Consulting Services for the Data Gathering, Surveys, and Investigation for the Feasibility Study of the Proposed Bypass Projects in Iloilo 4th DEO

1.0 INTRODUCTION

The Department of Public Works and Highways (DPWH) is seeking to develop its pipeline of road transport projects nationwide for implementation and/or possible external financial assistance in their implementation. As part of the initial stage in the project development cycle, feasibility studies assessing the technical, economic, environmental, and social impacts of the project are required.

The proposed conduct of data gathering, surveys and investigation for the feasibility of these projects is envisaged to be carried out by local consultant to be outsourced by the Planning and Design Division, DPWH Regional Office VI with the assistance of the Project Preparation Division, Planning Service (PPD, PS). The output of the consulting service shall be used for the conduct of feasibility for the proposed Iloilo Circumferential Road 2 (C-2), Iloilo Circumferential Road 3 (C-3), Zarraga-Sta. Barbara-Airport Road and Lapayon-Cabugao Norte-Sen. Benigno S. Aquino, Jr. Ave.

The feasibility study is expected to determine the extent and nature of improvements/construction required, the economic and technical justifications thereof and in relation to their environmental and social impacts, and the development of a suitable and optimal investment program. The findings of the Study are intended for use by the DPWH for programming purposes and for its implementation through local financing/external sources if determined to be feasible.

2.0 OBJECTIVES

1. To enhance economic efficiency of abutting major roads which support the rapidly expanding population and urbanization of the Municipalities of Leganes, , Pavia, San Miguel, Sta. Barbara, and Zarraga in the Province of Iloilo; and

2. To serve as one measure of easing the traffic congestion of the relevant road network within the project influence area.

Specifically, the objective of the Study is to gather technical and socio-economic data needed in the conduct of assessment and evaluation such as:

A. Traffic Survey B. Socio-Economic Survey (Ecological Profile, CLUP, CDP, etc) C. Engineering Survey I. Alignment Survey (topographic) II. Geotechnical Investigation III. Hydrological Survey IV. Utilities Survey D. Preliminary Resettlement Action Plan (Preliminary RAP) E. Environmental and Social Impact Assessment

3.0 SCOPE OF CONSULTING SERVICES

3.1 GENERAL

The scope of consulting services will involve the data gathering, surveys and investigation to be utilized in the preparation of feasibility study which is the subject of the Terms of Reference (TOR).

The Consultant’s scope of work will cover but not necessarily limited to the items listed hereunder.

The Consultants will conduct:

1. Traffic Survey and Analysis

A. Traffic Survey

 The Consultant shall undertake the following traffic data gathering:

o 12-hour manual counts at identified traffic stations for at least two (2) days consolidated every hour (see Annex 1 & 2) o 12-hour origin-destination survey at identified stations for at least two (2) days consolidated every hour (see Annex 1 & 2) o 24-hour intersection traffic count survey at identified stations for at least two (2) days consolidated every 15 minutes (see Annex 1 & 2 o Travel time survey to determine causes of delay and the average travel speed

 The Consultant shall analyze and process all traffic data collected and prepare the required data inputs using the prescribed format in Annex 3;

 The Consultant shall utilize the survey forms provided in Annex 4; Consulting Services for the Data Gathering, Surveys, and Investigation for the Feasibility Study of the Proposed Bypass Projects in Iloilo 4th DEO Page 3 of 17

 The Consultant shall adhere to the methodology prescribed in Annex 5;

 The Consultant shall establish the traffic adjustment factors if there is no available data in DPWH's RTIA 20km from the project area; and

 The Consultant shall establish the Annual Average Daily Traffic in the relevant road sections for the analysis and evaluation of the project.

B. Socio-Economic Survey

 The Consultant shall undertake the following data gathering for socio- economic analysis:

o Collect data, assess and forecast development trends such as population growth and distribution income, extent of urbanization, land area/use, car/vehicle ownership, transportation related expenditures, employment, poverty, etc. in the influence area of the Project;

o Assess information on national and regional macro-economic growth development plans and trends and economic sectors (services, industry, manufacturing agriculture, etc.) and how the Project will have impact on these;

C. Engineering Surveys

 The Consultants shall take into consideration the following survey aspects:

I. Topographical Survey

 The Consultants shall identify at least three (3) possible alignments considering the technical, financial, environmental and social aspects of the project;

o Present to the Implementing Office and Project Preparation Division, Planning Service (PPD) the three (3) possible alignments and seek approval as to the best alignment;

 Undertake preliminary topographical survey along the selected alignment. The Consultant shall set out and establish reference points at appropriate locations as key control points Consulting Services for the Data Gathering, Surveys, and Investigation for the Feasibility Study of the Proposed Bypass Projects in Iloilo 4th DEO Page 4 of 17

of the survey. These points shall be used as benchmarks for identification and use during the subsequent engineering surveys. ("Geo-tagging")

 The leveling shall be tied to the existing Government benchmarks in the area.

 Cross-sections shall be taken at fifty (50) meters interval, unless local conditions require cross-section at closer intervals so as to provide the necessary details for earthwork, quantity calculations with an accuracy of twenty percent (20%) of the final quantities.

 Profiles and cross-sections shall be determined plus one hundred (100) meters beyond construction limits. Topographic maps with contours at 50-meter interval and coordinates and vicinity plan shall be prepared by the Consultants. All survey plans shall be prepared on reproducible materials of high quality.

 River/creek profile and river/creek cross sections shall be surveyed for 500 meters each upstream and downstream sides from the centreline of the bridge. Cross-sections shall be measured at 50-meter interval.

 The Consultants shall conduct preliminary inventory for potential road slope disasters in the road section under study. The road slope disasters in the road shall be determined and classified as soil collapse, rock slope collapse, landslide, road slip, debris flow, river erosion and coastal erosion.

 All survey information and data shall be recorded and preserved in standard survey forms and notebooks subject, however, to the review/checking of the Implementing Office. Upon completion of the works, all original survey notes will become property of DPWH.

 Relative to the data gathered, satisfactory harmony between the horizontal and vertical geometry can be established in complimentary with the existing terrain.

II. Geotechnical and Geological survey

 Review/study the geological conditions in the areas traversed and, on the basis of geotechnical investigations performed (and also utilizing all available data), provide appropriate recommendations and design criteria to permit proper foundation design for roads and bridges; Consulting Services for the Data Gathering, Surveys, and Investigation for the Feasibility Study of the Proposed Bypass Projects in Iloilo 4th DEO Page 5 of 17

 Undertake geotechnical investigations including soils and materials survey. The Consultant shall perform analysis and testing on disturbed and undisturbed soil samples, pavement samples as well as construction materials samples. This analysis and testing shall be performed in accordance with AASHTO and ASTM;

 In particular, the soil samples along the road alignment for pavement design will be conducted with auger borings and test pits for soil classification and CBR (California Bearing Ratio), respectively. Determination shall be conducted at 250 meters interval with minimum depth of 1.50 meters. These will be tested for:

o Grain size and classification according to the AASHTO method; and

o Atterberg limits, natural moisture content, dry density moisture content relationship and determination of bearing capacity by the CBR test on representative samples of different soil types.

 At the proposed bridge site, deep drilling with standard penetration test (SPT) at 1.50m interval for fly-over structures shall be conducted at each abutment and 1 or 2 for piers. Drilling shall be at a minimum depth of ten (10) meters and maximum of 20 meters or at least five (5) meters into the hard strata or bedrock. The soil samples for foundation design shall be tested for the determination of the main characteristics (grain size distribution and classification, moisture content, Atterberg limits, shear strength, etc.);

 At the proposed materials sources, test pits shall be made and sufficient samples shall be taken for laboratory testing. The Consultant shall identify the sources of borrow, aggregates and other construction materials required by the Project. The materials samples shall be tested for, but not limited to the following:

o Grain size distribution and plasticity characteristics o Unit weight and water absorption o Los Angeles abrasion; and o Soundness

 Geological structure, especially active faults that might traverse the area, shall be delineated and potential mass movement areas should be identified. during earthquake and consolidation due to soft ground shall be included;

 All geological and geotechnical investigation results and reports shall be subject for review and evaluation in conformity with standard technical requirement for public works and highways project;

 Based on the geo-technical and soil surveys conducted, the road structure and/or pavement design shall be determined by the Consultant. This is also applied to proposed fly-over structures;

 Typical road sections or drawings for different types of road including bridge and drainage structures and other miscellaneous structures shall be provided based on the result of the design;

 The design standard to be set forth may consider the difficult existing terrain features and the right-of-way restrictions and shall be treated on a case to case basis;

 The volume of traffic Annual Average Daily Traffic (AADT) using the road has been ascertained and that from these studies the class of the road has been fixed;

 Prepare a drainage design analysis and computation for proposed drainage structures adopted which shall include inlet and outlet control method;

 Collection of data shall be performed to determine the proper sizes/types of drainage structures to suit actual field conditions as to the road terrain and other necessary factors;

 Identification of slope protection/retaining structures dimensions, location and types for proper implementation during construction stage;

 Prepare comparative proposals as to economic and stability aspects (Value Engineering);

 The location of intersections/interchanges shall be carefully selected to avoid steep grade profile of the approaches and to ensure adequate sight distance;

 The consultant shall consider the design of pavement structure, foundation, slope protection and appropriate countermeasures against soft ground; and

 Investigate the availability of suitable road construction materials, including suitable embankment, aggregates materials, etc.

III. Hydrological Survey

 Undertake preliminary hydrological investigation in the areas traversed to determine the location of the appropriate culverts and bridges and to properly provide adequate drainage, flood protection against erosion and scour forces both for road formations and bridge foundations, and countermeasure for potential road slope disasters such as soil collapse, road slip, landslide, rock fall, etc.;

 All available data (physical and geological maps of the territory, climatology reports, hydrological maps, local drainage system plans, flood control project plans, etc.) related to the Project shall be collected by the Consultant. These data shall be integrated with information collected directly on site and from local authorities and other offices. These shall include trend of water course, steam velocity and maximum flood levels, flood prone areas, existing drainage system characteristics and conditions and design discharge for 50 and 25 years return period for bridges and box culverts, respectively.

 The extent and nature of the catchments basin of different water courses shall be determined by examining available topographical and geological maps as well as by means of direct investigation.

IV. Utilities Survey

- The Consultant shall coordinate with various utility companies and authorities, whose facilities may be affected by the proposed construction, to request from such companies and authorities the locations of existing facilities, together with the proposed changes. The Consultant should be aware that many of the utilities within the project limits may be privately or community owned and operated. Examples of these may include water supply lines, electrical and other utilities.

D. Right-of-Way Strip Planning

The objectives of the survey:

o To determine the number of PAFs and properties/assets affected by the project;

o To determine the budget estimate for right-of-way acquisition

 The Consultant shall closely coordinate with the Implementing Office and the Environmental and Social Safeguards Division of Planning Service (ESSD, PS) to monitor the performance and quality of output of Sociologist/RAP Specialists.

 The Consultant shall develop the Gender Responsive Preliminary RAP in a highly participatory manner, not only informing PAFs of the available options but also working out those options with the PAFs so that local preferences and views are incorporated integrally into the Preliminary RAP

 The Consultant shall undertake right-of-way strip planning through:

o Coordination meeting with concerned LGUs

- Presentation of the proposed project of the Department to request assistance in the identification of PAFs and structures that will be affected by the project.

o Census and Socio-Economic Survey of PAFs

- This includes property owner, renters, lessees, tenant farmers, and informal settlers living within the corridor of impact. The population census shall enumerate persons potentially affected by the project, to include basis demographic data for the individuals in each household: age, gender education, primary and secondary occupations, source of income, ethnicity religion with the nature of impact: loss of residence, loss of business premises, loss of other improvements, loss of trees or crops.

- The result of the census shall be properly documented with photographs of PAFs and affected assets and shall be included as Annex in the Final Report.

o Asset Identification and Valuation

- Identify and value the affected assets/properties of the PAFs. Develop a benchmark unit cost of the affected assets within the resettlement corridor of impact. derived from industry standards and accepted by the DPWH. An example of this is cost per square meter of floor area of a house or building. Approximate measurements survey shall be properly documented and shall be included in Final Report.

 The Consultant shall include in the report the following, among other things, (a) description of the lands, structure/improvements and crops/trees to be acquired as ROW; (b) profile of Project Affected Persons (PAPs); (c) pricing of property based on prevailing market value and (d) cost estimates for acquiring land and improvements needed as ROW.

E. Preliminary Environmental and Social Impact Assessment

 The Consultant shall provide the necessary professional services to achieve the objectives of the preparation of Environmental and Social Impact Assessment as part of the Feasibility Study, which shall include among others, the following:

o The Consultant shall gather baseline information and verify the existing condition of the proposed project on the four (4) environmental components: The Land, The Water, The Air/ Noise and The People within the Impact Area. The baseline information should describe most likely but not limited to the environmental settings of the following:

a) Physical Condition b) Biological Condition c) Socio Cultural, Economic and Political Environment d) Future Environmental Conditions without the Project

o The Consultant shall formulate necessary mitigating measures and actions to address the impacts identified for the proposed project. For the Social Aspects of the project including Gender and Development (GAD), a thorough discussion shall be presented in a separate chapter in the Final Report.

2. Preliminary Design

The concept design must be acceptable to the majority of stakeholders. The recommendation of Local Government Units concerned if feasible must be considered. Consultation meetings must be conducted to present the concept design and to seek approval.

 Highway Design

o Establish, review, and recommend the appropriate highway design for the Project considering, among others, the following:

. Design speed; . Traffic Safety; . Improvement in transport network capacity and connectivity; . Support urban management concerns; . Results of the gender analysis and required responses to make the project gender responsive; . Minimum adverse social impact by least number of resettlement; . Preservation of the environment; . Minimum right-of-way take; . Measures on potential natural hazards; . Accessibility for persons with disability; . Existing structures that will be affected by the proposed structure; . Future Development within the project area; and . Geotechnical.

o Establish, review, and recommend the location of intersections and interchanges to avoid, among others, steep grade profile of the approaches and to ensure adequate sight distance to the intersection; Hence, the Consultant shall see to it that an intersection/interchange shall not be located on a short crest vertical curve or on a sharp horizontal curve, where there is no practical alternative to such location;

o Design intersections and interchanges including median opening with adequate corner sight distance with the area kept free of obstructions whenever possible;

o Establish and provide typical road sections or drawings for different types of road including bridge and drainage structures and other miscellaneous structures based on the results of the design;

o Consider the difficult existing terrain features and the right-of-way restrictions in the resulting design on a case to case basis;

o Present 2-3 alternatives/schemes together with comparative analysis taking into consideration the cost, durability, do-ability among others; and

o Prepare and recommend appropriate maintenance strategies that shall be determined by the Consultant vis-à-vis, actual condition.

 Bridge, Viaducts and Other Structures

o Establish, review and recommend appropriate design of bridge, viaducts and other structures that shall conform with the following standards and specifications:

. Standard Specifications for Highway Bridges, AASHTO, 17th Ed., 2002. . Design Guidelines, Criteria and Standards for Public Works and Highways, Vol. I & II, BOD-DPWH . National Structural Code of the Philippines, ASEP, Volume II – Bridges, 2nd Ed., 1997 . DPWH D.O. No. 75 series of 1992 regarding Advising for Seismic Design of Bridges

o Consider in the design of non-existing and/or new fly-over, viaducts and other structures, the following basic concepts:

- The design flood frequency to be adopted is one in fifty years;

- Use of satellite images of the area and the generated topographic contours should be part of the basis for determining bridge length;

- The deck section shall have carriageway lanes with the same width as the road section, including shoulders and medians; - - Provision for future expansion to wider carriageway width to minimize construction cost of foundations when additional lanes will be required in the future; - - Minimize impact to traffic and residential areas during construction;

- Provision of undercrossing of any proposed fly-overs with sufficient horizontal and vertical clearances at road intersections to maintain the existing road opening. Overcrossing bridges shall have the same width as the existing road with sufficient horizontal and vertical clearances; and

- Include also the basic concept requirements and reference for pavement.

 Drainage

o Collect and review appropriate data to determine the proper sizes/types of drainage structures to suit actual field conditions relative to road terrain and other technical factors;

o Identify and recommend requirements for cost-effective slope protection, their dimensions, location and types;

o Prepare a hydrologic analysis and hydraulic design calculationconsidering the inlet and outlet control in the design for the proposed RCPC and/or RCBC drainage structures;

o Prepare a comparative assessment for the proposed measures as to their cost-effectiveness and stability aspects; and

o Conduct survey re: History of flooding within the area.

3. Cost Estimate

Determine cost requirements considering, among others, the following:

 Estimate to feasibility level accuracy (±20%) the principal quantities and total cost of each component of the Project, taking as reference the recent bids under similar Government projects;

 The preparation of the cost estimates using unit price analysis method for various improvement alternatives shall include the initial cost of construction, detailed engineering, supervision, acquisition of right-of-way and resettlement compensation, EMP/IMP cost, gender responsive projects/facilities and environmental monitoring cost, price escalation and contingencies;

 Classify the cost items into local and foreign currency components and taxes. The foreign currency component (distributed into direct and indirect) will include, inter alia, such items as depreciation or rental rates on equipment, materials and supplies for which the Philippines is a net importer, wages of foreign personnel and overhead and profit of foreign firms to be employed. The local currency component will include the acquisition of right-of-way, proposed gender responsive programs, cost of local materials and supplies, local wages, etc.;

 Calculate the quantities of each work item of the different types of work to be carried out; and

 Undertake a unit price analysis of each work item for the Project to include:

o Direct Costs . Cost of materials (cost at sources, transport, handling, storage, miscellaneous expenses and allowance for wastage); . Cost of construction plant and equipment including depreciation or rental rates, wages of operators, fuel, oil and lubricants and maintenance; and Consulting Services for the Data Gathering, Surveys, and Investigation for the Feasibility Study of the Proposed Bypass Projects in Iloilo 4th DEO Page 13 of 17

. Cost of labor, including salaries, wages, cost of living allowance and all fringe benefits.

o Indirect Cost . Overheads, contingencies and miscellaneous; . Profits; . Mobilization/Demobilization; and . Taxes.

 Each unit price analyzed shall be broken down into foreign currency, local currency and tax component. Based on the results of the unit price analysis, construction cost shall be estimated; and

 Maintenance cost shall be estimated in the same manner as the construction cost.

4.0 EXPECTED MAJOR OUTPUTS OF THE CONSULTING SERVICE

The major output of the Consulting Service will be:

a) Inception Report b) Draft Final Report c) Final Report (Overall Summary of Accomplishment) d) Traffic Survey and Initial Analysis Report e) Preliminary Highway Engineering Design and Studies/Assessment Report (typical Roadway Section, Summary of Quantities, Table of Reference of Horizontal and Vertical Control) f) Plan and Profile with the Final alignment incorporated in the Topographic/Hydrographic Plans g) Laboratory Test Accomplishment Report (if applicable)

Other data/documents to be submitted shall include, but not be limited to:

a) Geotagged Photographs b) Latest Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP) and other related plans of all Local Government Units within the project’s influence area c) Developmental Data prescribed in Annex 6 (if necessary) d) Raw and Processed Data of Traffic Survey (Manual Count, Origin-Destination, and Travel Time Survey) e) Map of the alignment (including shapefile format)

All outputs shall be compiled in the following reports presented in legible manner and all in English language and shall be submitted to DPWH in three (3) copies. Electronic file formats (i.e. Microsoft Office, Adobe PDF, Autocad, transport model input and output files, etc.) of all reports and documents systematically organized in traceable and auditable formats shall be prepared in DVD and/or CD, 3 copies each. All Draft Final Outputs shall be submitted at least two weeks prior to the contract expiration and be subjected to review and evaluation of the Implementing Office, PPD, ESSD, and other relevant offices as deemed necessary. The reviewing office(s) shall review the draft reports for a maximum of two weeks, therefore, Final Reports are expected to be delivered not later than the contract expiration.

5.0 STUDY SCHEDULE

The data gathering shall be carried out for a period of two (2) months.

6.0 HUMAN/STAFF RESOURCE REQUIREMENTS AND SCHEDULES

The Consultants shall be composed of qualified staff with experience in the conduct of data gathering for infrastructure feasibility studies including preliminary design, traffic, social, and environmental impact assessment.
