Measurement Canada is the federal government agency responsible for ensuring the integrity and accuracy of measurement in the Canadian marketplace.

We:

Develop and administer the laws and requirements governing measurement; Evaluate, approve and certify measuring devices; and Investigate complaints of suspected inaccurate measurement.

The work carried out by employees within this group includes calibrating and certifying the accuracy of physical measurement standards, testing and verifying the accuracy of measuring instruments used in the marketplace, investigating complaints of suspected inaccurate measurement and auditing and evaluating the competence of private sector companies authorized to perform work on the Agency's behalf.

Work environment Measurement Canada sets the rules of the marketplace with respect to trade measurement and ensures that they are uniformly implemented and respected through the administration of the Weights and Measures Act and the Electricity and Gas Inspection Act.

Measurement Canada seeks to recruit individuals who have the qualifications needed to fill entry- level technical positions and to develop them to a level of competency that permits them to deliver the full range of working level duties, on a quasi-independent basis. Management will use this TI Recruitment and Development Program to staff Inspector (TI-03) positions and to promote these individuals to the TI-04 level employing the merit principles provided by this program.

Intent of the process The current vacant positions are to be staffed indeterminately within the Weights and Measures and Electricity and Gas disciplines and Legal Metrologist.

A pool of qualified candidates will be established and used to fill positions with various language requirements and locations accross Canada.

The candidates who successfully complete the Development Program will be promoted to the working level TI-04, $59,050 to $67,049. (You will also be entitled to an Annual Allowance of $3000.)

EDUCATION: - Graduation from a recognized college or post-secondary technical school or apprentice training program in a field relevant to the duties of the position (e.g. sciences, electrical, electronics, mechanical, instrumentation technology) or an acceptable combination of education, training and experience. (Generally high school graduation plus a minimum of three years of relevant industry work experience).

NOTE: Students who will be graduating in 2018 are eligible to apply but must meet the education requirement upon appointment.

EXPERIENCE: - Recent experience in using typical information technology office software. Examples can include, but are not limited to: word processor applications, spreadsheet applications, data compiling applications, presentation applications, and internet applications. KNOWLEDGE: - Knowledge of the principles of sciences and applied mathematics. (Note: This criteria will be assessed through a written exam. Candidates who do not achieve the minimum pass mark (70%) will not be considered further.)

ABILITIES: - Ability to analyse and solve problems. (Note: This ability will be assessed using the PSC's General Competency Test level 2 (GCT2-314). Candidates who do not achieve the minimum pass mark (60%) will not be considered further.) - Ability to communicate in writing. - Ability to communicate orally.

EDUCATION (ASSET): - Graduation from a recognized university with a degree in a discipline related to the business of metrology. - Certification as an ISO auditor.

EXPERIENCE (ASSETS): - Experience in the measurement of electricity and/or natural gas. - Experience in repairs of mechanical and electronic scales or volumetric devices. Notes: References may be contacted to validate work experience.

Conditions of employment

CONDITIONS OF EMPLOYMENT: - Reliability security clearance. (Note: This factor is not used at the pre-selection stage. The department is responsible for the security clearance process.) - Possession and maintenance of a valid driver’s license for the type of vehicle(s) they are authorized to operate and to which he/she is assigned, in compliance with the appropriate provincial or territorial law. - Ability to manually and repetitively lift and carry up to 50 lb. (Note: Measurement Canada has contracted with Medisys Health Group to conduct pre-placement evaluations and to report on the results, specifically as they relate to an individual's back fitness and safe lifting capacity. Candidates who do not achieve minimum Measurement Canada Medical Protocols 2009-2011 will not be considered further.) - Extensive travel* for periods of 2-3 weeks at a time and often on short notice may be required; travel is often to remote locations. *Travel is generally during the work week. A government vehicle or commercial transportation is provided. - Ability to work overtime.

TEST / ASSESSMENT: Will be administered in April 2018.
