Public Opinion and Foreign Policy: British and French Relations with the Netherlands, 1785-1815 Graeme Edward Callister PhD University of York Department of History September 2013 ABSTRACT This thesis examines the interplay of public opinion, national identity and foreign policy during the period 1785-1815, focusing on three consistently interconnected countries: the Netherlands, France and Great Britain. The Netherlands provides the centrepiece to the study, which considers how the Dutch were perceived as a nation, a people and as a political entity, at both governmental and popular levels, in the three countries throughout the period. Public opinion is theorised as a two-part phenomenon. Active public opinion represents the collated thoughts and responses of a certain public to an event or set of circumstances. Latent public opinion represents the sum of generally-accepted underlying social norms, stereotypes or preconceptions; the perceptions and representations latently present in unconscious mentalités. The thesis examines how perceptions and representations of the Netherlands in all three countries fed into public opinion and, ultimately, into national identity either of the self or the ‘other’. It then investigates the extent to which the triangular policies of Britain, France and the various incarnations of the Dutch state were shaped by popular perceptions, identities and opinion. While active opinion is shown to have generally been of negligible importance to the policy-making process, it is argued that the underlying themes of latent opinion often provided the conceptual background that politicians from all three countries used to make policy. The influence of latent opinion was often as much unconscious as deliberate. -

Abstract: The paper documents the growth of the Jewish and non-Jewish populations in the regions of Germany-Austria (GA) and Poland-Lithuania (PL) from 1500 to 1930. Although borders changed considerably, we attempt to maintain comparability throughout the period. We summarize evidence that a large proportion of the Jewish population in PL originated from GA and find no significant evidence for the immigration of Khazars or any other Jewish group from the East. While the proportion of Jews in the total population of PL was only 0.13% in 1500, this figure reached more than 17% by 1880 and the Jewish population in PL constituted more than 75% of the global Jewish population in that year. -

ICRP Calendar
The notions of International Relations (IR) in capital letters and international relations (ir) in lowercase letters have two different meanings. The first refers to a scholarly discipline while the second one means a set of contemporary events with historical importance, which influences global-politics. In order to make observations, formulate theories and describe patterns within the framework of ‘IR’, one needs to fully comprehend specific events related to ‘ir’. It is why the Institute for Cultural Relations Policy (ICRP) believes that a timeline on which all the significant events of international relations are identified might be beneficial for students, scholars or professors who deal with International Relations. In the following document all the momentous wars, treaties, pacts and other happenings are enlisted with a monthly division, which had considerable impact on world-politics. January 1745 | Treaty of Warsaw The Treaty of Warsaw was a military pact among Great Britain, Austria, the Dutch Republic and Saxony. This 08 alliance supported Maria Theresa during the War of the Austrian Succession. It was also an anti-France alliance. 1792 | Treaty of Jassy The Treaty of Jassy was a peace agreement between the Russian Empire and the Ottoman Empire after the 09 Russo-Turkish War. According to this agreement Russia received important territories and became dominant power at the area of the Black Sea. 1732 | Treaty of Ahmet Pasha The Treaty of Ahmet Pasha was a peace agreement between the Ottoman Empire and the Safavid Persia. The 10 Ottomans and Persians fought between 1723 and 1730 both part was exhausted at the end of the war. -

Stein, Chair When do leaders fear the domestic repercussions of revolutions abroad, and how does the prospect of such revolutionary waves affect international affairs? I argue that the fear of contagion is not primarily derived from the infecting agent – whether the revolutionary state serves as a model or acts as a platform. Instead, the fear of contagion is largely driven by the characteristics of the host, namely the presence of significant preexisting opposition groups in the host of the same character as the revolution. And I argue that when leaders fear revolution spreading, it will have a discernible effect on patterns of international cooperation and conflict: they will be hostile towards the revolutionary state and they will align with other states that face the same threat, sometimes in contrast to geopolitical pressures. I examine the reaction to the democratic revolutions under the ancien régime (the American Revolution and the Dutch Patriot Revolt), the wave of liberal revolutions in Europe in 1820-1, and the Iranian Islamist Revolution in the Middle East. The findings not only address the international effects of revolutions, but also the larger issues of when, why, and to what extent ideological differences between states ii affect international relations and how domestic instability interacts with international politics. -

Legal history can be a deeply provocative and influential field, as illustrated by the growth of the European universities and the ius commune, the French Revolution, the American Revolution, and indeed all the great movements for national liberation through law. The study of history gives scholars and reformers the models and cour- age to question entrenched injustices, by demonstrating the contingency of law and other social arrangements. Yet legal history today finds itself diminished in the universities and legal academy. Too often scholarship betrays no knowledge of what went before, or why legal institutions took the shape they did. -

Crossroads of European histories of European Crossroads of European histories Multiple outlooks on fi ve key moments in the history of Europe How can history teaching contribute to a spirit of tolerance with respect to promoting different points of view, respect for others and developing the critical and autonomous judgement of future active citizens within democratic societies? This was the question which the Steering Committee for Education sought to answer when it launched the project on the “European dimension in history teaching” in 2002. The present publication, accompanied by a CD-Rom and a pedagogical handbook, is a contribution to the implementation of a methodology based on “multiperspectivity”, and allows teachers to present numerous examples of various approaches in their practical teaching as well as different points of view or ideas on the same events in recent European history. Five conferences have been organised since 2002, namely on “1848 in European history”; “The Balkan wars of 1912-13”; “The search for peace in 1919”; “The end of the Second World War and the beginning of the Cold War in 1945”; and “The events and developments of 1989-90 in central and eastern Europe”. Thirty-fi ve of the contributions presented in the framework of these conferences by eminent historians from different Council of Europe member states are published in this book. As they will be complemented by additional sources provided by teachers, they obviously cannot be exhaustive from a point of view of the states concerned or from the different perceptions of history. This publication allows both teachers and pupils to place regional and national history in a wider context, develop their historical knowledge, make connections across space and time, and compare different perspectives on the same events and developments.
