Transformations of the Cultural Landscape of Donbas During the Armed Conflict 2015–2017
Studia z Geografii Politycznej i Historycznej tom 6 (2017), s. 305–326 http://dx.doi.org/10.18778/2300-0562.06.13 Roman Slyvka, Liubov Slyvka, Yaroslava Atamaniuk Transformations of the cultural landscape of Donbas during the armed conflict 2015–2017 The main objective of the article – to show the different trajectories of the cultural land- scape in controlled and uncontrolled parts of the war-torn Donbas. The cultural landscape of Ukraine significantly changed during the twentieth century. The main factors of these transformations were ideological, military and geopolitical. The sub-ordinate position of Ukraine within the USSR allowed communist leaders to enforce sovietisation of the cultural landscape. This policy was especially noticeable in the great industrial region of Donbas. Achievements of independence by Ukraine and democratization of country' public life have led to transformation/conservation of the cultural landscape, which corresponded with political culture of individual regions. The war in the Donbas has become a catalyst for the processes of creating different types of cultural landscape on the different sides of the contact line. The policy of creating a cultural landscape has become an instrument of political socialization and mobilization of the population. This process is not complete, and can contribute to the crystallization of new subregional identities on different parts of contemporary Donbas. Introduction The conflict in Donbas deepened those political divisions that began to be observed in Ukrainian society since the 1990s. FSC.DEL/11/15 28 January 2015 ENGLISH only Statement by the Delegation of Ukraine at the 777-th FSC Plenary Meeting (28 January 2015 at 10.00, Hofburg) Mr. Chairman, The Russian aggression against Ukraine, which resulted in illegal occupation and annexation of the Autonomous Republic of Crimea and the city of Sevastopol, as well as escalation in Ukraine’s east, continues and produces a sharply growing number of casualties among civilians and servicemen in Ukraine. On 24 January, Russian‐backed terrorists committed another heinous crime. The deliberate shelling by Grad missiles of the residential areas of the city of Mariupol, followed a number of earlier terrorist attacks, among them the shellings of the civilian bus near Volnovakha, of the trolleybus stop in Donetsk, of residential areas in many towns and villages. The OSCE Special Monitoring Mission’s assessment concluded that the attack had been carried out through the use of Grad and Uragan rockets fired from areas controlled by the “Donetsk People’s Republic”. On January 25, the Ukrainian government reported that the toll from the attack had reached 30 dead and 102 wounded. The Ukrainian Security Service collected evidence, including telephone intercepts and the account of the accomplice of this murderous act, that the artillery attack on peaceful Mariupol was committed by the Russian artillery battery commanded by a Russian officer with a call sign "Pepel". Mr. Chairman, Distinguished colleagues, The cold‐blooded murder of 30 civilians and wounding of more than a hundred people by pro‐Russian terrorists in Mariupol is a crime against humanity. The Ukrainian authorities will do all in their power to make sure that the perpetrators of this heinous crime are brought to justice. -

Conclusions 211 Abstract The situation in Ukraine has been a matter of concern for the interna- tional community since January 2014 and remains a central focus of legal and political scientists. The United Nations (UN) Security Council ap- peared to be unable not only to settle the conflict but also to take any feasi- ble measures for its settlement. As a result, a range of regional organizations became involved in the crisis. This article examines the legal perspectives of the activity of the UN and regional organizations which aimed to prevent, detain and settle the conflict in Ukraine. Duryea While the Council of Europe faces many important issues affect the future of the EU, few involve the geopolitical pressures and question of European identity raised by the possibility of Ukraine membership. Opening membership to European democracies is a foundational concept of the EU, but Ukraine possess great difficulties; it is a very large country (roughly the same in size and population to France), poor it brings difficult relations with Russia. Ukraine has a long border with Russia; 2300 km (1400 miles) long and hosts Russia’s most important navy base. Its population includes are large Russian minority. Some 30 percent of its population (14.5 million out of 45.6 million people) are native Russian-speakers. Bringing Ukraine into the EU would transform the country, and the EU. Refusing to admit Ukraine might have equally powerful consequences. Ukraine is increasingly falling into the fold of the European Union. Many Ukrainians seek eventual membership into the EU, but a number of pressing issues must be resolved before Ukraine fully goes west. These include reforming Ukrainian bureaucracy, obeying the rule of law, cracking down on corruption, and evading Russian attempts to keep Ukraine from breaking away from its unhealthy Eurasian ties. At stake is not just the future of the concept of Europe and European relations with Russia, but the future of Ukrainian democracy and national identity. As stated in the EU Council Conclusions on Ukraine of 10 December 2012, Ukraine’s EU status focuses on three elements of reform: 1 The compliance of the 2012 parliamentary elections with international standards and follow-up actions, Ukraine’s progress in addressing the issue of selective justice and preventing its recurrence, and Implementing the reforms defined in the jointly agreed Association Agenda. -
