Conformance Locals Atlantic Region/September 2019 Inactive/Non -Conformance Locals Atlantic Region/September 2019 INACTIVE Local 90023 Parks PEI In communication with Finance at UNE, the Local is missing financial statements for 2018. A message has been left with the Local to obtain the required forms. Parks Local 80016 Cape Breton Prevailing Enterprise Since my last report, the Atlantic Team visited this Local along with the National President on May 14th. At that time, after a lengthy discussion with the Local, the Local elected a full slate of Officers. There has been representation at both the All Presidents and our recent June Atlantic Seminar. In most recent communication with the President, Local Executive members are attempting to get to bank for signing authorities. Passport Local 60400 This Local is now in conformance. Report on Inactive BC & YT Locals 1. Local Y0105 Klondike National Historic Site This local amalgamated with Local Y0104 Kluane National Park at the AGM held in May 2019. Y0104 is now working on establishing signing authorities and have their financial statements submitted soon. 2. Local 20088 – Composite Local They had a very successful AGM but are still working on reconciling their finances from 2016. The Local promised to submit all their financial documents in October. 3. Local 20280 – Gulf islands National Parks They failed to reach a quorum at their AGM in May, 2019. The Regional Team is following up and striving to schedule another AGM in October. Submitted by: Shirley Torres Inactive Locals NCR/TBS Gatineau Local 70027 – Local had an AGM in June 2019 where a local executive was elected the local will be held in trusteeship until the next National Executive. Local 70263 - The local had their AGM in May of 2019, a full executive has been elected. The local has submitted all their financials and we are currently waiting for their schedule D. Local 70312 - the local president is currently away on leave. Andrew and I will be meeting October 8, 2019 to amalgamate this local and Elections Canada as they are in the same building and are two small locals. Local 70410 – Meeting with Andrew October 8, 2019 to discuss amalgamation with local 70312 Local 70148 - Local had their AGM and we are just waiting for their Financials for 2019. Local 70172- The local President is on leave and I working with the local to hold their AGM Local 70101- I am currently working with the local as they have submitted a request to separate into one local and a sub local. So, they have not yet had their local AGM. Andrew and I are meeting October 8 to discuss further. Respectfully submitted Cindy D’Alessio Manitoba Region Inactive Local Local 50231 - Local 50231 was in Inactive status. After conversation with local president, the local received letter from UNE on Aug. 28/2019 that all documentation had been received and local dues rebates would be released to the local in the final week in Aug. 2019. Non Conformance Locals Local 50110 - Local was waiting for Financial Review to be completed by Accounting firm. Received on July 15/2019. All documentation has been sent in to UNE in Aug. 2019. Local 50316 - Schedule B was sent to UNE, but not signed by anyone. Received email from local president of 50316 that he has to have conversation with local executive to have schedule B signed and sent to UNE. Local 50353 - All documentation had been received by UNE except for Dec. 2018 Bank Statement. Robert Vanasse will be having conversation with local president for receiving Dec. 2018 Bank Statement. Local 50140 - After several attempts to contact sister Tokar, Local 50140 president, I have received no replies or responses. Inactive Locals Report NCR – SE Executive, September 2019 70174 Office of the Superintendent of Financial Institutions An AGM was held on June 26th where executives were elected. We are currently working on producing our financial reports. 70291 National Arts Centre The Local held an AGM last September 28th. The financial statements were presented to members. However, despite several attempts, I couldn’t obtain an answer about the selected date. 70396 Canadian Museum of History The financial paperwork is currently being examined by the auditors. Everything should be finalized by the end of October. 70408 Canada Council for the Arts The Local held its AGM last September 16th. 70501 Parks Canada The Local is working on its paperwork for the auditor. 71201 Hard Rock Casino The Local will hold its AGM on October 25th. Report on Inactive Locals in the Outside Canada Region Prepared by Rose Touhey – July 31, 2019 Local 70125, Global Affairs Canada, Gatineau/Ottawa -900 members: As the RVP and Trustee of the Local 70125, At the last National Executive meeting, I presented that a review of all the outstanding complaints had been done and were primarily resolved. A decision was made by the executive to begin the process of reinstating the local. An AGM was scheduled March 27 and April 1 in two parts to ensure that all of the business was done. There were many members that attended the elections and a full group of 10 Executive members were elected. The local executive is now fully conducting all of the business that is expected including holding members and Executive meetings. They are also working on a Local barbecue. The Local’s finances are still being held by the trustees until the NE makes a decision to release them from Trusteeship. Thank you, Presented in all solidarity, Rose Touhey Regional Vice-President, Outside Canada Union of National Employees Inactive Local Report – Ontario - October 2019 NE meeting UNE’s By Laws 5 Section 9 Finances should be submitted to UNE before April 1 Local 00058 - STATISTICS CANADA TORONTO REGIONAL OFFICE EMPLOYEES - 2017 financial completed - but not reviewed by CA or CMA accountant. - Local wants to submit 2 financial years to save some money for the local. - 2018, have all the statements for the schedule B - again not reviewed - 2019 - AGM will be scheduled but due to year end its most likely we will do it in April 2019 - Documents sent in Schedule B for 2017 and 2018 on July 23, 2019 Local 00087 CONSUMER AND CORPORATE AFFAIRS – ONTARIO - AGM held on March 7 2019 - Finances have been sent to UNE by the Treasurer and when returned need to have them audited then resent to UNE - The audit is taking longer than anticipated. ARVP has been following up with local. Local 00221 - GOLDEN HORSESHOE COMPOSITE - They are waiting for finances to come back from auditor and then will set AGM - Are still waiting on documents from auditor will probably have two AGMs in Oct Local 00258 - HRDC - LABOUR PROGRAM, ONTARIO - AGM held May 14 2018 (last year) - Outgoing President believed that they had been sent in so is checking to confirm what happened - ARVP has been following up with local. Local 00303 - CANADIAN HERITAGE TORONTO REGIONAL OFFICE - AGM held May 15 2018 - AGM held May 29 - ARVP has been following up with local. Local 405 - SOUTHERN ECONOMIC DEVELOPMENT AGENCY - This local no longer has an active local and should merge with 87 or 221 - Regional team is working with this Local 420 - ROUGE URBAN NATIONAL PARK - Held Jan 30 2019 - Finances for 2018 were sent to UNE on March 9 for 2018 - 2017 balance was 0 so there was no statement but checking with Bank for a statement. - This local is in conformance as of August 28, 2019. Treasury Board – Ottawa Region Report on Inactive Locals as of September, 2019 Local 70181 Finance/Treasury Board This local has its financials completed but was unable to obtain quorum in the last four years. This past eight months they have recruited two stewards, signed-up approx. 100 members. Held two very visible tabling sessions, created a local email address that is being monitored. Their AGM is scheduled for September 25. Local 70292 Canadian Industrial Relations Board The eight remaining members in this local all work for ATSSC. ATSSC is spread out of over multiple locals and multiple locations. An upcoming meeting will determine the process for assigning the remaining members. Local 70342 Governor General’s Secretary’s Staff This local has done everything it could and followed every direction given to sort out a banking problem that was beyond their control. It has taken over a year to resolve with the paperwork to be finalized by the end of October 2019. Their 2018 financials were held up due to the banking issue which will be addressed once the paperwork is finalized. The 2017 financials were completed and sent in May 2019 – they are in the process of being reviewed. Local 70380 Industry Canada The 2017 financials are completed and the 2018 financials are ready to be sent to the accountant. It is a two person executive as the third recently took a position elsewhere. Both are waiting for an AGM to step down. They are not actively recruiting and not supporting their members. The regional team has been reaching out and meeting with various members to attract interest in the local. Problems stem from multiple locations and access to the various employers. Timeline for the AGM is late fall. Local 70381 Western Economic Diversification Canada New executive was voted in this year. Update is forthcoming. Treasury Board – Ottawa Region Report on Non-Conformance Locals as of September, 2019 Local 70151 Privy Council In the process of recruiting new executive, expect to be in place by end of November. Outstanding items will be dealt with at that time. Local 70176 Industry – Legal Metrology aka Measurement Canada New executive sent financials to office in August 2019, awaiting approval.

Our bargaining team unanimously recommends ratification of our new agreement. If ratified, the settlement will improve our members’ working conditions in several ways. These improvements are the product of the hard work and dedication of both our team and the membership over the course of this round of bargaining. The duration of this new agreement is June 22, 2018 to June 21, 2021. HIGHLIGHTS OF OUR TENTATIVE AGREEMENT Economic Increases The tentative agreement contains significant improvements to monetary compensation for members. This includes general wage increases and allowances paid to specific occupations, including Fishery Officers, Environment and Wildlife Enforcement Officers, members working at Fleet Maintenance Facilities and at 202 Work Shop Depot, Labour Affairs Officers, Search and Rescue Coordinators, Hovercraft Crew, Inspectors at Measurement Canada and the Canadian Grain Commission, and certain shore-based positions at the Canadian Coast Guard. Further details are provided below. The total compensation for all TC group members amounts to a minimum increase of 6.35% over the three years of the collective agreement. • Effective June 21, 2018: 2.8% • Effective June 21, 2019: 2.2% • Effective June 21, 2020: 1.35% All members employed in the TC bargaining unit at the time of signing of the new agreement will receive a one-time payment of $500 in recognition of the extended collective agreement implementation deadline.

I joined the Board as its Chairman this past November, taking over the position from the Board’s Vice-Chair, Walter Parsons, who very capably acted in the role for the preceding two years. I am very pleased that Walter has agreed to continue as Vice-Chair. James S.
