Panam Sports PANAM SPORTS GUIDELINES FOR THE EXECUTION OF THE PAN AMERICAN SOLIDARITY PROGRAMS 2021 – 2024 Quadrennium A.- INTRODUCTION Panam Sports, keeping the athletes’ development at the center of its activities and in fulfillment of its strategic plan, which was prepared based on the needs of the National Olympic Committees of the Americas, implemented during the 2017 – 2020 quadrennium a number of continental programs that contributed importantly to transform the NOCs’ work and to improve the available conditions for their human resources, including athletes, coaches, national federations and staff that works in their headquarters. The level of demand for most sports events will be higher in the 2021 – 2024 Olympic cycle in view of the need to recover the time lost due to the contingency and social isolation as a consequence of the pandemic. Seeking to achieve a quality leap for Olympic sport in the Americas, Panam Sports has carefully studied the means to improve the athletes’ preparation. To this end, it is necessary to ensure a proper strategy, including more financial resources, state of the art training equipment, participation in preparation competitions and support of sports-applied sciences. Based on previous experience and after a thorough analysis of the results of the surveys sent to all Olympic Committees on the use of the Pan American Solidarity programs, the Panam Sports Executive Committee at its meeting on 28 January 2021 agreed to put into practice the new programs for this quadrennium. As informed to all Olympic Committees by the President, Neven Ilic, the execution of the programs will begin as of 15 March, 2021. The approved programs are the following: NOC Activities – allocated amount of $170,000 USD Athlete Preparation – allocated amount of $120,000 USD Youth Athlete Preparation – allocated amount of $50,000 USD With the objective of improving the programs’ operation, we have prepared the guidelines and application forms, which you will find in this document. Please note that even though the NOC Activities program is managed by Panam Sports, the applications and financial reports must be submitted through the Olympic Solidarity Relay platform. The other two programs will continue to be managed in the same way as in the last quadrennium. B.- GENERAL OBJECTIVES To financially support NOCs in the process of preparing their athletes during the 2021- 2024 Olympic cycle; especially for the Tokyo 2020 Olympic Games, the Cali 2021 Junior Pan American Games, Santiago 2023 Pan American Games and the Paris 2024 Olympic Games. In addition, to cover any expenses required for its operation that are not supported by other world programs. To assist young athletes designated by their respective NOCs in their preparation and qualification for the Games of the Olympic Cycle 2021 – 2024, especially the Cali 2021 Junior Pan American Games and other international youth events. 2 Provide support to National Federations and Olympic Committees in the organization of events or to achieve other priorities that contribute to sports development in each country. C.- MODALITIES OF THE PROGRAMS NOC Activities Program. The approved budget is $170,000 USD, of which $125,000 USD is allocated from Olympic Solidarity and the remainder from Panam Sports' own funds. This program is available to all member NOCs of Panam Sports. The maximum amount that will be allocated to each National Olympic Committee is $170,000 USD. The funds given should be used towards those NOC priorities that are not covered through other Olympic Solidarity programs or to complement them. The program is aimed at helping NOCs to achieve their goals and implement activities set by its members and approved by its executive body. To request the resources for this program, NOCs must apply through the Olympic Solidarity RELAY platform, detailing the activities they intend to organize. The proposal submitted to Panam Sports for this Program should not coincide with any activities included in other projects or programs unless it is a complement to the strategic objectives of the NOC. The annual funds will be disbursed to the NOC once the financial report for the funds received from the previous year has been approved by the authorized persons on the Relay platform. Program for the preparation of athletes. An approved budget of $120,000 USD, covered with Panam Sports' own funds. All NOC members of Panam Sports can access this Program. The maximum amount allocated to each National Olympic Committee is $120,000 USD. Olympic Committees must submit to Panam Sports a detailed preparation plan for the requested period in agreement with the national federation of the selected sport and the coach in question. The training of athletes can be in their country of origin or abroad; ensuring that the needs of the athletes are always attended to. Activities may include any investment in essential concepts for the preparation of athletes, including hiring coaches. NOC applications will be analyzed, and its approval will depend on the information and documentation presented. To receive the resources for the following year, NOCs are required to send the financial report of those previously received. Panam Sports recommends the use of funds from this program for the preparation of athletes for the Tokyo Olympic Games, Santiago 2023 Pan 3 American Games, Paris 2024 Olympic Games and qualifying events, or other events that take place in the current Olympic cycle. Preparation of youth athletes. An approved budget of $50,000 USD, covered with Panam Sports' own funds. All NOCs can access this Program. It is an annual program. $50,000 USD (fifty thousand dollars) will be earmarked for each Olympic Committee member of Panam Sports. Panam Sports recommends allocating these funds towards assisting and promoting new generations of athletes who are preparing to participate at the Cali 2021 Junior Pan American Games and other International youth events. Also, to support promising young people who will be the future of their national teams. This program allows for flexibility, so NOCs have the option to utilise the resources to hire coaches who contribute to the preparation of their athletes. In the terms of the year in question, each Olympic Committee must send the request which will be processed by the Panam Sports Office and the funds received must be used in that same year. At the end of December, NOCs that do not submit their application will lose those funds. In order to receive the resources for the following year, the NOCs will have to send the financial report of those previously received. C.- APPLICATION FORMS — NOC Activities To apply for this program, NOCs must apply through the Olympic Solidarity RELAY platform. — Athlete Preparation NOCs should use the same application form that was used in the past quadrennium, which is attached. — Youth Athlete Preparation We enclose the application form for this program that considers the flexibility contained therein. D.- FINANCIAL REPORT The financial report form for the NOC Activities Program is available on the Olympic Solidarity Relay platform. 4 For the Athlete Preparation and Youth Athlete Preparation programs, the same Panam Sports financial report form should be used, which is attached. 5.

Only NOCs recognized by Panam Sports whose national swimming federations are affiliated with the International Swimming Federation (FINA) and the Union Americana de Natación (UANA) may enter athletes in the Cali 2021 Junior Pan American Games.

    PANAM SPORTS REGULATIONS OF THE PAN AMERICAN GAMES INTRODUCTION: The Panam Sports Constitution establishes as one of its main objectives the organization, celebration and conduct of the Pan American Games (hereinafter referred to as “the Games”). The Regulations of the Pan American Games (hereinafter referred to as “the Regulations”) are therefore enacted under the authority of the Panam Sports Constitution to best regulate the celebration and conduct of the Games. The Definitions and Interpretations as found in the Constitution of Panam Sports apply equally to the Regulations. The Regulations constitute the rules, procedures and obligations that all the Members of Panam Sports, the Pan American Sports Confederations, the International Sport Federations and the Organizing Committee of the Games (hereinafter referred to as “the Organizing Committee”), as well as all participants in the Games including athletes, coaches and trainers, officials, members of NOC delegations, and all accredited persons in the Games must comply with and respect, for the purpose of ensuring efficiency, sustainability, and the highest quality in the organization and staging of the Games that will always honor and respect the Olympic Values. Accredited Prof. Rolando Monterroso (GUA) was in charge of sharing his knowledge and experience following the contents of the shuttle time program to 19 participants. • Francophone Activity – Martinique The Badminton League of Martinique hosted this activity in Fort de Port for participants coming from French Guiana, Guadeloupe and Haiti, in total 20 athletes (between 10 and 15 years old) and 5 coaches went through 5 days of intense work, ending with a team competition. Two activities were held simultaneously a shuttle time athletes camp to improve their technical skills under the supervision of Prof. Legras (FRA) that also gave the opportunity for coaches to improve their knowledge on how to prepare and deliver training sessions. He reminded that everything a board member does or comments on reflects on WFDF and the board and might affect partners of WFDF. Board members should support decisions made even if they personally disagree. They should follow the WFDF Code of Ethics such as equality and dignity, integrity, good governance and confidentiality.

    MINUTE OF THE 2ND GENERAL ASSEMBLY "CORPORACIÓN XIX JUEGOS PANAMERICANOS SANTIAGO 2023" In Santiago de Chile, on July 11th, 2019, at 5:00 p.m., in the offices of the Chilean Olympic Committee, located at Ramón Cruz Street No. 1956, 6th floor, Ñuñoa district, city of Santiago, the Second General Assembly of the "CORPORACIÓN XIX JUEGOS PANAMERICANOS SANTIAGO 2023", which was integrated by the representatives of the National Sports Institute (IND) Mr. Renato Palma Gonzalez ID 12.487.838-1, Mr. Benjamin Figari Vial ID 16.610.204-9 and Mr. Martín Eduardo Sotomayor Mesa ID 15.384.650 -2, as well as by the representatives of the Chilean Olympic Committee (COCh) Mr. Miguel Ángel Mujica Brain ID 4,364,937-K and Mr. Aquiles Gómez Guzmán ID 6,361,632-K, as established in article sixteen of the Bylaws. The Assembly was chaired by Mr. Renato Palma González and Mr. Miguel Ángel Mujica Brain acted as Secretary. The Executive Director of the Corporation attended as a guest, Mr. Eduardo della Maggiora. FIRST: Constitution of the Assembly. It is acknowledged that, with the Absolute Majority of the adherent partners present at the Assembly, and in accordance with the provisions of articles twenty and twenty-first of the Corporate Bylaws, the Ordinary Assembly of members is declared validly constituted. SECOND: MeEting AgrEEmEnt. Once the session is constituted, the attendees unanimously agree on the need to hold this General Assembly, which aims to define issues related to presenting and submitting for approval the audited financial statements and the reasoned report of the previous year, the plan strategic, the appointment of external auditors in charge of examining the accounting and making the elections determined by the Statutes of the Corporation.
