Report to Kingswood Parish Council Date of Meeting 10th August 2020 Subject Planning

Update S.20/1383/VAR | Variation of condition 2 of permission S.19/1393/FUL (to reduce the footprint of the stable and change the plan from a 'U' block to an 'L' block) | Broadbridge Mill Wortley Road Wotton- Under-Edge GL12 7QS.

I am unable to access the original application and the conditions I have asked the Planning Officer to send it to me. The original application was reviewed by Wotton Town Council but is now within the parish of Kingswood. However, it appears to be a stable block and accommodation for staff. Policy BE3 Rural Diversification and SL1 of the NDP could be considered. The proposal is outside the settlement boundary but could be considered rural diversification. KPC usually comment on such proposals that they should not become separate dwellings but remain tied to the original property.

S.20/1432/FUL | Erection of 2 no. dwellings with associated works. | Land At 19 Road Kingswood Gloucestershire.

This is an application for 2 dwellings at the rear of 19 Wickwar Road. This is within the settlement limits and not within or close to the Conservation area.

There appears to be adequate parking provided within the scheme.

My one concern is that the houses are very close to the playing field boundary with the possibility for complaints from the households in respect of noise and visual intrusion. On the plan there does appear to be land to the front of the property and perhaps consideration should be given to locating the dwellings further from the playing field boundary. There should also be no access from the dwellings to the playing field.

S.20/0887/FUL | Residential development, 58 dwellings with supporting infrastructure and enabling works including: new vehicular access off Wickwar Road (including the demolition of 24 Wickwar Road), public open space, landscaping and drainage infrastructure. | Land at Cloverlea Barn Wickwar Road Kingswood Gloucestershire.

Council to consider a course of action on this application.

1. A public meeting with Persimmon and the Local Planning Department for September 7th, 2020

2. No decision to be taken in the August meeting pending the public meeting in September 3. Application to be considered along with the Local Plan Review in the September meeting

4. Consideration of engaging a planning consultant to help with the comment. This is particularly important as this development is also included in the Local plan. It is important that if it succeeds at Local Plan and is given permission that KPC are fully involved in commenting on the application. The Council has also budgeted for this. There is a budget allocated for £10,000 for professional fees and £12,000 for Local Plan

I am still waiting information from the Planning Officer and information in respect of school places. It is important that we comment affectively on this application. I ask that Councillors consider engaging a planning consultant for this application. Currently I have received no comments from councillors. The community indicated they wanted professional support in the public meeting. The Council has also budgeted for this. There is a budget allocated for £10,000 for professional fees and £12,000 for Local Plan.

South Gloucestershire Application -P19/2452/O | Mixed use development of up to 525 residential units (Use Class C3, including affordable homes and Use Class C2/C3 housing suitable for the elderly) with provision of a reserve site for a new 3FE primary school with playing fields (Use Class D1); Up to 1ha of land for a neighbourhood centre, comprising 0.7ha with provision for 1,800 sqm of commercial floorspace (up to 500 sq. m A1, 500 sqm A1/A2/A3/A5/B1 and 800 sqm D1 community uses) and up to 0.3 ha additional employment provision. Provision of green infrastructure including: 3 playing pitches (1 no. senior pitch and 2no. junior pitches), open space, parks, natural and semi natural green space, amenity green spaces, allotments and facilities for children and young people. Preparatory works; provision of associated infrastructure including footpaths/cycleways and vehicular accesses; and associated engineering and landscaping works including SUDs. This application although in South Gloucestershire has a direct impact on Kingswood and Wotton. IT will impact on the highways and local services but will not bring forward any financial contribution to the Stroud District Area. SDC will be commenting on this application and it will be important that KPC also comment especially in respect of Highways and schools particularly KLB.

Clerks Comments

We have 2 very big applications to review and the Local Plan. I suggest that we ask for help from the community and set up a small working group that will meet via Zoom to help review the reports. This is particularly important if councillors believe that they will not have the time

A review of the reports will be useful even if we have a consultant as we still need to give the evidence and our observations. The council has budgeted for Professional help and have a total budget of £22,000 allocated for this. Unless the Council has plans to use this money for something else (in which case there should be a council decision) I can see no reason why professional advice should not be sought.
