Brigadier General James R. Camp
U N I T E D S T A T E S A I R F O R C E BRIGADIER GENERAL JAMES R. CAMP Brig. Gen. James R. Camp is the Assistant Adjutant General for Air, Ohio National Guard. He is responsible to the Ohio Adjutant General for directing Air National Guard operations and establishing policy to ensure mission readiness of more than 5,100 personnel assigned to four flying wings and six geographically separated support units. General Camp earned his commission in 1990 through the Academy of Military Science, McGhee Tyson Air National Guard Base, Tennessee. Following his commission, General Camp attended Undergraduate Pilot Training at Columbus Air Force Base, Mississippi. Prior to assuming the post of Assistant Adjutant General for Air, General Camp commanded the Ohio Air National Guard’s 179th Airlift Wing, Mansfield, Ohio. He has served in a number of operational and staff positions throughout his career to include the Ohio National Guard Director of Human Resources, 745th Special Operations Squadron (Provisional) Commander, and Coordinator and Tanker Control Duty Officer with the 618th Tanker Airlift Control Center. General Camp is a command pilot with more than 4,000 hours of military flight time. Throughout his career, he has deployed in support of operations Deny Flight, Decisive Endeavor, Noble Eagle, Northern Watch, Southern Watch, Iraqi Freedom, and Enduring Freedom. This toolkit was created through a collaboration with MediaJustice's Disinfo Defense League as a resource for people and organizations engaging in work to dismantle, defund, and abolish systems of policing and carceral punishment, while also navigating trials of police officers who murder people in our communities. Trials are not tools of abolition; rather, they are a (rarely) enforced consequence within the current system under the Prison Industrial Complex (PIC) for people who murder while working as police officers. Police are rarely charged when they commit these murders and even less so when the victim is Black. We at MPD150 are committed to the deconstruction of the PIC in its entirety and until this is accomplished, we also honor the need for people who are employed as police officers to be held to the same laws they weaponize against our communities. We began working on this project in March of 2021 as our city was bracing for the trial of Derek Chauvin, the white police officer who murdered George Floyd, a Black man, along with officers J. Alexander Kueng and Thomas Lane while Tou Thao stood guard on May 25th, 2020. During the uprising that followed, Chauvin was charged with, and on April 20th, 2021 ultimately found guilty of, second-degree unintentional murder, third-degree murder, and second-degree manslaughter. Municipalities will often use increased police presence in an attempt to assert control and further criminalize Black and brown bodies leading up to trials of police officers, and that is exactly what we experienced in Minneapolis. During the early days of the Chauvin trial, Daunte Wright, a 20-year-old Black man was murdered by Kim Potter, a white Brooklyn Center police officer, during a traffic stop on April 11th, 2021. -

9 dicembre 2020 Censimento permanente delle Istituzioni Pubbliche: Forze di polizia, Forze armate e Capitanerie di porto. Anni 2015 e 2017 I censimenti permanenti della popolazione e delle unità economiche rappresentano un’importante innovazione nell’ambito della statistica ufficiale, fino al 2011 caratterizzata da censimenti generali a cadenza decennale. Quelli effettuati sulle unità economiche sono accomunati dalla medesima strategia e si basano su due elementi cardine: l’uso di un registro statistico, realizzato dall’Istat attraverso l’integrazione di diverse fonti amministrative e statistiche e aggiornato annualmente; una rilevazione diretta a forte valenza tematica, necessaria a completare, a cadenza periodica (per le istituzioni pubbliche biennale e dalla prossima edizione triennale; per imprese e istituzioni non profit triennale), il quadro informativo e consentire l’analisi in serie storica del profilo di istituzioni pubbliche, imprese e istituzioni non profit. La strategia censuaria prevede, a regime, che negli anni non coperti da rilevazione diretta il rilascio dei dati sia di fonte registro. Nel 2016, l’Istat ha avviato la prima edizione del Censimento permanente delle istituzioni pubbliche (data di riferimento 31/12/2015)1, basato sull’integrazione del Registro di base delle istituzioni pubbliche con le informazioni desunte dall’indagine statistica diretta. Da quest’ultima sono state escluse le scuole statali (oltre 40mila), vista la disponibilità di informazioni di fonte amministrativa. L’indagine diretta a supporto del Registro delle istituzioni pubbliche si basa su una parte di informazioni core, da acquisire con continuità, e su un set di informazioni di approfondimento da raccogliere a cadenza pluriennale. Rispetto al precedente Censimento generale a cadenza decennale, il Censimento permanente delle istituzioni pubbliche ha esteso la rilevazione2 a Forze di polizia, Forze armate e Capitanerie di porto, secondo specifiche modalità condivise in accordo con i Ministeri competenti. -
The Police Academy of Montenegro
PI VOCATIONAL SCHOOL POLICE ACADEMY The Police academy is located in Danilovgrad, Montenegro. It is the only Law Enforcement Educational institution in Montenegro. It was established by the Decision of the Montenegrin Government in March 2006 as a public institution with the status of legal entity. The Police academy was established as a result of the “Montenegrin Police Education Reform“project (2005) and was supported by: International Institutions and Associations; Competent Ministries; NGOs. The goal of Montenegrin Police and other Law Enforcement Agencies is to: Harmonize their activities with European standards; Increase the level of legality, accountability, professionalism and respect of human rights; Provide more efficient response to modern security challenges. The scope of work of the academy is: I - Education, training and professional development of the Police Directorate employees, implemented through: I/a – Basic Police Education; I/b – Supplementary courses for police officers; I/c – Professional and specialized training; I/d – Police management training; I/e – Foreign languages and computer science (ECDL standard). II - Education of the Ministry of Interior and Public Administration employees III - Education of the Customs employees IV - Education of the Penitentiary Institution employees V - Education, training and professional development of the employees dealing with persons and property protection staff – security services VI - Librarian, publishing and research related activities VII - International cooperation. The core task of the Police academy is Basic police education which enables students to gain: policing competences; the basic knowledge for professional and specialized development as well as professional career development. So far 256 cadets have completed Basic Police education. At this moment we are educating 22 cadets. -
William D. Sullivan, Navy Vice Admiral Bill Sullivan Graduated from Florida
William D. Sullivan, Navy Vice Admiral Bill Sullivan graduated from Florida State University in June 1972. He received his Navy commission in September 1972 following graduation from Officer Candidate School in Newport, Rhode Island. During his 37 years of active duty, Vice Admiral Sullivan served in a variety of sea-going assignments including cruiser, destroyer and frigate class surface ships and aircraft carrier strike group staffs. He commanded the guided missile destroyer USS SAMPSON (DDG 10)during Operations Desert Shield and Desert Storm, deploying to the Red Sea while enforcing United Nations sanctions on Iraq. From 1997 to 1999 he commanded the Aegis guided missile cruiser USS COWPENS (CG 63), deploying to the Persian Gulf and executing Tomahawk strike operations against Al Qaeda in Afghanistan. Vice Admiral Sullivan has served in a variety of staff positions. Joint assignments include Director for Pacific Operations on the Joint Staff (J-3), Director for Strategic Plans and Policy (J- 5) at U.S. Pacific Command and Vice Director, Strategic Plans and Policy (J-5) on the Joint Staff. From 1999 to 2001 he served as Commander, U.S. Naval Forces, Korea. Prior to his retirement from active duty, Vice Admiral Sullivan served as the U.S. Representative to the NATO Military Committee, NATO Headquarters, Brussels, Belgium. Vice Admiral Sullivan earned a Masters Degree in National Security Studies at Georgetown University in 1990 and a Masters Degree in National Security Affairs at the National War College in 1994. Vice Admiral Sullivan is a member of the Veterans Advisory Board for the Florida State University Veterans Legacy Complex which will house student-veteran programs, the Army and Air Force ROTC offices, and the archives and offices of the Institute on World War II and the Human Experience. -

It will not end with us.” -U.S. Defense Secretary Jim Mattis1 Strategic Reasoning for Closer U.S. –Mexico Military Ties Despite the deep cultural and economic diversity of North America’s 486+ million inhabitants, the interconnectedness of the three countries means that they all face, to various degrees, the same threats, which range from serious to existential. Existential threats have long been narrowed to a nuclear war with Russia, to a much lesser degree China, and the now aspiring North Korea. The lack of an existential threat from the south has meant that Mexico was not a priority for the U.S. defense community. Mexico’s non-interventionist interior-looking foreign policy, the lack of an external threat, and an extremely complex politico-military relationship also meant that the defense relationship with the United States was cordial, but distant over several decades. Since the 1980’s, the Mexican Navy and Air Force did source their token conventional fighting capacity from the United States: a squadron of tactical jet fighters and a flotilla of second-hand destroyers and frigates; however, this was mainly out of convenience rather than a strategic decision to develop binational defense ties. -

NATO ARMIES AND THEIR TRADITIONS The Carabinieri Corps and the International Environment by LTC (CC) Massimo IZZO - LTC (CC) Tullio MOTT - WO1 (CC) Dante MARION The Ancient Corps of the Royal Carabinieri was instituted in Turin by the King of Sardinia, Vittorio Emanuele 1st by Royal Warranty on 13th of July 1814. The Carabinieri Force was Issued with a distinctive uniform in dark blue with silver braid around the collar and cuffs, edges trimmed in scarlet and epaulets in silver, with white fringes for the mounted division and light blue for infantry. The characteristic hat with two points was popularly known as the “Lucerna”. A version of this uniform is still used today for important ceremonies. Since its foundation Carabinieri had both Military and Police functions. In addition they were the King Guards in charge for security and honour escorts, in 1868 this task has been given to a selected Regiment of Carabinieri (height not less than 1.92 mt.) called Corazzieri and since 1946 this task is performed in favour of the President of the Italian Republic. The Carabinieri Force took part to all Italian Military history events starting from the three independence wars (1848) passing through the Crimean and Eritrean Campaigns up to the First and Second World Wars, between these was also involved in the East African military Operation and many other Military Operations. During many of these military operations and other recorded episodes and bravery acts, several honour medals were awarded to the flag. The participation in Military Operations abroad (some of them other than war) began with the first Carabinieri Deployment to Crimea and to the Red Sea and continued with the presence of the Force in Crete, Macedonia, Greece, Anatolia, Albania, Palestine, these operations, where the basis leading to the acquirement of an international dimension of the Force and in some of them Carabinieri supported the built up of the local Police Forces. -

Spanish) 1/4/2004 The Algerian Armed Forces: National and international challenges ∗ Carlos Echeverría Jesús THE ROLE OF THE ARMED FORCES: FROM INDEPENDENCE TO THE FIRST STEPS TOWARD DEMOCRACY (1962-1988) The Algerian Armed Forces arose from the National Liberation Army (ALN), particularly from the so-called ‘border army’ which, as General Jaled Nezzar recalls in his Memoirs, began to play a dominant role under the command of Colonel Houari Boumedienne in late 1959: this army relentlessly waged war on the French forces deployed on the borders of Morocco and Tunisia until the conflict ended in 1962 (1). Although the creation of the ALN itself dates back to 1954, it was not until the Summam Congress, on August 20, 1956, that its structure was determined and it became considered an instrument for implementing the policies developed by the party: the National Liberation Front (FLN). The internal struggles within the FLN-ALN tandem, both in and outside Algeria, have been described by many authors: both the confrontations within the National Council of the Algerian Revolution (CNRA) and those at the various FLN congresses during and immediately after the war –the Summam Congress (1956), Tripoli Congress (1962) and Algiers Congress (1964)– aimed at taking control of the embryo of the future Armed Forces. According to Mohamed Harbi, the session of the CNRA held in December 1959 – January 1960 was crucial, as it abolished the Ministry of the Armed Forces, replacing it with an Inter-Ministerial War Committee (CIG), directed by military officers of a General Chiefs of Staff (EMG) led by Boumedienne, who went on to become Defense Minister of the first independent government and, starting in June 1965, President until his death in 1978.
