Shihab Rana2 ABSTRACT This study aims at assessing the potentiality of increasing livestock and poultry rearing by smallholder farmers in haor areas to improve food security condition and poverty alleviation of people. This study was carried out in 200 smallholder farmers rearing livestock in two upazilas (sub-district), namely Juri of Moulvibazar and Madan of Netrokona district. Both descriptive and functional analysis have been carried out. Result reveals that the average annual family income was BDT 254323 where average annual family expenditure was BDT 235775. Average daily per capita consumption of rice and all food items respectively are 397g and 1149g. Daily per capita calorie and protein intakes are respectively 2445 Kcal and 82g respectively of the haor people. People consume almost all 12 categories of food items and average household dietary diversity score is 11.85. Multinomial logistic regression suggests that increase of family size results in the corresponding decrease of food security condition and increase in expenditure on food items increases food security condition. INTRODUCTION Livestock rearing in Bangladesh is an integral agricultural activity among most rural households, particularly landless, marginal and small landholders. It has significant positive impact on equity in terms of income, employment and poverty reduction in rural areas. Apart from its multi-faceted roles in socio-economic development, the livestock sector constitutes about 17 percent of agricultural gross domestic product and provides nutritionally rich food to many people in both rural and urban areas (BBS, 2015).

    The Chief Engineer Local Government Engineering Department PREFACE It is a matter of satisfaction that LGED Road Database has been published through compilation of data that represent all relevant information of rural road network of the country in a structured manner. The Rural Infrastructure Maintenance Management Unit of LGED (former Rural Infrastructure Maintenance Cell) took up the initiative to create a road inventory database in mid nineties to register all of its road assets country-wide with the help of customized software called, Road and Structure Database Management System. The said database was designed to accommodate all relevant information on the road network sequentially and the system was upgraded from time to time to cater the growing needs. In general, the purpose of this database is to use it in planning and management of LGED's rural road network by providing detailed information on roads and structures. In particular, from maintenance point of view this helps to draw up comprehensive maintenance program including rational allocation of fund based on various parameters and physical condition of the road network. According to recent road re-classification, LGED is responsible for construction, development and maintenance of three classes of roads, which has been named as Upazila Road, Union Road and Village Road (category A & B) in association with Local Government Institution. The basic information about these roads like, road name, road type, length, surface type, condition, structure number with span, existing gaps with length, etc. has been made available in the road inventory. Side by side, corresponding spatial data are also provided in the road map comprising this document.

    Bangladesh Rice J. 21 (2) : 273-288, 2017 Cropping Systems and Land Use in Sylhet Region M A Muttaleb1*, S M Shahidullah1, M Nasim1 and A Saha1 ABSTRACT Towards the sustainable food security for a particular area, the policymakers, researchers, extension and development agents need the detailed information of cropping patterns, cropping intensity and crop diversity. Sylhet, a potential region of enormous potentiality of growing crops across the haor area lying below the northeastern Himalyan foothills experience the highest rainfall in the world to make the basin prone to flashflood. That is why, a study was conducted in the region considering all the upazillas during 2016 using the pretested semi-structured questionnaire and validated by appropriate informants with a view to documenting the existing cropping patterns, cropping intensity and crop diversity in the region. As per the study the region is dominated by the rice based cropping pattern. The non-rice based cropping pattern are either few or the area under those cropping patterns are not enough to satisfy the non-rice food requirement of people of the region. Beside these, the cropping patterns and crop diversity appeared as below the expected level. Therefore, much thrust is needed to initiate research and development activities to diversify the single or double-cropped cropping pattern with the introduction of appropriate crops and crop varieties even other non-crop agricultural commodities.     Disaster Incidences in Bangladesh in June, 2015 Overview of Disaster Incidences in June 2015 Natural hazards that occurred in June include monsoon flood, flash flood, riverbank erosion, thunder storm, lightening and land slide. Flash flood occurred in first and last week of this month. Monsoon flood that affect 11 districts started on 13th June and still continued. Rates of riverbank erosion have been accelerated in June and during the month it occurred in many places. It continued from 5th June to first week of July and affects 12 districts. Three incidents of thunder storm reported in June. They occurred on 7th, 8th and 26th June in Kurigram, Nilphamari and Cox’s Bazar district, respectively. 18 incidents of lightening have been reported to be occurred in 15 districts. Landslides occurred in Bandarban and Cox’s Bazar district on 25th and 26th June. Apart from these, some man- made hazards occurred in June that includes fire incidents, embankment collapse, building collapse and boat capsize. Few fire incidents occurred on 7th, 12th, 23rd and 24th June at Gazipur, Chandpur, Comilla, Kishoreganj and Mymensingh, respectively. Eight incidents of embankment collapse were occurred in Bogra, Nilphamari, Sunamganj, Sirajganj, Moulvibazar, Barguna and Patuakhali districts on 12th,13th, 14th, 15th, 19th and 28th June respectively. An incident of building collapse occurred in Khulna Sadar upazila. Three incidents of boat capsize were occurred in Ramniwasghat in Bhola, Ramu in Cox’s Bazar and Hatia in Noakhali district on 11th, 25th and 27th June

    July 02, SITUATION REPORT 2010 Name of Disaster: Flood Locations: Moulovibazar and Sylhet district of Bangladesh Situation Report No.187 Heavy rainfall has further worsened the flood situation in different districts of Bangladesh. Event Details: Around 100 educational institutions in Kulaura, Juri and Borolekha upazila have been forced to keep off providing lessons for the last one month as educational institutions either gone under flood water or used as flood shelter center. Heavy downpour and hill water from the upstream inundated fresh areas in 6 villages under Bishwanath upazila while thousands of people in Jogonnathapur upazila in Sylhet district lead miserable life as worse flood situation unchanged. Damage Report Affected Areas Damage Moulovibazar • Total 36 primary schools, high schools and colleges in Kulaura upazila forced to district shut down due to flood. • 22 primary schools and 5 high schools in Juri upazila forced to shut down due to flood. • 21 primary schools and 8 high schools in Borolekaha upazila forced to shut down due to flood. • Number of educational institutions used as flood shelter center and that number followed as 14 in Kulaura, 4 in Juri and 10 in Borolekha upazila. Sylhet district • Fresh areas of another 6 villages of Deokolosh union under Bishwanath upazila while 8 primary schools and 1 high school went under water. Inundated 6 villages are Jamalpur, Shadurgao, Perurgao, Sadpur, Kamilnagar and Konarai. • 1 lakh people of 50 villages are in miserable situation in Jogonnathapur upazila. • Roads and communication system also snapped.     July 18, SITUATION REPORT 2010 Name of Disaster: Flood Locations : Moulvibazar district of Bangladesh Date of Disaster: May, June & July, 2010 Situation Report No.192 Event Deatils Over two lakh people of Hakaluki Haor bank villages under Kulaura, Juri and Baralekha upazilas in Moulvibazar district are passing days amid sufferings as their houses and croplands have been affected due to flood for two months. People of the flood-affected areas are now selling their domestic animals to purchase food and to repair houses. The worst affected unions are Bhatera, Brahminbazar, Kadipur, Bhukshimul of Kulaura upazila, Jayfoarnagar and West Juri of Juri upazila, Sujanagar, Talimpur, Daserbazar, Borni and Niz Bahadurpur of Baralekha upazila. Damage report: • About 80 percent of boro paddy of last season and the whole of aus paddy in current season have been damaged due to heavy rainfall and onrush of water from hills across the border. • 460 square kilometre area of 25 unions of Kulaura, Juri and Baralekha upazilas has been inundated, affecting two lakh 14 thousand people and damaging crops on 5825 hectares of land. The number of damaged houses is 8896 while that of damaged ponds and water bodies is 146. • About 60 educational institutions of Juri, Kulaura and Baralekha upazilas in Moulvibazar district have remained closed due to the flooding. • Over 700 affected families have taken shelter in 23 shelter camps in three upazilas. Actions have been taken: According to the local people, the amount of losses including crops, houses, roads etc will be over Tk 1000 crore. But there is very little initiative from the government to mitigate their sufferings, except insufficient relief materials provided by the district administration.

Hilsa ( Tenualosa ilisha ) fishery contributes around 1% to the national GDP of Bangladesh. Based on a fieldwork the study explored the underlying causes and pathways of Hilsa migration towards Hakaluki Haor and status of Hilsa fishing. To collect empirical data a number of qualitative tools such as interviews, focus group discussion and oral history from different stakeholders were employed. The study identified, though unusual fisher have been netting Hilsa abundantly on early monsoon in Hakaluki haor since 2016. Due to flash flood in the Hakaluki Haor and storm water flows down to the Meghna River through Kushiyara River, hilsa swims against the tide and enters into Hakaluki Haor from the upper Meghna river system. Early flash flood, storm water flows and government’s initiative of imposing ban on Hilsa fishing during spawning season in upper Meghna sanctuary were found to be the major causes of migration towards Hakaluki Haor. As impose of ban on fishing of Hilsa increased the total production, abundance of Hilsa in Hakaluki Haor act as an indicator of total inland Hilsa production in Bangladesh. The weight of Hilsa species caught from Hakaluki varied from 200 g to 900 g and rarely found 1 kg.
