendant reduction in cost, will result. On page 11 of the Board's Third Annual Report reference was made to the economic value of a close supervision on the part of Shire officials of the working and organization of road-making plants, and the keeping of costs of the various processes involved in the production of road metal. The Shires of Corio, Bannockhurn, and Buninyong were given as instances where, by the exercise of keen business management on the part of the Shire engineers, the cost of producing road metal had been materially reduced to a most satisfactory figure. Many municipalities are not so favorably situated as the above-named Shires, wherein basalt is found adjoining the majority of the roads throughout their territories, but the keeping of returns of costs of such operations as quarrying, crushing, spreadingl' &c., of stone enables the engineer to find where economic leakages occur, and \vhere some alteration to his plant or the re-organization of his working stafi may effect economies in working costs. In Appendix J is shown a cost sheet prepared and supplied for information to the Board by :VIr. I

lVIAINT.EN ANC.E. The postponement of permanent improvements in many Shires, combined with the disastrous floods throughout almost the whole State, has resulted in a large increase in maintenance expenditure compared with previous years. Apart from these extraordinary conditions, however, the annual expenditure in maintenance is expected to increase from year to year. Municipal councils generally have now a better appreciation of the value of continuous maintenance, as advocated by the Board from its inception, and an increasing number of councils are realizing the advantages of, and adopting the patrol system, with the result that the roads so tended are kept in first class order throughout the whole year. Maintenance involves the employment of experienced la hour and 12 the supply of suitable material, but it also requires that such labour and material shall be applied at the right time, and this can only be ascertained by constant observation by competent men under all conditions of weather and traffic. It is regretted, however, that there are municipal councils in this State that are evidently t,oo inept or inefficient to cause any improvement to be effected to, or even to maintain in an efficient condition, the main arteries of traffic which Parliament has placed under their control. Not only have no permanent improvements been effected, which, under existing conditions, is excusable, but nothing in the nature of maintenance nor upkeep has been attempted during the last four years, nohvithstanding that funds have been regularly made available for that purpose every year. Attention was drawn to this in the Board\; previous report, but without effect. ~While it is not warrantable at present to incur expenditure on work of the nature of improvements which could be held over until a return to normal conditions, it is false economy to allow roads, which have cost the State large sums to construct, to get into such a condition of disrepair that their restoration \\·ill reqni.re either extensive repairs or reconstruction. During the current year, if the neglect eontinues, the matter will be plaeed before the Minister with a view to the Board being authorized to assume the responsibility under section 23 of the Country Roads Act, as it is now apparent that these munici­ palities have no appreciation of the value of such public utilities as well-kept roads in retaining our rural population. The total expenditure for the year under this heading, affecting 147 municipalities, amounted to £130,536 17s. 4d., and is shovm in Appendix C. It is of interest to recor·d the fact that the Victorian Countrv Roads Act (which, when under discussion in Parliament, was described as an exp~riment) is the first legislative effort on this side of the world to develop an efficient :,;ystem of road eon­ strnction and maintenance. Its enactment has created a widespread interest, not only in all the Australian States and New Zealand, but also in other parts of the world. The Board is constantly in receipt of requests for particulars regarding the Victorian ;:;ystem. Amongst the most important organizations seeking for this information are the follmving >-· Local Government Departments, New South \Yales and South Am

LIMITATION OF LOADING AND WIDTH OF TYRES. Part 22 of the Local Govenunent Act having been incorporated with the Country Roads Act, has nmv been made applicable to all gazetted main roads throughout the State. It is gratifying to record the fact that Shire councils, with few exceptions, have expressed their willingness to co-operate with the Board in endeavouring to protect the main roads from excessive loading by the enforcernent of the Width of Tyres provi:;;ions . .Ylany of them appear to be pleased to be relieved of the responsibility of enforcing a regulation which is unpopular with sections of their local ratepayers. Under these provisions a regulation (Appendix H) has also been adopted for declaring the weight byr measurement of such classes of goods as are usually carried on public highwayrs. It has been long recognised that the weights per inch of bearing surface of tyre, viz., 9 cwt. and 8 cwt. for four-wheeled and two-wheeled vehicles respeetivelyr, permitted under the above provisions, are far in excess of the maximum \Veight that should be allmved in order to afford reasonable protection to expensively-constructed roads, and councils appear to be reluctant to take advantage of their powers to reduce those ~weights. The Board has, however, in several instances, redueed the \\·eights to 6 cwt. and 5t cwt. 13 for four and two-wheeled vehicles respectively, and as construction extends the exercise of the power to so reduce weights must be availed of, to a greater extent. In view of the expressed intention of the Government to extend road-making activities, it is of the utmost importance that the manufacture of vehicles for the carriage of goods or produce with narrow tyres should be absolutely prohibited, and the use of such tyres already in service also prohibited after a certain specified time.

POV\TER TO STOP CERTAIN KINDS OF TRAFFIC ON MAIN ROADS. An important amendment of the Local Government Act, giving municipal councils power to stop certain kinds of traffic during portions of the year (section 493, Act 2853), has now been incorporated with the Country Roads Act, and has been availed of by the Board with satisfactory results during the past wet season. In future it is proposed to utilize this provision to a greater extent. Had this power not been conferred upon the Board it is certain, mving to the disinclination of the local councils to take action, that sections of newly-constructed roads designed to serve settlers in timbered areas would have been completely destroyed by timber traffic.

MOTOR TRAFFIC. Attention has previously been drawn to the effect of the excessive speed of light motor cars and of heavy motor vehicles on macadamised roads, but up to the present no legislative action has been taken to protect newly-constructed roads from this form of traffic. The Board therefore desires to again urge that legislation be introduced to provide- (a) A general maximum speed limit for the whole State. (b) Power to reduce speed below that limit on certain roads or sections of roads where it is considered that the general speed limit allowed under (a) would be dangerous to the road users or destructive ;to the road. (c) Power to prohibit char-a-banc traffic on certain specified roads. Unless some such protective measures be adopted the cost of road maintenance will soon reach proportions that will be beyond the financial resources of the muni­ cipalities and the Board.

DESTRUCTION OF TIJ\IDER ON MAIN ROADS. By an amendment of the Country Roads Act (section 3, Act 2862) the removal or destruction of timber upon main roads under any authority whatever, except that of the Board, is now prohibited. The Board is giving the matter close attention, and steps have been taken to give the provision publicity throughout the State by communicating with Shire councils, posting notices along the highways, and offering a reward to persons giving information that will lead to a conviction of offenders.

APPORTIONMENT. The apportionment of the amount expended on permanent works and maintenance during the financial year 1915-16 was made before the 1st January of the calendar year 1917, in accordance with the requirements of section 27 of the Country Roads Act, resulting in a debit to municipalities of £3,534 13s. 2d. on account of interest on per­ manent works expenditure, and of £49,439 13s. 1 Od. on account of expenditure in maintenance, which amounts were duly received ·within the time specified, and credited to the Country Roads Board Fund. The apportionment, showing amounts debited to each municipality, is set out in Appendix B.

MOTOR CAR REGISTRATIONS. The number of motor cars and motor cycles registered under the Motor Car Act during the year, including renewals, was 19,302, of which 11,331 were cars and 7,971 were cycles, the net revenue received, including fines and licence-fees, being £46,316 17s. 6d. 13561.-3 14

THE BOARD'S STAFF AND THE WAR. During the year four additional members of the Board's staff enlisted for active service, viz., L. J. Herd, H. P. Wood, C. E. Tuxen, and W. T. vVilliams, bringing the total up to 31 officers. In this connexion the Board desires to record its appreciation of the willing services and loyalty of the remainder of the staff in carrying out the work of the Board in the absence of their colleagues, under extremely trying circumstances, without serious inconvenience to or complaint from the public. In conclusion the Board desires to thank the Railways Commissioners for their assistance and sympathetic consideration of all requests made to them in connexion "rith the Board's operations, also the Crown Solicitor and his officers for the expedition \Yith which the large number of applications connected with payment of compensation and the transfer of land acquired for road deviations have been dealt with and completed.
