COUNTRY: Kazakhstan Aksu-Zhabagly 4 FULFILLMENT OF THE THREE FUNCTIONS OF BIOSPHERE RESERVES 3. «Conservation — contribute to the conservation of landscapes, ecosystems, species and genetic variation» 3. 1 Aksu-Zhabagly biosphere reserve is located in the Western end of Talasskiy Alatau and Southern part of Karatau in the West Tien Shan. The whole region of the West Tien Shan is an Eastern outpost of Mediterranean atmospheric circulation, therefore it has a winter-spring rainfall. The mountain range of the West Tien Shan is a barrier that catches the moisture in the Western transport of air masses; in addition, this region is situated within the zone of the Southern deserts, where the annual temperature sum is high and about 4000-5000o C. As a result, this area is the most favorable for vegetation and preservation of many ancient relict species and plant communities. Moreover, the reserve’s ecosystems have a very close relationship with the natural systems of the Near East and the Mediterranean than to the rest of the ecosystems of the Tien Shan. The territory of Aksu Zhabagly has a high degree of representativeness at regional level. For example, it has almost all landscape types and sub-types of the West Tien Shan, except for deserts and gypsophilous subshrub communities, which are well below the reserve in altitude.

    2019 Assessment of business planning in primary care facilities in Tajikistan Assessment of business planning in primary care facilities in Tajikistan Abstract This report presents the main findings and recommendations of the assessment of the business planning implementation in primary health care facilities in Tajikistan. Since it was introduced in 2005, business planning in Tajikistan has grown into a nationally adopted mechanism for strengthening district and primary health care facility management. In 2019, an assessment took place to evaluate the results of the business planning implementation. The findings revealed that business planning was regarded as an efective managerial tool that improved the health of and relationships with the populations served. The most important outcome of business planning is the reported improved responsiveness to the health needs of the population, especially more vulnerable groups. Implementation of business planning has increased the transparency of the health facilities’ activities and resources and has strengthened the primary care management capacity. Nevertheless, the health system has challenges afecting the success of business planning that need to be addressed for its further success and sustainability in the country. I had to negotiate with the rapacious taxi drivers to take us to the Otrar hotel was booked ready for us, and Julia from the local agents office, phoned soon after to let us know the day’s plan. This allowed us two hours rest before breakfast. At 10am Julia introduced us to Anna and Yerken and we drove with driver Yerlan two hours (80km) north out of town to Lake Kapchagai by the dam on the Ili River. Starting from the rather dilapidated industrial scene and negotiating a crossing of the main road with two imposing policeman we started on the west side of the road. Almost immediately we saw Tulipa kolpakowskiana in flower and our first Ixiolirion tartaricum. Further up the bank we found wonderful specimens of Tulipa albertii, although many flowers had already gone over as spring apparently was unusually advanced. Our tally of Tulips was increased by Tulipa buhsiana but not in flower.
