1. INTRODUCTION 1.1. Preamble

1. This report is the Semi-annual environmental monitoring review of the “Strengthening Technical and Vocational Education and Training” project.

2. This fifth semi-annual report on environmental monitoring covers the period from January to June 2019 and presents the results of the monitoring of environmental safeguards implementation at construction sites.

1.2. Headline Information

3. During reporting period rehabilitation works have been started on 15 subrojects, in 14 continued from previous period 2 of them completed. Previously 8 subprojects has been completed.

4. Thus this report covers 27 subprojects; 5 subprojects in Dushanbe, 9 subprojects in Sogd province, 10 subprojects (including water supply in Agriculture lyceum in Kulob) in Khatlon province, 2 subproject in Districts of Republican subordination and 1 in GBAO.

5. In the reporting period, it was decided to add 3 more subprojects. i) Water supply in the Vocational agricultural lyceum in Kulob (Dahana), ii) mounting elevator and fire ladder in the main office of MOLME, iii) arrange one classroom for the national CBT certification and accreditation in Regional resource centers. For the each additional new subproject The Environmental and Social Due Diligence Report has been prepared in compliance with the ADB Safeguard Policy Statement (2009).

2. PROJECT DESCRIPTION AND CURRENT ACTIVITIES 2.1. PROJECT DESCRIPTION

6. The Republic of Tajikistan has received Grant 0452/53/Loan 3309 from the Asian Development Bank (ADB) for implementing Strengthening Technical and Vocational Education and Training (TVET) Project (the Project). The Project supports the expansion of quality training of unskilled youth and adults to prepare them for skilled employment in Tajikistan and abroad through upgrading of the public TVET system. The upgraded system will train and empower individuals to move from unemployment and underemployment into higher-paying jobs, alleviating poverty by strengthening the livelihood opportunities of trainees and their families and increasing their ability to participate in national economic development.

7. The “Strengthening Technical and Vocational Education and Training (TVET), Tajikistan Project funding consists of an ADB US$15 million loan, US$ 15 million grant, co-financing of $2 million from the Clean Energy Fund under the Clean Energy Financing Partnership Facility, and Government of Tajikistan $2 million counterpart funds. The implementing agency is the Ministry of Labor, Migration and Employment (MOLME).

8. The Strengthening Technical and Vocational Education and Training Project supports

The upgraded system will train and empower individuals to move from unemployment and underemployment into higher-paying jobs, alleviating poverty by strengthening the livelihood opportunities of trainees and their families and increasing their ability to participate in national economic development.

The Project addresses a range of challenges faced by the public TVET system that provides most of Tajikistan’s TVET training: outdated curriculum and learning materials; obsolete and inadequate equipment; dilapidated instructional buildings; unmaintained and damaged dormitories; low-paid teachers and masters without updated training; very limited staff development and succession planning; little or no linkage with industry; outdated approaches to school management; weak interagency coordination; and continuing underinvestment generally. A large number of graduates are produced each year, but the training does no impart to them the modern skills and qualifications in demand in the labor market.

10. The outcome of the Project will be a national workforce with an increased proportion of skilled workers employed in Tajikistan. The outcome will be a demand-driven, quality- assured, and flexible TVET system responsive to labor market needs.

11. The Project has four outputs as follows: (i) TVET system methodology modernized; (ii) physical learning facilities in selected TVET institutions upgraded; (iii) access to quality TVET programs improved; and (iv) governance and management of TVET system strengthened.

12. The Project is classified as ADB Environmental Category B with the potential environmental impacts confined to activities within Output 2, Upgrade Physical Learning Facilities. This component consists of:

 civil works to rehabilitate existing buildings; and  provision of new equipment to rehabilitated workshops, laboratories and other facilities. 13. The Project will rehabilitate physical facilities at 36 TVET institutions located throughout the country. The importance of the Project will be through its impact on the skills and employability of graduates of the rehabilitated TVET schools. The map showing location of the educational facilities covered by the Project is presented below.

14. The Figure 1 below shows the location of all TVET sub-projects in the scale of country.

16. In total, 27 sub-projects have the “on-going” status by the end of June 2019.

2.2. Project contracts and management

17. The Executing Agency for the project is MOLME. The Project Administrative Group (PAG) has been set up within MOLME for the management of the implementation contracts. The environmental and social safeguards expert in PAG is Mrs. Larisa Kamilova and environmental safeguards consultant in PAG Mr. Dilshod Dadobaev. They are responsible for the coordination for environmental and social safeguards issues

18. The Project Implementation Consultants (PIC), a joint venture led by GOPA with CAICO, supports the PAG. Project Implementation Consultant company has not currently any International nor National Environmental Consultant in the team. The previous PIC’s International consultant Rangina Nazrieva left the project in December 2017. It was agreed with ADB (PTL) that all functions on ensuring the environmental and social safeguards would be devolved to PAG. In order to ensure environmental performance of the project two new experts, namely Environmental and social safeguards specialist – Larisa Kamilova in February 2018 and Environmental and social safeguards consultant – Dilshod Dadobaev in March 2018, have been recruited by the PAG .

2.3. Construction activities and project progress in reporting period

21. The construction activities within the reporting period covered 27 sub-projects out of the remaining 29. Eight sub-projects were completed in previous period (2018). The construction works under 2 sub-projects were completed in reporting period and 27 ones are is in progress. Construction activities on 2 sub-projects - Mounting Elevator and Fire ladder to the main office of MOLME and Upgrading of one classroom for the national CBT certification and accreditation in RRCs did not start yet and expected to be commenced in end of 2019.

22. During the reporting period, construction works have been completed on following sub- projects: the “Rehabilitation of the Polytechnic lyceum” in Khujand (financed by Clean energy fund) and “Rehabilitation of Vocational construction lyceum in Dushanbe” (financed by Clean energy fund). The post-construction environmental audit of the completed sub-projects have been carried out, with the check-lists filled as required (Annex 1). Defect liability period has started in February 2019 and will last till February 2020. After completion defect liability period Final environmental monitoring report will be prepared by PAG.

2.3.1. Construction activities conducted on Construction Lyceum of Dushanbe (financed by Clean energy fund) 23. During the reporting period, construction works on the Construction Lyceum in Dushanbe, which is financed by the Clean energy fund, are fully implemented by the end of January 2019. The Table 3 below presents information on implemented construction activities in reporting period.

During the reporting period, construction works on the Construction Lyceum In Khujand, which is financing by Clean energy fund, are fully implemented by February 2019. 2.3.25. Construction activities conducted on other sites 68. Works on rehabilitation of ALC Branch in Kanibadam and ALC Branch in Ghafurov were awarded to LLC Tamirkor on 04.03.2019. Works on rehabilitation of ALC Branch in Yavan and Branch of Vocational and Entrepreneurial Centre in Nurek were awarded to LLC Samimi Construction group on 29.01.2019. Works on Minor Renovation of Lyceum Panjakent were awarded to LLC ReNta KaR Tajikistan on 08.02.2019. However by the end of reporting period in June 2019 these construction works have not started.

2.4. Changes in project design

69. After beginning construction works in Vocational Agricultural Lyceum campus in Kulyab (Dahana). PAG received an official letter from Kulob Agricultural lyceum (Annex 2) about shortage of drinking water requesting to drill a borehole within the contract.

70. As part of the subproject a borehole will drilled with the depth up to 115 m and 25 m3 overhead tank installed. The Environmental and Social Due Diligence Report has been prepared for the above-mentioned additional works (water supply) in compliance with the ADB Safeguard Policy Statement (2009). The DDR have been approved by ADB on 16.04.2019 and disclosed at the website.

71. As part of this Project, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan decided to sign a contract "MOLME/SH/CW15" with the construction firm for the mounting elevator and fire ladder in the main office of MOLME. The Environmental and Social Due Diligence Report has been prepared for the mentioned additional works (mounting elevator and fire ladder) in compliance with the ADB Safeguard Policy Statement (2009). The DDR have been accepted by ADB on 28.06.2019 and disclosed at the website.

72. During project implementation it has become necessary to arrange one classroom for the national CBT certification and accreditation in Regional resource centers. For this purpose it was decided to renovate one classroom for each resource center (Dushanbe, Shahrinav, Khujand, Bokhtar, Kulob).

73. The Environmental and Social Due Diligence Report has been prepared for the above- mentioned additional works (CBT certification center) in compliance with the ADB Safeguard Policy Statement (2009). The DDR have been approved by ADB on 15.07.2019 and disclosed at the website.

3. ENVIRONMENTAL MANAGEMENT 3.1. General Description of Environmental Safeguard Activities

74. The Project administration group (PAG) is responsible to carry out day-to-day management of project execution. The PAG includes an Environmental and Social Safety specialist and Environmental and Social Safety Consultant who executed management of all environmental and social aspects of the project.

75. Environmental Safeguards team of the PAG conducted regular supervising of the construction works regarding implementation of environmental safeguards requirements and, in particular, for supervising and reporting on the Contractor’s performance in the implementation of the EMP/SSEMP.

76. Joint review missions of environmental safeguards compliance of PAG, SC, ADB Mission and ADB RETA environmental consultant were executed in February and May 2019.

3.2. Site inspections

77. The overall objective of the inspections is to ensure good environmental practice in project operations, and enable PAG to establish good governance and efficient environmental management of day to day activities. Site inspections and audits in the reporting period are shown in Table 27 below

78. In February 2019 ADB Country Safeguards Performance review Mission conducted meetings with representatives of PAG (including Environmental specialists), Consultant (GOPA&CAICO) Engineer and 4 Contractor companies. Mission visited completed construction site of New Training Center in Dushanbe, sites with on-going civil works as Construction lyceum in Dushanbe (including Clean energy component), Polytechnic Lyceum in Dushanbe, Lyceum of automobile transport in Dushanbe. Overall progress of construction works was 43,8%. Following findings were done:

 Information boards are installed at all visited sites, and warning signs were observed, fire- fighting equipment, containers for the household waste were available and workers are equipped with PPE. Only few of workers did not use gloves.  First aid means were in place and agreement with local clinics located rather close to the construction sites were done;  The separate medical room with bed and medicines, as well as doctor were arranged in Polytechnic Lyceum construction site;  Environmental documentation (SSEMPs, Complaints log books, instructions, training records, permissions etc.) was available at construction sites, in the field offices of Contractors. During site visits almost no non-compliances were observed. It was advised by mission to continue the same level of compliance monitoring of the project sites and start recording of waste types and amount.  No complaints were received from local people and workers. 79. 80. In May 2019 joint inspection was fulfilled by PAG ES and ADB RETA environmental safeguards consultant. Summary of findings are presented below:

Technical vocational Construction Lyceum in Kulyab (Contractor “Youhsu”)  In general all rehabilitation and repair works of lyceum buildings are fulfilled for 90% (conctruction of production department, 2 buildings of dormitories. The completion of construction works is expected by end of June 2019.  Only one container for the waste is in place. Fire fighting means (extinguishers with hydrants) are provided and installed.  Most of construction waste are disposed at landfill as per agreement with municipalities. Hazardous waste observed are stored temporarily in separate room. As per information of Contractor the cans and other containers from paints, bags from cement will be disposed at permitted landfill for these type of waste in Kulyab district;  No leakage of paints, fuels and lubricants from vehicles transported construction materials were observed;  Sanitary facilities (toilet, water) in rehabilitated buildings connected to the water supply system and are functional;  10 of 12 workers on site did not use PPE (helmets, gloves); No first aid means were available during the visit. The hospital is located at the distance of 300 meters from the lyceum site;  No complaints were recorded from nearby citizen and teachers of lyceum;  Environmental documentation was available at site including SSEMP, complaints log book, safety training records for personnel; agreements with hospital; Contractor is keeping recordings on waste generation by type and amount

Agrarium lyceum in Dahana jamoat, Kulyab district (Contractor “Youhsu”)  In general all rehabilitation and repair works of lyceum buildings are fulfilled for 90%. Completion of construction works is expected by the end of June 2019.  Only one container for the waste is in place. Fire fighting means (extinguishers with hydrants) are provided and installed.  Most of non-hazardous construction waste are disposed at landfill as per agreement with municipalities. The containers of used paints, dilutions are stored temporarily in separate room. As per information of Contractor the cans and other containers from paints, dilutions, bags from cement will be disposed at permitted landfill for these type of waste in Kulyab district;  No leakage of paints, fuels and lubricants from vehicles transported construction materials were observed;  Sanitary facilities (toilet, water) in rehabilitated buildings connected to the water supply system and are functional;  10 of 12 workers on site did not use PPE (helmets, gloves); No first aid means were available during the visit. The hospital is located at the distance of 300 meters from the lyceum site;  No complaints were recorded from nearby citizen and teachers of lyceum;  Environmental documentation was available at site including SSEMP, complaints log book, safety training records for personnel; agreements wih hospital; Contractor is keeping recordings on waste generation by type and amount

Medical room with bed is arranged.  No complaints were recorded from nearby citizen and teachers of lyceum;  Environmental documentation was available at site(SSEMP, complaints log book, safety training records for personnel; agreements with hospital;  Contractor is keeping recordings on waste generation by type and amount

Adult Learning Center Branch (ALC) in Farkhor (Contractor “Youhsu”)  Rehabilitation and repair works of lyceum buildings are fulfilled for 90% . Completion of construction works is expected by end of June 2019.  Containers for the waste are arranged. Fire figthing means (extinguishers with hydrants) are provided and installed.  Construction waste are temporarily stored at the area of ALC. The will be disposed at the landfill as per agreement with municipalities;  Sanitary facilities (toilet, water) in rehabilitated buildings connected to the water supply system and are functional;  No leakage of paints, fuels and lubricants from vehicles transported construction materials were observed;  5 of 7 workers on site use PPE’s (helmets, gloves), two of them did not use the gloves while painting the building. No first aid means were available during the visit. But pharmacy is very close – at the distance of 100 meters from the ALC. Medical room with bed is arranged and doctor is hired for workers. The hospital is located at the distance of 300 meters from the lyceum site;  No complaints were recorded from nearby citizen and teachers of lyceum;  Environmental documentation was available at site including SSEMP, complaints log book, safety training records for personnel; agrements wih hospital;  Contractor is keeping recordings on waste generation by type and amount

Branch of Vocational Entrepreneurial Center in Nurek (Contractor “Guruhi Samimi Construction)  Rehabilitation and repair works of Center are fulfilled for 20% (conctruction of 3 rooms in the building of the Center. The completion of construction works is expected by end of June 2019.  Fire figthing means (extinguishers with hydrants) are provided and installed.  No leakage of paints, fuels and lubricants from vehicles transported construction materials were observed;  Workers are provided with PPE’s ; First aid means were not available during the visit. The hospital is located at the distance of 200 meters from the site;  No complaints were recorded from nearby citizen and teachers of lyceum; Environmental documentation was available at site including SSEMP, complaints log book, safety training records for personnel.

3.3 Non-conformance notices

82. During the reporting period (1st January 2019 - 30th June 2019) the observed non- conformance issues have been recorded given below related to the safety and health. Non- conformance issues have been recorded is 6 in total and all of them have been closed. Total number of non-conformance issues observed is 7 which 100% has been closed. (Table 27).

4. ENVIRONMENTAL MONITORING 87. According to IEE/EMP/SSEMP, no parameters of water, air and noise are recommended to be instrumentally measured. During the routine works, no any harmful impacts are expected.

4.1. Water quality monitoring

88. No instrumental measurements of water quality are foreseen for this Project according to IEE/EMP. The Project does not impact water bodies as all works will be implemented at the relevant distance from water sources and inside the fenced area of rehabilitated institutions buildings, which are an existing infrastructure. During field visits to the sub-project sites were not observed any spills or discharge of contaminants at construction sites and in water objects

4.2. Air quality monitoring

89. No instrumental measurements of air quality are foreseen for this Project according to IEE/EMP.

90. No any significant dust emissions during the works within the reporting period were observed in the sub-project sites.

91. The vehicles of Contractors transported construction materials were covered by tarpaulin. No dust was observed at construction sites.

4.3. Noise monitoring

92. A regular instrumental monitoring of noise and vibrations is not foreseen for this Project according to IEE/EMP. However, the construction contractor is obliged to take care that workers shall wear ear protectors when loud drilling works. Construction works were implemented only from 8 am to 18 pm as per EMP/SSEMP provisions.

93. The field visits to the sub-project sites revealed that Contractors has provided to workers PPE in compliance with the requirements. However some of workers didn’t wear PPE.

4.4. Flora and fauna monitoring

94. A monitoring of flora and/or fauna is not foreseen for this Project according to IEE/EMP. All works take place within the fenced area of sub-project institutions and learning centers in the cities. All rehabilitation measures are being implemented within the facilities and building constructions of the institutions.

4.5.2. Cumulative Resource Utilisation 96. The tracking of resource utilization was started from beginning of 2019. By end of June 2019, the Contractors in total used 15,237 kW of electricity and 1,330,200 m3 water for the construction usage.

4.6. Waste management

97. Constructions works promote to generation of different type wastes starting from garbage, recycle waste, house hold waste and construction and demolition debris, including, ACM waste in the sites where the asbestos-cement slate have been used as roofing material before rehabilitation. Waste Management Plan was developed by Contractors and approved by STVET PAG.

98. Construction waste are accumulated on construction site in special isolated areas divided by hazardous, domestic and construction waste. There were installed containers for liquid waste . Proper signs are also Installed. Construction Companies signed contracts with the companies for waste removal (SUE Khojagii Manziliyu Kommunali (KhMK)). The waste is being removed from construction sites by authorized personnel only in accordance with the safety regulations. Generated waste amount is presented in Table 31

99. Concrete debris generated during demolition works, as far as possible have been reused. Monitoring of waste management issues is being carried out by contractor environmental specialist and by environmental specialists of PAG.

100. During site visits by PAG environmental specialists weren’t observed any nonconformance associated with waste management.

4.6.1. ACM waste 101. An Asbestos Containing Materials Handling, Management and Disposal Plan was developed by Contractors and approved by STVET PAG. ACM have been found in 13 rehabilitation objects.

102. The ACM have been removed by specially trained workers of Contractor. Removed ACM has been wrapped with two layers of Polyethylene and temporary stored in the territory of the site. The area is fenced and appropriate warning signs installed.

103. The Construction Companies collects ACM at the temporary storage sites and handed over it to Lyceums for a further write-off and disposal procedure.

104. In compliance with the requirements of the Law "On industrial and household waste" from May 10, 2002, №44, and Resolution of the Government of Tajikistan on June 2, 2011 №279 "On approval of, the conditions and methods of collection, use, decontamination, transportation, storage, and disposal of industrial and domestic waste in the Republic of Tajikistan”, the AСM will be disposed of by a licensed team of public services of the areas.

4.6.2. Cumulative Waste generation 105. During reporting period (1st January 2018 - 30th June 2018) totally 1780.59 tons of solid waste including about 120.59 tons of asbestos containing waste has been disposed of within the scope of Technical Vocational Education and Training project.

4.7. Health and Safety

106. The Contractors took all precautions at all construction points for health and safety of the workers and the people of the surroundings in accordance to the Health and Safety Plan submitted by the Contractor and approved by the PAG. Health and Safety measures were continuously taken care and checked in all construction points by the health and safety manager of the Contractor and checked by the Environmental and social guarantee staff of the PAG. No accident, incident and major injures have been recorded during the period. Only cases on minor injuries, cuts and headaches were registered, treatment and medicines were provided.

4.7.1. Community health and safety 107. The territory of all sites fenced appropriate informational and warning signs are installed. During reporting period (1st January 2019 - 30th June 2019) no incidents occurred resulted in Community Health and Safety issues, including the traffic accidents.

4.7.2. Workers health and safety 108. During the site visit it has been observed that the some of workers don’t wear PPE’s, workers and contractors’ officials has been verbally warned. During reporting period no incidents occurred resulted in the working site area.

4.8. Training

109. Contractors has conducted Health and Safety training of technical staff. The duration of training was 1 day. The training logs have been kept in the site.

110. Training of the contractors on health and safety and environmental safeguard requirements conducted on 16.04.2019 in the PAG office. The training have been conducted by safeguard specialists of PAG. Regular instructions to workers on safety are provided by responsible HS engineers of Contractors to workers on daily basis before the start of works.

5. FUNCTIONING OF THE SSEMP 111. All rehabilitation objects are included in the project scope after project’s approval by ADB. ADB has approved additional scope of work for every sub-project, for which the Due Diligence Reports has been prepared by the MOLME/PAG as well as approved by ADB.

112. Contractors prepared the SSEMPs which were approved by PAG. Status of SSEMPs for each sub-project construction site is provided in Table 32 below. Each contractor appointed Chief engineer as ES - responsible person for implementation of environmental safeguards requirements.

6. GOOD PRACTICE AND OPPORTUNITY FOR IMPROVEMENT 6.1. Good Pratices

113. During monitoring process, the two areas where good practice needs to be mentioned is:

a) Reusing construction and demolition waste at Technical Vocational Lyceum in Shahrinav for the improvement and arrangements of paths (walks) within the area of lyceum. b) Building engagement with local authorities in Agricultural Lyceum in Kulyab (Dahana). The Contractor formed a good communication with local population, which allows to solve any problems in a short time, without expecting or ignoring needs and requirements of local population. This practice allowed to use Grievance mechanism effectively in these areas. 6.2. Opportunities for Improvement

114. Every reporting periods seems to see the same issue concerning safety – wearing PPE by workers. Therefore, the capacity of the Contractor staff needs to be built. Efforts should made to strengthen the awareness of the importance of wearing PPE.

7. SUMMARY AND RECOMENDATIONS

115. To ensure proper control on environment in rehabilitation objects, monitoring activities were held by environmental consultant and specialist. Site visits were executed with approximate frequency 1 times per week. Impact mitigation measures and environmental protection actions were successfully implemented. To ensure health and safety measures the Contractor provided to its staffs all necessary sanitary conditions, drinking water, PPE, fire- protection means and relevant application of safety rules. Some minor non-conformances were observed regarding use of PPE (not all workers used PPE), availability of first aid means at some of construction sites and keeping records on waste generation by Contractors in the beginning of reporting period.

116. Warning signs and information boards were installed at site to avoid potential accident. The contractor of Polytechnic lyceum in Khujand and Vocational construction lyceum in Dushanbe completed reinstatement of the site after completion of construction activities.

117. During period no any complaints were registered.

118. The implementation of EMP/SSEMPs and environmental safeguards issues from January to June 2018 can be considered as satisfactory, Corrective Action Plan has been prepared for the next reporting period.

119. Environmental specialists of PAG will continue monitoring of safeguards compliance.

120. Following Corrective action plan on all sub project contractors for period from July to December 2019 is recommended below in Table 33.
