Particularmente quisiera agradecer a Raúl Echeberría por la generosidad del tiempo dedicado a las entrevistas y a Oscar A. Robles que, además de las horas de conversación, su rigurosidad y memoria permitieron que la tarea de investigación y escritura de este trabajo fuera mucho menos solitaria. 6 Prólogo de Wardner Maia El desafío de escribir una historia que todavía está en movimiento —una historia que involucra a tantos hechos y actores— es algo admirable. Y Carolina Aguerre lo hace en este trabajo con gran eficiencia y claridad, mezclando pasajes importantes con el debido destaque y relevancia a quienes formaron y aún for- man parte del esfuerzo colectivo de construcción de la comunidad de LACNIC. Impregnada de personas, siglas, organizaciones y situaciones contadas de una forma amena, esta historia es fundamental para entender los motivos técnicos y los hechos que llevaron a la formación de esta comunidad como la conocemos en la actualidad. Esto es de suma importancia, no solo por el registro histórico en sí, sino principalmente para una mejor comprensión del ecosistema de Internet en nuestra región y a nivel global. Como operador que tuvo su primer contacto con un LACNIC ya formado y operativo al solicitar recursos numéricos y que posteriormente fue electo como miembro del Directorio, no puedo dejar de registrar mi impresión par- ticular y observar que el acceso a este trabajo habría ahorrado mucho tiempo de aprendizaje para entender la dinámica de esta comunidad y la propia go- bernanza de Internet con sus innumerables acrónimos y partes involucradas. La continuidad del trabajo de LACNIC es cada vez más importante para el avance de nuestra región dado que, cuando se publique este libro, cerca del treinta por ciento de las ciudadanas y los ciudadanos latinoamericanos y cari- beños todavía no tendrán acceso a Internet. Para enfrentar esa perversa brecha digital, se necesita cada vez más la colaboración de nuevos actores. La comunidad creada en torno a LACNIC protagoniza una historia aún en construcción. Este trabajo aportará mucho valor a su crecimiento y será esencial 7 para la inspiración de todos aquellos que llegan y que serán fundamentales para continuar con esta labor. From 1983 to 1987, two teams of scientists and engineers worked to overcome the technical, financial, and geographic obstacles to set up an email connection between China and the interna- tional CSNET. One team was centered around Werner Zorn at Karlsruhe University in the Federal Republic of Germany. The other team was under the general guidance of Wang Yuenfung at the In- stitute for Computer Applications (ICA) in the Peo- ple’s Republic of China.     How the lost e-mail message “Across the Great Wall…” brought people together Werner Zorn, Berlin; Jay Hauben, New York; Ann-Marie Plubell, Washington D.C. (08.02.2014, 10:30 MET-WZ) I. General Overview The famous e-mail message “Across the Great Wall we can reach every corner in the world” has come to stand for China’s entry into the Internet community. It was typed in on Sep. 14 and sent out on Sep. 20, 1987. There were thirteen signers of that message. Six were from a German team and seven from a Chinese team. When Jay Hauben did online research in 2004 about the first e-mail message it took him mostly to web sites in China. The story told there gave most credit for the China-CSNET connection to a Chinese engineer, Qian Tian Bai but his name was not on the original e-mail message. Also missing from the history on the websites in China was any credit to Professor Wang Yuen Fung whose name headed the Chinese team or to Professor Werner Zorn whose name headed the German team. Fifteen years passed, before the first attempts were made to bring more light into the past of the adolescent Chinese Internet. All three authors of this paper became involved and now try to outline how that e-mail brought people together, not only in researching the history later, but also from the very first moment after the e-mail being sent from Beijing over Karlsruhe to key persons in the US and Europe, who distributed the mail within the inner circle of decision makers in the emerging Internet.

Along with other entities, we formally assumed stewardship of the IANA functions for Internet number resources, which until the month of September were performed by the United States Department of Commerce. On September 30, during the LACNIC 26 closing ceremony in San Jose, Costa Rica, we had the pleasure of announcing the conclusion of the IANA functions' stewardship transition process and the beginning of a new model under which this responsibility is now in the hands of the Internet community.
