Robert Hellyer moved to Hull from Brixham in the 1850s and by the end of the 1870s he and his sons owned a small fleet of sailing smacks. The Hellyer's fishing company was originally called Devon Fishing Company Ltd and later became Hellyer Brothers Ltd. During the 1880s the company became involved in the construction of steam trawlers. In 1905 Charles Hellyer decided to build a completely new North Sea boxing fleet of steam trawlers comprising of approximately fifty trawlers. Hellyer Brothers was absorbed into Associated Fisheries when it merged with the company in 1961. It ceased trading in 1965 and was dissolved in 1972. Description: Includes records for a number of fishing companies, including Devon Fishing Company Ltd (later Hellyer Brothers), Caledonian Fishing Company Ltd, West Dock Steam Fishing Company Ltd, and Pickering & Haldane's Steam Trawling Company Ltd, etc. Records include staff records, insurance policies, correspondence, minute books, settlement books, navigation charts and skippers cards. Our unhappiness stems from the fact that we believe we were fundamentally misled by Commission staff who unequivocally stated that the first set of draft recommendations from the LGBCE would be based on a three- member Ward settlement. This LGBCE advice was given at the Labour Group Briefing with Officers and Members (including a Conservative Councillor) present). This then informed our initial response in October 2016. The alleged rationale and premature dismissal of a three-member Warding Settlement as proposed by Labour, seems to stem from the LGBCE’s refusal to consider a cross-river Ward. It is regrettable that the LGBCE continually refers to “’…our decision in relation to the River Hull…” [LGBCE Page 21 Paragraph 85, June 2017]. At this stage the LGBCE should have ONLY been dealing with recommendations, but it is clear, despite a lack of strong evidence, the LGBCE had made their mind up, preferring the repetition against such a ward by one political party.

This is a Key Decision The matter is in the Forward Plan – Forward Plan reference 0068/16 1. Purpose of the Report and Summary 1.1 To provide an update on the River Hull + scheme – this is identified in the City Plan as the River Hull Inlet project. 1.2 For a decision to be made on accepting the £3.5million European Regional Development Funding for delivering the River Hull + project and entering into a Service Level Agreement with the Environment Agency as Delivery Partner on the scheme in order for implementation to commence. 1.3 The River Hull + project includes moving the Arctic Corsair from its existing berth to a dry dock at Dock Office Row/High Street, North End Shipyard. The movement of the ship is required to improve conveyancing issues on the river as the long term berthing of the ship has caused an accumulation of silt around the vessel, and to enable the construction of new flood defences. 1.4 Recent survey work and technical analysis has been undertaken on the Arctic Corsair. This shows that there is a requirement to urgently restore and dry dock her in order to ensure her long term survival. The Council is therefore currently seeking funding which, if successful, will include major refurbishment works to the Arctic Corsair before being moved to a permanent berth at the North End Shipyard.

The People’s Choice Competition Hull: Yorkshire’s Maritime City (HYMC) is a multi-million pound project which seeks to connect local people with Hull’s unique maritime history. This will be achieved through the redevelopment of five historic sites: the Hull Maritime Museum, Dock Office Chambers, the North End Shipyard, the Arctic Corsair and the Spurn Lightship. Between March and June 2020, we are inviting Hull’s primary schools to choose 14 objects – from a short list of 35– to go on display at the Hull Maritime Museum as part of our People’s Choice Competition. The competition will run between March and Friday 19th June. In the People’s Choice Competition pupils, in Years 4-6, will be asked to select their favourite object from the short list and write a label about it. The Hull Maritime Museum This label should tell the reader a story about the object. The story could be based on fact or be one that is completely made-up! Pupils can decide to use prose, illustrations or a mixture of both to tell their story. Members of the HYMC team will judge the submitted labels and select 14 winners.

Purpose of the Paper and Summary This paper provides information on and about the early evening/ night time economy in the city centre. The growth in city centre activities resulting from recent Council-led investment provides scope to further improve and diversify the early evening/ night time economy across the whole of the city centre. Information is provided on the objectives for the City Centre Task and Finish Panel, as agreed by the Council, to assist member investigations into how the city centre can become more vibrant after 5pm. 2. Analysis of city centre connectivity 2.1 Local Transport Plan The Council’s Local Transport Plan (LTP) sets out the vision and aims for transport in Hull and also sets the transport priorities for the Local Plan. The LTP’s vision is “to provide and develop a safe and efficient transport system that contributes to the social, environmental and economic wellbeing of the residents, businesses and visitors to the city.” The LTP aims to have a city committed to a low carbon future, which has a transport network and mobility culture that positively contributes to a thriving economy and the health and wellbeing of its citizens, and where sustainable travel is the option of choice The continued dominance of the car, often at the expense of other transport modes, presents a major challenge to transport planning in Hull.
