    Business and the South African Transition Itumeleng Makgetla and Ian Shapiro Draft: February 20, 2016 Abstract This paper explores the under-appreciated role of business in negotiated transitions to democracy. Drawing on our interviews of key South African business leaders and political elites, we show how business played a vital role in enabling politicians to break out of the prisoners’ dilemma in which they had been trapped since the 1960s and move the country toward the democratic transition that took place in 1994. Business leaders were uniquely positioned to play this role, but it was not easy because they were internally divided and deeply implicated in Apartheid’s injustices. We explain how they overcame these challenges, how they facilitated negotiations, and how they helped keep them back on track when the going got rough. We also look at business in other transitional settings, drawing on South Africa’s experience to illuminate why business efforts to play a comparable role in the Israeli-Palestinian conflict have failed.     U.S. Foreign Aid to the Palestinians Jim Zanotti Analyst in Middle Eastern Affairs May 31, 2011 Congressional Research Service 7-5700 www.crs.gov RS22967 CRS Report for Congress Prepared for Members and Committees of Congress U.S. Foreign Aid to the Palestinians Summary Since the establishment of limited Palestinian self-rule in the West Bank and Gaza Strip in the mid-1990s, the U.S. government has committed over $4 billion in bilateral assistance to the Palestinians, who are among the world’s largest per capita recipients of international foreign aid. Successive Administrations have requested aid for the Palestinians to support at least three major U.S. policy priorities of interest to Congress: • Combating, neutralizing, and preventing terrorism against Israel from the Islamist group Hamas and other militant organizations. • Creating a virtuous cycle of stability and prosperity in the West Bank that inclines Palestinians—including those in the Hamas-controlled Gaza Strip— towards peaceful coexistence with Israel and prepares them for self-governance. • Meeting humanitarian needs and preventing further destabilization, particularly in the Gaza Strip. Since June 2007, these U.S. policy priorities have crystallized around the factional and geographical split between the Fatah-led Palestinian Authority (PA) in the West Bank and Hamas in the Gaza Strip. A May 2011 power-sharing agreement between Fatah and Hamas has raised concerns among some Members of Congress about continuing U.S. budgetary and security assistance to a PA government that could be subject to the approval of a U.S.-designated Foreign Terrorist Organization (Hamas) that claims to reserve the right to violently oppose Israel’s existence.

A major milestone was the accreditation of Dar al-Kalima as a University College enabling us to offer BA degrees in addition to two - year as well as professional diplomas. This breakthrough will help Dar al- Kalima to reach new heights. Ad-Dar Cultural and Conference Hall, a millennium project funded by the Foreign Ministry of Finland and inaugurated in 2003 celebrated its tenth anniversary reaching more than 100,000 people in ten years putting Dar Annadwa at the heart of the cultural pulse of Palestine. The number of international conferences, exchange programs and regional workshops reached a record high. Several productions in theater, dance, and film culminated in the second Palestinian Art Festival in California with more than three thousand people attending. Ghaneeha (a type of Palestinian Idol) attracted some of the most promising young talents and voices in Palestine, so did the leadership training programs.
